APPOINTS JOEL KLEIN AS SCHOOLS CHANCELLOR
Klein to Become First Appointed Chancellor of Department of Education
Mayor Michael R. Bloomberg today announced the appointment of Joel I. Klein as New York City Schools Chancellor. Klein currently is the Chairman and CEO of Bertelsmann, Inc. Previously, he was Assistant Attorney General in charge of the Department of Justice's Antitrust Division where he transformed the division into a staunch protector of the nation's antitrust laws to protect the integrity of American commerce. Klein will become the first Schools Chancellor appointed under the new school governance legislation, which gives the Mayor control of New York City's 1.1 million-student public school system. Like the Police and Fire Commissioners, Chancellor Klein will report directly to the Mayor. The appointment is pending upon the issuance of a waiver by the State Education Commissioner Richard P. Mills. "Joel Klein embodies the exact qualities we need in a Schools Chancellor: integrity, dynamism, the ability to bring diverse constituencies together and an unwavering commitment to results," Mayor Bloomberg said. "Running one of the Justice Department's most successful divisions as well as a major media company has given him the extensive and wide-ranging management experience necessary to turn our schools around. He knows how to run a large organization, from picking the best people, to balancing large budgets, and making sure everyone is accountable. We now have the chance to fix our schools and give our children the education they deserve and need. There is no doubt in my mind that Joel Klein will seize this historic opportunity so that every child has the opportunity to pursue the American dream."

(January 10, 2003) Two reports on the state of New York's public schools issued by the University at Albany's Education Finance Research Consortium (EFRC), based at the Center for Policy Research, claim that state schools have responded positively to higher education standards by increasing both the numbers of certified teaching staff and relative spending on pupils. In "How Have Performance Standards Changed School District Practice? Results from a Statewide Survey," In "School District Expenditures and Fiscal Stress," authors Don Boyd and UAlbany professors Hamp Lankford and Jim Wyckoff examine the 60 percent increase in real per-pupil spending in New York's public schools between 1980 and 2000. The authors found an increase in spending on special education relative to regular education - attributed in part to New York State school districts' attempts to meet the requirements of the Individuals with Disabilities Education Act (IDEA) and the Board of Regents' directive to include all students in the new learning standards. The authors also examined school district behavior during times of fiscal stress, when state funds available to school districts are low and schools face potential budget cuts. They found that schools with larger unrestricted fund balances (savings not held for a specific purpose) maintain more stable teaching expenditures than low-balance districts, possibly due to the use of the funds to make up for budget shortfalls. In turn, this might mean more stable education services for students, though the available data did not allow the authors to examine this point.

    About Jackson Davis
    Biography of Jackson Davis
    Jackson Davis was born in Cumberland County, Virginia, on September 25, 1882, the son of William Anderson and Sally Wyatt (Guy) Davis. He attended the public schools of Richmond, Virginia, and received his B. A. from the College of William and Mary in 1902 and his M. A. from Columbia University in 1908. Honorary L.L.D. degrees were conferred upon him by the University of Richmond in 1930 and the College of William and Mary in 1931. Following graduation from William and Mary he was the principal of the public schools of Williamsburg, Virginia. He was assistant secretary of the Roanoke, Virginia YMCA from 1903-1904, was principal of the public schools of Marion, Virginia from 1904-1905, and was superintendent of schools in Henrico County, Virginia from 1905-1909. From 1909-1910 he was a member of the state board of examiners and inspectors of the Virginia State Board of Education, and from 1910-1915 he was state agent for African-American rural schools for the Virginia State Department of Education. In 1915 he became affiliated with the General Education Board in New York, New York, as a field agent. Two years later he was transferred to New York city as the board's general field agent, in which capacity he remained until 1929 when he was made assistant director. He became associate director in 1933 and vice-president and director in 1946.
