By Melanie Burney Inquirer Staff Writer WASHINGTON TOWNSHIP French teacher Catherine Russo is a novelty in her Gloucester County district. She is the only Washington Township educator to achieve national board certification and one of just 46 in New Jersey. In Pennsylvania, 47 teachers hold the honor. Russo, who teaches seventh and eighth graders at Chestnut Ridge Middle School, was certified in 1997 by the National Board for Professional Teaching Standards. "It's probably the most productive form of professional development I've ever done," said Russo, a teacher for 12 years. While national certification has been embraced by educators across the country, it has been slow to catch on in New Jersey. Nationwide, more than 16,000 teachers have received the certification. A new group will be named next month from among 20,000 candidates.

Alternative Teacher Certification: A State-by-State Analysis 2003 EXECUTIVE SUMMARY Alternative routes for certifying non-traditional candidates for teaching are multiplying rapidly in the United States. Concerns about the quality of the teaching force, as well as fears of teacher shortages, have spawned the creation of new avenues whereby people from other careers, liberal arts graduates, military and other retirees, former teachers and people beginning a career later in life can be brought into teaching without having to go back to college and complete a campus-based teacher preparation program. What were often called “scab programs” and “quick and dirty” ways to rush unprepared people into teaching in the early 1980s, when alternative routes first surfaced, are now models for the way all teachers are prepared. The National Center for Education Information (NCEI) has been surveying the states regarding alternative routes for licensing teachers since the issue surfaced amid much controversy in New Jersey in 1983. At that time, there were only eight states that said they had any way for people who had not come through a regular college teacher education program to become certified to teach. The findings, part of a study of first- and second-year teachers in New Jersey, also show that 46% of the state's new teachers are mid-career entrants to the field, suggesting that mid-career entrants are becoming teachers in roughly the same numbers as first-career entrants. Researchers at HGSE's Project on the Next Generation of Teachers also found that compared with 6% of first-career entrants, a greater proportion (19%) of the mid-career entrants participated in alternative certification instead of traditional teacher education programs.
