New Mexico Overview New Mexico was one of the first states to establish a public-private partnership to build telecommunications infrastructure, particularly for use in the public education system. However, legislation and regulatory actions mandating universal service have not been instituted, and there are severe obstacles to networking. For example, the state's many rural areas are difficult to reach because of the vast distances that separate them, and the state has a small population and high unemployment and poverty levels. Technet, a private nonprofit network, has served the state for ten years. The Information Network of Kansas and Nebraska Online used Technet as one of their models. Applications Public Access Technet, a nonprofit fiber optic network linking national laboratories, governments, universities, and businesses, was established in 1985. Originally created by the state, three state research universities, and national laboratories and research organizations doing business in New Mexico, Technet's mission is to use networking technology to promote economic development and support education. With $2 million from the state and $1 million from the U.S. Department of Energy, Technet installed a fiber optic network that it planned to make self-supporting within three years. Technet partnered with professional associations such as the State Bar Association, the Real Estate Association of New Mexico, the Big I Insurance Association, and others who were willing to pay for electronic access to information from the government and other sources.

1999-2000 Annual Report Last Modified: 3/08/2001 Water Rights Division The Water Rights Division (WRD) administers surface and groundwater rights throughout the state in accordance with state laws, court adjudications and State Engineer rules and regulations. WRD processes domestic well applications, non-domestic well applications and surface-water applications. WRD licenses and maintains files on all well drillers within the state, enforces any conditions or restrictions on water use, acts as expert witnesses in water-right hearings, maintains and updates the rules and regulations of the State Engineer and manages approximately 190,000 water-right records of the individual water-right owners within the state. In addition, WRD watermasters measure streamflows and water levels in wells. Table 6-1: Well Drillers Licensed Year Renewed New Ground and Surface Water Rules and Regulations WRD is updating New Mexico's Ground and Surface Water Rules and Regulations. A draft of the new Rules and Regulations has been completed which aggregates into one document the old Rules and Regulations Governing the Drilling of Wells and Appropriation and Use of Ground Water (1995 edition) and the Manual of Rules and Regulations Governing the Appropriation and Use of Surface Waters of the State of New Mexico (1953) . A Rules and Regulations committee was created within the OSE to review the Rules and Regulations and revise them in accordance with the New Mexico Administrative Code. Existing State Engineer policies, new laws and New Mexico's future needs serve as guidelines for the revision. On completion of the revision WRD will hold public hearings throughout the state to obtain public comment on the proposed Rules and Regulations. After the comment period, a formal public administrative hearing will be held in Santa Fe, as required by law, to promulgate the document.
