As LibQUAL+(TM) enters its fourth year, a number of new libraries and consortia are joining the project, enriching the mix of participants and more fully reflecting the wide range of American library systems. In 2003, consortia representing public, military, and college libraries will join the major research institutions that have participated in earlier surveys. It is hoped that additional library types will also choose to participate, thereby increasing the ability of LibQUAL+(TM) to measure and define the components that will facilitate improved library service quality across institutions.
In an effort to study service quality at New York State libraries, more than 75 private and public academic libraries and public research library members of the New York Reference and Research Resources Councils (NY3Rs) will participate in the 2003 LibQUAL+(TM) survey. NY3Rs is composed of nine multi-type library systems in New York State, including individual member libraries and library systems.
Joining the New York public and academic libraries and those of the military institutions will be a number of libraries from the Oberlin Group. The Oberlin Group is comprised of 75 liberal arts college libraries. Represented by the library directors, the organization exists for discussion, the sharing of ideas, collegiality, the sharing of statistics, among other cooperative activities.

New York Academy of Sciences Committee on the Human Rights of Scientists Statement Belarus Professor Yury Bandazhevsky, a medical academic specializing in nuclear medicine, was sentenced to eight years' imprisonment on 18 June, 2001. In addition, the Belarusian authorities confiscated his property and prohibited him from assuming any managerial and political functions for the first five years after his release. The JROTC (Junior Reserve Officer Training Corps) is a US military-run program for high school students. It is taught by retired military personnel in thousands of high schools. (Expanded versions, called academies , are in dozens of schools.) JROTC programs are three or four years long and involve classroom work (from a military curriculum ) as well as drill or marching. Students who are in JROTC are not in the military and are not obligated to join the military, although they do wear military uniforms (usually once a week) to school. Many educators, parents, and others are working to challenge these programs, believing that this type of training is not appropriate for or effective in our public schools.

The practice of the statistical arts goes back to antiquity. Historians of science can identify several large steps in the development. Perhaps the earliest is the effective census-taking begun in the 17th century. In the 18th and early 19th centuries several important contributions to the mathematical understanding of statistical regularity were made. Many of these developments revolved around the common games of chance. In the late 19th century the rise of the biological sciences, with masses of irregular data, gave a tremendous push to statistics, and the field began to take its present form. The ubiquitous computer of the late 20th century has provided the statistician with enough computing power to accomplish all the arithmetic required by the methodology. The emerging challenge for the field of statistics is the creative use of this new computing power. The Department of Statistics and Actuarial Science holds the very popular annual Deming seminar on the teaching of statistics.

Schools also tried to keep their focus on instruction but assured parents that counselors and psychologists were available to help children deal with any fear or anxiety caused by the U.S.-led effort to disarm Saddam Hussein. For the most part, school officials were confident that emergency plans that were updated after the September 2001 terrorist attacks and, in some cases, last October's sniper shootings were adequate to handle any situation that might arise. ``We're not on a lockdown per se,'' said Michelle Morgan, spokeswoman for the Newport News public schools. ``Heightened awareness is what I call it.''

The state board is composed of 13 members. By law, at least three members of the state board must be women and no two members may be appointed from the same county. The Commissioner of Education is secretary of the state board and serves as its official agent for all purposes. The state board also has a nonvoting student member selected annually by the NJ Association of Student Councils. The state board approves educational policies proposed by the Commissioner , confirms the commissioner's appointments, and decides appeals of the commissioner's decisions of alleged violations of school law and charter school approvals. State board members set the rules to carry out state education law including rules for the supervision and governance of the state's 2500 public schools serving 1.2 million students.
