Does the money really go to education?
Yes! The New Jersey Constitution mandates that ALL Lottery revenue be used in support of education in New Jersey State.
How much money is allocated to each school district?
Each year the State Legislature adopts a formula in the State budget.
If schools get money from the Lottery why doesn't the public see it?
Lottery revenue is included in each school district's state aid allocation. Each school district decides how it will use the state aid that it has been allocated.
Where does the money go?
Here is the revenue allocation for the current year.
Prize money — 54%
Aid to Education — 35% Retailer Commissions — 6% Contractor Fees — 2% Administrative costs — 3% Why are my taxes still going up if the Lottery was supposed to alleviate my school taxes? Lottery revenues provide approximately 5% of the total amount of state aid to local schools. In 2000/2001 that amounted to $1.447 Billion. Why do profits go to the state general fund instead of directly to the schools? Lottery revenues are deposited directly in a Lottery Aid to Education Account from which checks are written directly to school districts in the fall of each year.

Introduction :
The New Jersey School Buildings and Grounds Association has a membership of approximately 300 Facility Management Professionals. The Association was formed in Bergen County in 1952 and has extended throughout the State of New Jersey. Members of the Association are currently employed by Public and Private School Systems, and hold the positions of Supervisor of Buildings and Grounds, Facility Managers and Director of Operations.

Child Care and Early Childhood Education Highlights
Key child care and early education trends in state legislation include an array of financing mechanisms, basic regulatory provisions, preschool expansions and quality improvements in the form of professional development and training for providers.
Financing
State legislatures continued to expand financing for early childhood services in several ways in the past year. At least four states ( Iowa, Kentucky, New York and Texas ) enacted laws providing grants to programs. Some states ( California, Iowa, Kentucky and Texas ) expanded funding through local means. Several states ( Illinois, Montana, Nebraska and Oregon ) created tax credits for either parents or employers to support the care and development of young children. Legislatures in two states ( California and Iowa ) directed loan funds to improve child care services. Two state legislatures (

updated 03.08.00 New Jersey Protection and Advocacy, Inc. back in frame Legislative Advocacy Current legislative activity includes: Medicare Reform Health Care Appeals; Binding Independent Review Written testimony was provided the Senate Health Committee supported S-2123, that makes decisions rendered by the Independent Health Care Appeals Program binding on insurance carriers. Expansion of VR Advocacy Comments were submitted to USDOE, RSA, regarding a proposed program that would provide money for a Client Assistance Program short-term training grant. Restraint and Seclusion Standards comments to the Joint Commission of Accreditation of HealthCare Organizations (JCAHO) regarding Restraint and Seclusion Standards. JCAHO monitors the provision of services in all hospitals nationwide, including state-run psychiatric hospitals. Supportive Housing The Division of Mental Health Services recently drafted regulations for new standards for the licensing of "Supportive Housing" and revised the standards for Community Residences for persons with a mental illness. Following several meetings with consumers and advocates to review the draft, NJP&A offered several recommendations for changes or additions. DMHS accepted our revisions and implemented them in the final draft for publication.

    1. Statewide content and student performance standards. New Jersey has completed statewide Core Curriculum Content Standards in science, social studies, world languages, mathematics, language arts literacy, health and physical education, and visual and performing arts. The state also has defined cross-content workplace readiness standards in career planning, critical thinking, decision making and problem solving, self-management, and application of safety principles. Accompanying each standard are K-12 cumulative progress indicators that are divided into three groupings. These indicators define what all students should know and be able to do by the end of grade 4, grade 8, and grades 11-12.     On October 22, 1997, the federal Office of Management and Budget published the proposed regulations for the Individuals With Disabilities Education Act Amendments of 1997 (IDEA '97). Just one day later in Boston, Steve Kaplan , president of the Massachusetts School Psychologists Association, voiced his association's concerns to Assistant Secretary Judith Heumann at the first federally sponsored public hearing on the proposed regulations. Kaplan's testimony targeted the regulations that guide interagency agreements; he stressed the importance of school psychologists and other related service providers in understanding the school culture for effective IEP development and implementation. At the hearing, disability advocates commended Kaplan for his recommendations. School psychology was also represented at the hearing by NASP's Massachusetts Delegate, Terry Davis , and a past president of the New Hampshire association.

    Brief Overview:
    New Jersey's charter school law was originally passed in 1996, and was amended in 2002. As of October 2002, there are 52 approved charter schools; 50 are currently in operation and two are schedule to open in September 2003. New Jersey's 50 charter schools serve nearly 13,000 students. Charters are granted by the Commissioner of Education and are independent of the district board of education.

    NEWS Optometrist Credentialing Legislation Introduced in Senate: S-1695 (Vitale, Singer) was introduced on June 24, 2002 which would make it easier for optometrists to be able to obtain education to practice new procedures or implement new treatments. This legislation, which is identical to the Assembly version A-2227 (Roberts, Thompson), would enable the State Board of Optometrists to have discretion over which procedures and treatments optometrists can perform and the continuing requirements which will enable them to do so. Currently, every time an new procedure or treatment is introduced, optometrists are required to go before the legislature to gain permission to perform this service. This legislation will place optometrists on equal footing with other professions.
