HISTORY OF MEMBERSHIP
FACT SHEET: AFRICA SUB-DIRECTORATE COUNTRIES OF THE FOUR SUB-REGIONS OF AFRICA SOUTH OF SAHARA
HISTORY OF MEMBERSHIP The continent's position as a crossroads between the Americas, Europe and Asia also lays it open to transnational crimes such as traffic in weapons, illicit drug trafficking, illegal immigration, traffic in stolen motor vehicles and fraud, etc., which can only be stopped by international co-operation. Seeking and locating the criminals involved poses problems relating to information exchange, international identification and arrests with a view to extradition. This is why Interpol (in accordance with Article 2 (1) of its Constitution) ensures the closest possible co-operation between the "criminal police authorities" of all member countries, including those in Africa. Crime is not associated with a particular region and is certainly not a problem for Africa alone. Ever since it was established, the International Criminal Police Organization - Interpol has been seen by countries all over the world as an institution whose principles and objectives correspond to universal aspirations for human rights, public safety and the fight against ordinary law crime. Joining Interpol was therefore one of the first steps taken by various African leaders once their countries obtained independence.

EXECUTIVE SUMMARY This Country Commercial Guide (CCG) presents a comprehensive look at Niger's commercial environment, using economic, political, and market analysis. The CCG was established by recommendation of the trade promotion coordinating committee (TPCC), a multi-agency task force, to consolidate various reporting documents prepared for the U.S. business community. Country Commercial Guides are prepared annually at U.S. embassies through the combined efforts of several U.S. government agencies. Niger, a semi-arid, landlocked country in the heart of West Africa, has recently entered a period of political promise and economic opportunity. On the political front, a transition government turned over power to a democratically elected president and legislature in December 1999, after two rounds of the most transparent elections in the country's history. On the economic front, the country's policies, particularly the privatization of stagnant para-statals, have been widely praised by international financial institutions and donors. After several years of political instability, most observers are optimistic that the new government has the will to confront and address the many development challenges facing it. Niger is committed to restructuring its economy to facilitate growth. In recent years the Government of Niger (GON) has encouraged foreign trade and investment by promulgating new investment, commercial, mining, and petroleum codes. The codes provide tax advantages for foreign investors, duty-free import of capital equipment, guarantees against expropriation, and the right to repatriate earnings and dividends.

A History of Decentralization
Decentralization has, not only an administrative value, but also a civic dimension, since it increases the opportunities for citizens to take interest in public affairs; it makes them get accustomed to using freedom. And from the accumulation of these local, active, persnickety freedoms, is born the most efficient counterweight against the claims of the central government, even if it were supported by an impersonal, collective will.
A. DE TOCQUEVILLE
I. Introduction
Decentralization policies are part of vigorous initiatives to support rural development. In its most basic definition, decentralization is the transfer of part of the powers of the central government to regional or local authorities. Centralization is in response to the need for national unity, whereas decentralization is in response to demands for diversity. Both forms of administration coexist in different political systems. There seems to be a consensus since the 1980s that too much centralization or absolute local autonomy are both harmful and that it is necessary to put in place a better system of collaboration between the national, regional and local centers of decision-making. The renewed interest in this type of structure of the state that decentralization is, comes from the recognition that less centralized decision-making would make national public institutions more effective, and that it would make local governments and civil society more competent in the management of their own affairs.     Precolonial West African History and Art: N.B.: The course will have its own website; this syllabus is provisional; revisions will be posted on the website. Peter Mark Tues, Thurs 10-11:20 fall 1999 Zilka 106 What is "African art?" Does "traditional African art" even exist outside of Western consciousness? This course is based on the premise that art can only be studied and understood within the context of the specific societies from which it grew. In a broader sense, "art" is part of the history of culture and it can only be understood within the context of local and regional history. This course introduces the cultural history of West Africa from the first millenium to the beginning of the colonial period. This course is intended as an introduction to the precolonial history of West Africa, and as a sketch of what an "art history" of the region might someday resemble. Course Requirements There will be a midterm exam, a term paper (8-10 pages) and a final exam. There will also be two class trips, one to New York City (The Metropolitan Museum of Art) and the other to the Housatonic Museum in Bridgeport (to be arranged later).     NIGERIA
    Much has been said and written about Nigeria, her people and culture, economy and politics, that sheds light on the tremendous potential of this African Giant. However, little is known to the outside world about the many exciting tourist attractions available in Nigeria: Historic sites nestled amid rivers and rain forests, breathtaking mountain vistas, remote creek villages, miles of pristine beaches and exotic national wildlife reserves. There are also museums, festivals, music and dance, a rich cultural melange right down to everyday traditional markets. These are just some of the spectacular sights and sensual delights awaiting the traveler to Nigeria. Nigeria has the largest population of any country in Africa (about 120 million), and the greatest diversity of cultures, ways of life, cities and terrain. With a total land area of 923,768 sq. km. (356,668 sq. mi.) Nigeria is the 14th largest country in Africa. Its coastline, on the Gulf of Guinea, stretches 774 km (480 mi.). Nigeria shares its international border of 4,470 km (2513 mi.) with four neighbors: Chad, Cameroon, Benin, and Niger. Until 1989 the capital was Lagos, with a population of about 2,500,000, but the government recently moved the capital to Abuja. CLIMATE AND WEATHER Nigeria lies entirely within the tropics yet there are wide climactic variations. In general, there are two seasons, dry and wet, throughout Nigeria. Near the coast, the seasons are less sharply defined. Temperatures of over 900F are common in the north, but near the coast, where the humidity is higher, temperatures seldom climb above that mark. Inland, around the two great rivers, the wet season lasts from April-Oct. and the dry season from Nov.-March. Temperatures are highest from Feb-April in the south and MarchJune in the north; they're lowest in July and Aug. over most of the country.

    Issues in African History
    Professor James Giblin, Department of History, The University of Iowa Like the art of all peoples, the art of Africans expresses values, attitudes, and thought which are the products of their past experience. For that reason, the study of their art provides a way of learning about their history. Through the study of African art we can study the questions which have long preoccupied historians of Africa. This essay written by a historian who studies the African past presents an introduction to these questions. Its purpose is to encourage students to use their knowledge of African art to think about issues in African history. As students of African art begin to consider the African past, they must also consider how Western conceptions of "race" and "racial" difference have influenced our notions of the African past. These ideas, which have usually contrasted the presumed inferiority of black peoples with the superiority of whites, arose in Western societies as Europeans sought to justify their enslavement of Africans and the subsequent colonization of Africa. Historians now recognize that ideas of racial inferiority have inspired the belief that in the past African peoples lived in a state of primitive barbarism. At the same time, they have realized that many of the European writings which they use to reconstruct the African past such as accounts by nineteenth-century missionaries and travelers, for example are themselves tainted by these same notions of African inferiority.

A.D. 200 the neolithic Nok culture (named for the town where archaeological findings first were made) flourished on the Jos Plateau; the Nok people made fine terra-cotta sculptures and probably knew how to work tin and iron. The first important centralized state to influence Nigeria was Kanem-Bornu, which probably was founded in the 8th cent. A.D.
