Research on New Teachers Shows a Changing Profession:
43% of New Teachers in New Jersey Plan to Leave Classroom Teaching; Nearly Half are Mid-Career Entrants

Harvard Graduate School of Education
August 27, 2001 At a time when U.S. schools will need to hire over two million new teachers to serve a growing number of students and replace a large cohort of retiring teachers, new research findings from the Harvard Graduate School of Education (HGSE) suggest that 43% of new teachers do not anticipate staying in the classroom as full-time teachers for their entire careers. The findings, part of a study of first- and second-year teachers in New Jersey, also show that 46% of the state’s new teachers are mid-career entrants to the field, suggesting that mid-career entrants are becoming teachers in roughly the same numbers as first-career entrants. Researchers at HGSE’s Project on the Next Generation of Teachers also found that compared with 6% of first-career entrants, a greater proportion (19%) of the mid-career entrants participated in alternative certification instead of traditional teacher education programs.

Alternative Teacher Certification: Summary of Resources
(GLARRC Information Management and Services gathered these resources, in response to an information request) June 2001
Alternative Teacher Certification Currently, 41 states plus the District of Columbia report having some type of alternative teacher certification program. Estimates say 125,000 people have been licensed through alternative certification programs. Effective alternative certification programs include:
  • Strong academic coursework component; Field-based programs; Candidates work with a qualified mentor teacher; Candidates go through the program in cohorts; Programs are a collaborative effort among state departments of education, colleges and universities, and school districts.
A 1999 survey of Institutions of Higher Education that have programs for the preparation of teachers conducted by the Center for Education Information, found that nearly three out of 10 (28 percent) prospective new teachers who completed teacher preparation in 1998 in college-based programs began their preparation to teach after they had already received at least a bachelor’s degree. More than one-third (36 percent) of persons admitted into Teacher Preparation Programs at the Post-baccalaureate level and 14 percent of those admitted as Undergraduates within the past year had prior teaching-related experience, such as substitute teacher, teacher’s aide, or school paraprofessional.

Students with a baccalaureate degree and interest in teaching may earn the Master of Arts in Teaching (MAT) and a teaching certificate simultaneously. The regular program is open to students who wish to teach one of the following subjects in K-12 schools: fine arts, business education (bookkeeping and accounting, general business education, secretarial studies - Business Education is no longer accepting new students), English, foreign languages (French, Spanish), home economics, industrial technology and education, mathematics, music, health and/or physical education, science, social sciences, TESL (Teaching of English as a Second Language), or teacher of the handicapped. Additional undergraduate course work in the student's teaching field may be required to meet certification standards. Students may also pursue elementary education (emphasis in early childhood education), which requires coursework beyond the normal 47 semester hour minimum. Upon successful completion of the program, the student will be recommended to the New Jersey Department of Education for a teaching certificate. Students interested in teaching elsewhere should seek information from the appropriate state authorities; requirements are generally similar.

Princeton NJ One hundred percent of Princeton students who took New Jersey's teaching-certification exams last year passed the tests. Colleges and universities with teacher-preparation programs are required by Title II of the federal Higher Education Act to report on their programs for the 1999-2000 academic year. In that year, 20 students completed Princeton's program and received New Jersey Certificates of Advanced Standing. To receive that certification, the 20 students took a total of 25 tests as part of New Jersey's Professional Assessments for Beginning Teachers (PRAXIS). Princeton students passed all their exams. "We are extremely proud of our student teachers, who manage to meet both the high standards and heavy workload of our Teacher Preparation Program and the rigorous demands placed upon all Princeton students," said John Webb, who was appointed director of the program in July. "As the report demonstrates, they perform with great distinction." In another illustration of their success, three alumni of the Princeton program are among 15 recipients of the Commissioner's Distinguished Teacher Candidate Award, to be presented May 9 by the state Department of Education. Jason Booher, Jennifer Jennings and Tara Maja McGowan are receiving the honor, which recognizes the year's top graduates of New Jersey teacher preparation programs.

The shortage of qualified teachers is causing a national crisis in our educational system. The New Jersey Department of Labor and NJN are working together to promote public awareness of the shortage in the teaching profession.
    The Need

As school populations grow nationwide, school districts, especially in urban areas, are struggling to find ways to attract new teachers and keep them there. The bulk of the nation's teaching force is nearing retirement age, with most teachers in their mid-40s to early 50s. States and school districts nationwide are offering incentives in the way of signing bonuses, as well as covering relocation costs. States are awarding scholarships to education majors who agree to teach in low-income areas, adding low-cost rental housing, affordable mortgages and financial aid for graduate-level tuition at state universities. Pursuing a teaching career is one of the most noble things one can do. Of course, being a good teacher is not easy. Being entrusted to make our young people smart, responsible human beings is an enormous task. But no other profession offers the potential to create a more positive impact on a community.
    Qualifications for becoming a teacher
When considering a career as a teacher, certification is required to teach in a public school. While every state has its own requirements, all states require the following:
