Welcome to the gateway to technical assistance, information and referral services for children and adults with disabilities and professional development provided by the Office of Vocational and Educational Services for Individuals with Disabilities (VESID). The Lifelong Services Team , a unit within VESID's Program Development and Support Services, administers the components of the Network from VESID. The Team is charged with improving outcomes for children, students and adults with disabilities by increasing coordination, communication and cooperation between members of the Network. Contact with the Network can be made either through the Regional Facilitators representing LSN throughout the State or directly with local network members. We invite you to contact your local LSN members with questions concerning how they can help you.

A Large Urban School District Gives Parents a Place of Their Own

Overview
Context
Buffalo Public Schools is a large urban school district that serves about 48,000 children from birth through grade twelve. Fifty-three percent of the district's students are African American, 34 percent are white, 10 percent are Hispanic, and 3 percent are American Indian or Asian. Fifty-nine percent of its students qualify for the federal free or reduced price lunch program. The parent center operates year-round, except for school holidays. During the school year the center is open from 8 a.m. to 8 p.m.; it closes one half-hour earlier during the summer. The center's Even Start Family Literacy program serves the same group of families for an entire calendar year; all other programs operate on a semester basis. Activities take place within one of three daily sessions: morning, afternoon, or evening. During morning sessions parents with young children engage in developmentally appropriate learning activities and parenting skills training. In the afternoon and evening sessions, families with older children take parent and child computer courses, and participate in tutoring and homework sessions or nonacademic classes such as art, aerobics, and music. Evenings are the busiest time, with 25 to 40 families attending the center. The center employs about 30 staff members, including 7 specialists in adult and early childhood education, 3 home liaisons employed by the Even Start program, a full-time computer teacher, and teachers from the public school system who serve as mathematics, reading, and language specialists.

SED Assistance Regional Meetings Purpose of meetings
  • Build commitment to developing teachers for student achievement Help district personnel understand new State requirements and initiatives Expose districts to good practices for professional development and annual professional performance reviews Assist districts to understand the next steps to be taken
Who should attend regional meetings? We proposed that this be an invitational conference with each district represented by a team which may include:
  • superintendent of schools president of the local teachers union president or member of the board of education district staff developer (where available) parent or community representative representative of higher education (if appropriate)
It is important that all elements of a school district understand what the Regents hope to achieve by ensuring continuing competence of teachers through professional development and annual professional performance reviews. Old models of professional development where teachers are gathered in the auditorium for one day to listen to speakers is not an appropriate or effective model. School board members, teachers, administrators, parents and other relevant members of the educational community must hear how effective professional development can be in improving student achievement, what the objectives are for the new State initiatives, what effective practices and resources are available for districts to tap into and what are the next steps that the districts must follow in order to develop their teachers for student achievement.

Adult Literacy Services Grants
Public libraries play a vital role in the development and provision of community literacy services. Some libraries are direct providers of literacy services; others work in partnership with agencies such as Literacy Volunteers (ProLiteracy Worldwide), BOCES, and other community organizations. Most New York State public libraries provide literacy and GED (General Equivalency Diploma) collections and computers to support adult learners. The goals of New York State's Adult Literacy Library Services grants program are to increase adult literacy at work and in the home, encourage libraries to become community literacy leaders and to strengthen cooperation among local literacy providers. Funds Available: In 2002 the Legislature appropriated $200,000 for the Program. 14 awards ranging from $5,187 to $20,000 were made. Proposals must be between $5,000 and $20,000.
