Child Care and Early Childhood Education Highlights
Key child care and early education trends in state legislation include an array of financing mechanisms, basic regulatory provisions, preschool expansions and quality improvements in the form of professional development and training for providers.
Financing
State legislatures continued to expand financing for early childhood services in several ways in the past year. At least four states ( Iowa, Kentucky, New York and Texas ) enacted laws providing grants to programs. Some states ( California, Iowa, Kentucky and Texas ) expanded funding through local means. Several states ( Illinois, Montana, Nebraska and Oregon ) created tax credits for either parents or employers to support the care and development of young children. Legislatures in two states ( California and Iowa ) directed loan funds to improve child care services. Two state legislatures (

At the New Mexico Student Loan Guarantee Corporation (NMSLGC) we take pride in the strong working relationships we have with our educational partners and our participating lenders. We were created to improve educational opportunities for the residents of New Mexico. Since our inception in 1981 we have guaranteed more than 1.1 billion dollars in student loans! New Mexico's Low Default Rate We understand the importance of borrowers continuing to borrow from the same lender each year. We have a network of participating lenders that have committed to selling their student loans to the New Mexico Educational Assistance Foundation (NMEAF). Because of this unique network of lenders, loans guaranteed by the NMSLGC provide unique advantages to student borrowers.
  • If students borrow from the network of our participating lenders, their student loans are sold exclusively to NMEAF and combined ; thus eliminating the need for consolidation. The borrower benefits by retaining their lower interest rate and only having to make one monthly payment instead of two or three. Another significant advantage for students in New Mexico is that IF their student loan is sold or transferred, it will happen only once through the life of their loan. A local lender holds their student loan until it is paid in full, and the student always knows the location of his/her student loan.

The Children of New Mexico Win a Big One
State of New Mexico, Department of Education Case Number 08974012-A      In the fall of 1997 our family filed a 504 Civil Rights complaint against the State of New Mexico, alleging that the State discriminates against students on the basis of disability.  Specifically we alleged that "based upon State policies and graduation requirements, policies, procedures, or practices of local education agencies in the State may be regarded as discriminatory against students with disabilities in the receipt of high school diplomas."      Complicating the situation was the fact that this discriminatory educational practice was actually a state law.  Students who graduated through the IEP process with any differentiation from the regularly required classes had to jump through several extra hoops.  Children had to wait until the spring of their senior year, when their names were brought before the local school board for "approval" to graduate.  Then the names went before the superintendent for "approval", etc.  I believed it was not in the best interest of the child to leave the final decision to persons unknowledgeable about the child, or special education issues, during the last three months of a child's public schooling.  Since a number of these people were politically elected I concerned about possible educationally irrelevant influences as well.      We  filed a formal 504 complaint but as a class action suit.  Did you know that one person can file a class action suit and do it anonymously?  The risky part of doing so is that you can jeopardize an individual child's case as it is not necessarily resolved from the class action suit.  We were not worried, as we knew that this illegal law had to come off the books anyway.  But it is important for parents to understand the difference between an individual complaint and a class action Civil Rights complaint.

Laboratory Safety Education Program
Introduction:
The New Mexico Schools Lab Safety Program is a Joint Powers Agreement between the State Department of Education and WERC, A Consortia for Environmental Education and Technology Development to devise and deliver lab safety workshops annually addressing the issues of compliance with state, OSHA and other regulatory organizations. This new standardized curriculum will be required training by the State Superintendent of Schools for all public schools in New Mexico on a coordinated schedule with the Accreditation Office of the SDE. This program was developed by WERC at the request of the New Mexico State Department of Education, Director of Eisenhower Professional Development Program (Title II).
The Laboratory Safety Education Program will be administered through WERC by:

Program Objectives:
The purpose of this WERC-SDA program is to develop and implement a standardized laboratory safety curriculum based on a collection of nationally recognized programs and existing state department safety requirements. This program will assist schools in satisfying OSHA Laboratory Standard, 29 CFR part 1910.1450. The standard requires that all schools must:

If you live in New Mexico only to attend school and have a residence out-of-state the rest of the year, you are resident of that state and are not eligible for New Mexico residency. If you are financially independent and can provide documentation of residing in New Mexico for the past 12 consecutive months, you may be eligible to petition for residency and secure resident tuition. How do you prove New Mexico residency?
In addition to providing The University of New Mexico with proof of living in New Mexico, there are several overt acts required to also show intent of residency. These requirements are set forth by the New Mexico Commission of Higher Education and are as follows:
