Posted to the web February 28, 2001 Lagos There is no question that fraud goes on in Nigeria. However, this time an American has been charged with using financial sleight of hand to dupe Nigerian officials, writes William Reed. Currently, Swiss banking authorities are investigating criminal complaints filed by Nigeria against Boston-based millionaire Robert Minton. Minton, who has also begun to invest heavily in U.S. film making, stands accused of defrauding Nigeria out of hundreds of millions of dollars in the guise of helping the country lower its international debt. The complaint charges Minton illegally funneled funds stolen from the Nigerian government to accounts he set up in Swiss banks. "We are looking at a fraud of at least $6 billion, involving 200 separate accounts," reported Nigerian soccer star and sports ambassador John Fashanu. Fashanu, a sports icon in Briton and Nigeria, claims Minton had dummy accounts in Switzerland and Austrain banks, and used a false identify to cover his tracks.

Exclusive to USAfrica The Newspaper www.usafricaonline.com Since the end of the war, Nigeria's federal government has not satisfactorily resolved the Biafran issue. Therefore, some of the conditions that led to the declaration of the republic of Biafra exist latently. For example, the April 1990 failed attempt to topple the regime of ex-Gen. Ibrahim Babangida had the coup plotters seeking to break up the country, again. After the annulled June 12 1993 elections the resulting crises led many to believe the country was on the verge of collapse and disintegration. These are indications that unless and until the Biafran issue is satisfactorily resolved and the former Biafrans particularly the Igbos, the Ibibios and the Riverine peoples of the East are reasonably compensated and fully integrated into the Nigerian polity, the stability of the country will continue to be in question. Those who suggest that Biafra should not be discussed or brought do not have a proper knowledge of history. Why? "it is an endemic part of the history of Nigeria and a fact in today's federalist questions in Nigeria. Biafra was equally a question demanding what form of government Nigeria should have. The U.S leadership with Gen. Douglas MacArthur helped in reviving Japan. Thanks to the wisdom of the victors, today Germany and Japan are making significant contributions to world peace and development. Those are useful lessons for those who pretend that Biafra never existed or is too sensitive an issue to discuss.

Nigeria's anti-government protests to continue
March 4, 1998 Web posted at: 3:15 p.m. EST (2015 GMT) LAGOS, Nigeria (CNN) Pro-democracy campaigners on Wednesday vowed to continue their protests against the country's military ruler, Gen. Sani Abacha. Their demonstrations coincided with thousands of Abacha supporters turning out for a second day of state-backed carnival festivities in the capital Abuja. "The Lagos rally is only the beginning of a series of mass actions billed for various centers across the country," said a statement from United Action for Democracy, whose leader, Olisa Agbakoba, was arrested Tuesday. Lagos police said they were preparing to charge 30 people for taking part in Tuesday's march, which police broke up with tear gas and batons after demonstrators called for Abacha to transform himself into a civilian president. Abacha has promised elections later this year, but he has reneged on similar pledges in the past. Many Nigerians and political observers suspect that Abacha, who took power in 1993, will try to stay in office. Western countries that have imposed very limited sanctions to force the pace of reform are suspicious of Abacha's motives and doubt his democratic credentials in a nation where dozens of political prisoners remain in jail.

The President exercises his authority directly or through the Vice President, ministers of the government or or officers in the public service of the federation. Executive powers of a state are vested in the Governor of the state. The Governor exercises his powers directly or through the Deputy Governor or Commissioners or officers in the public service of the state. HISTORY
A former British colony, Nigeria became independent on September 30, 1960 and a Republic on October 1, 1963. The first independent government was formed by a coalition of northern and eastern political parties, with Nnamdi Azikiwe as the president and Abubakar Tafawa Balewa as prime minister. Political tension led to disturbances in parts of the country, particularly the Western Region, and in January 1966 the Nigerian armed forces seized power.
The new federal military government, headed by Major-General Aguiyi Ironsi suspended the constitution of the republic. In May 1966 Ironsi was assassinated in a second military coup and was succeeded by Lt. Col. Yakubu Gowon who restored the federal system and reorganized the four existing regions into twelve states.

No. 10789, No. 48/1949, Equal Pay for Men and Women of 27 June 1949 This Circular affirmed that the principle of "equal pay for men and women" must be put into effect. This means that salaries of women officers who at 1 October 1948 were paid at lower rates than their male counterparts should be adjusted accordingly. National Health Policy The National Health Care Policy Declaration of Nigeria stipulates that health services, based on primary health care, include maternal and child health care and family planning. National Policy on Population In 1998, the government adopted this Policy for couples to determine the number and spacing of their children.
