Since the Van of Enchantment began circulating around the state four years ago, students from Carlsbad to Crownpoint have accessed the Museum of New Mexico in new exciting ways. This vehicle provides us with opportunities for innovation, enabling us to offer our resources in a venue designed for optimal educational experiences. The van is equipped with

MLS ALTERNATIVE FOR
SCHOOL LIBRARIES
Until now, there was only one acceptable qualification for a school librarian or media specialist: certification as a K-12 teacher. That has now changed. Dr. Kathryn (Kitty) Sherlock, School Library Media Consultant at the New Mexico State Department of Education, announced on February 27 that there is a new Alternative License Program for school media specialists. The Alternative License program provides a means for librarians who possess a Master's degree in Library Science, with an emphasis on services to children and/or young adults, to be certified or licensed for school libraries and media centers without having to complete the traditional requirements for certification as a teacher. Previously, a candidate for K-12 teacher certification was required to successfully complete 24 to 36 semester hours of professional Education courses in an Education program approved by the State Board of Education, including courses that focus on development of the State Board of Education's approved teacher competencies. A particular stumbling block was the requirement of the student teaching component, or internship, in a major teaching subject. There are currently four librarians who are in the process of completing the requirement for the Alternative License. Two of the candidates, Sybil Adams-Lyons and Anne D'Alessandro of Turquoise Trail Elementary School in Santa Fe, expect to present a program on the topic during NMLA's 1998 annual conference. Kreidler, Carol J. English as a Second Language (ESL) teachers must have special preparation to teach English to non-native speakers; being a fluent speaker or an effective teacher of English to native speakers is not enough. Just as teaching mathematics or French requires special knowledge and skills, teaching English as a Second Language does also. This Digest outlines some of the relevant issues concerning ESL teacher certification: profiles of students needing ESL instruction, reasons for considering certification, academic preparation needed to teach ESL, and a description of state requirements for certification. WHO NEEDS AN ESL TEACHER? Estimates based on the 1980 Census indicate that in 1980-81 at least three-and-a-half million school-age children in the United States lacked the English language skills needed to succeed in school. These children, whose native language is not English, generally fall into two groups. The first, limited-English-proficient (LEP) students, speak, understand, and may read and write English, but not well enough to keep up academically with their native English-speaking peers. The second group, non-English-speaking (NES) students, do not speak or understand English and may have no literacy skills in their native language. This factor complicates attempts to teach them English.

The University of South Florida Foreign Language Education Programs for the professional development of teachers are approved by the State Department of Education. The University is accredited by the Southern Association of Colleges and Schools (SACS), and the College of Education is accredited by the National Council for Accreditation of Teacher Education (NCATE).
How Can you Become a Certified Teacher?
Certification to teach is determined by the Florida State Department of Education. A degree is awarded by the University. Students who complete the M.A. Plan II in Foreign Language Education offered by USF will be certified to teach K-12 because the degree program is approved by the State of Florida. The Planned Program developed with the faculty advisor shortly after the student has been officially admitted, if completed, will result in the awarding of the degree and certification. Upon completion of the degree, certification as a K-12 foreign language teacher will be placed on your transcript. This indicates that you completed an approved State of Florida teacher education program qualifying you, based on your course work, to be certified at the K-12 levels in foreign language education. You will need to take the FTCE [Florida Teacher Certification Exam] and receive passing scores on the subject area exam and the professional exam section. FTCE must be passed and scores must be on file in the Internship Office prior to the conclusion of the student internship.

Forty-seven states and the District of Columbia have a separate special education certificates or endorsements for the education of hearing-impaired students. (Montana, New Mexico and Washington do not.) Some states recognize that training special education teachers alone may not be enough to provide students with the help they need. For example, California passed legislation in September 2000 requiring the state’s Commission on Teacher Credentials to issue standards for a specialization in counseling hearing-impaired pupils.

Certification
A hundred years ago a person could enter the teaching profession with a relatively small amount of preparation. This is no longer true.
Entering the teaching profession has required increasingly greater training over the years. Teaching today requires better preparation because of the knowledge explosion and because more is now known about how children learn.
Today, virtually every state or province requires that prospective teachers hold a Bachelor of Arts or a Bachelor of Science degree and a teaching certificate as well. To qualify for the certificate the student must complete a number of state-prescribed professional studies in education.
STATE OF MICHIGAN In the state of Michigan the student who meets these requirements receives the Provisional teaching certificate, either elementary or secondary, which is valid for six years. The elementary certificate qualifies him to teach kindergarten through the fifth grade and his major and /or minor in grades 6-8 (exceptions are available for smaller schools). The secondary certificate qualifies him to teach the seventh through the twelfth grades. During the six year period following graduation, the new teacher should complete three years of actual teaching and a minimum of eighteen semester hours of course work in a planned program of study in college or in graduate school to receive a PROFESSIONAL certificate.
