This $1 million grant from the National Science Foundation involves the Center for Technology in Government studying seven knowledge networks developed among government agencies in New York State as they engaged in innovations projects with the Center. These projects represent an array of critically important innovations in public services and public management and their success relies in large measure on the understanding, creation, and implementation of knowledge networks. In each case, public agencies are designing and instituting major changes in the philosophy and operation of key service and administrative programs. They are moving away from centralized, command and control management models toward collaborative and distributed ways of working. Each initiative involves multiple governments and organizations and is led by the agency listed below.

Intergovernmental Review (SPOC List)
It is estimated that in 2001 the Federal Government will outlay $305.6 billion in grants to State and local governments. Executive Order 12372, "Intergovernmental Review of Federal Programs," was issued with the desire to foster the intergovernmental partnership and strengthen federalism by relying on State and local processes for the coordination and review of proposed Federal financial assistance and direct Federal development. The Order allows each State to designate an entity to perform this function. Below is the official list of those entities. AUDIT COMMITTEE CHARTER NAVISTAR INTERNATIONAL CORPORATION ("CORPORATION") The Audit Committee is appointed by the Board of Directors ("Board") to assist the Board in fulfilling its responsibility for oversight of the quality and integrity of the accounting, auditing and reporting practices of the Corporation, the assessment of business risk management, and for other such duties as directed by the Board. The Audit Committee is empowered to investigate any matter brought to its attention, with full power to retain outside counsel or other experts for this purpose. In carrying out these responsibilities, the Committee shall have full access to the independent public accountants, the internal auditors, the general counsel, any of the Corporation's non-employee attorneys and advisors, and executive and financial management in scheduled joint sessions or private meetings. Similarly, the Corporation's independent public accountants, internal auditors, general counsel, and executive and financial management will have full access to the Committee and to the Board of Directors and each is responsible for bringing before this Committee or its Chairperson in a timely manner any matter he/she feels appropriate to the discharge of the Committee's responsibility.

The Northeast Training Center (NETC) designs and coordinates Graduate School training for thirteen states and territories.
