Boston College Conference Oct 2002: "How to Keep High-stakes Testing from Making People Mentally Ill." HERE WE GO AGAIN!!! NOSEDIVE!! "In 2002, 46.8 percent of fourth graders scored at grade level or above as compared to 68.8 percent in 2001 and 57.6 percent in 2000. A total of 62.9 percent of seventh graders scored at 2.5 or better. This compares to 73.3 percent in 2001 and 71.9 percent in 2000.
Questions for the DPI, the State Board of Education, Phil Kirk, Mike Ward, Governor Easley, and members of the General Assembly: (1) What follow-up has there been from the audit panel report issued last December? (2) Were any lessons really learned from last year's math test fiasco? (3) How much longer will NC's children be guinea pigs in the DPI's ill-run testing lab? And most importantly...... (4) Given last year's and this year's massive failures, how can North Carolina parents, teachers, administrators, and students have any faith in any of DPI's tests? It appears that the ONLY gauge of quality of the tests are "reasonable" pass/fail rates. In Lou Fabrizio's words of last spring, we can assume that the "right" numbers are 85% pass, 15% fail. How can we ensure that "no child is left behind" and that no child is unfairly categorized as being "behind" with such shoddy instruments? If the testocrat agenda is to rule the day, when, at the very least, will they use legitimate tests?

Public Schools New Hanover County School System
The New Hanover County School System, the 10th-largest public school system in the state, serves the city of Wilmington and the county, including the beach communities of Figure Eight Island, Wrightsville Beach, Carolina Beach and Kure Beach. In 2001–02, the system served approximately 22,000 students from kindergarten through grade 12 in 36 schools. New Hanover earned an exceptional rating on accreditation standards applied by the Southern Association of Colleges and Schools. North Carolina basic skills test scores for 2002 placed New Hanover County Schools well above the state average for grade 4 writing (54.3) percent scoring compared to 46.8 percent for the state from preliminary results), and on par with the state average for grade 7 writing (65.0 percent scoring compared to 62.9 percent for the state.) Combined SAT scores averaged 1028, compared to 998 for the state and 1020 nationally, which puts New Hanover County schools above the state and nation. In 2001–02, 87.9 percent of the system's graduates planned to continue their education beyond high school. More than $8 million in scholarships and financial aid was awarded to 2002 graduates. The system produced one National Morehead Scholar and one National Merit Finalist in 2002. Sixteen students were selected for enrollment in the North Carolina Governor's School, and two were selected to attend the North Carolina School of Science and Math. North Carolinas Scholars recipients, students recognized by the state for superior academic achievement, numbered 578.

North Carolina School Report Cards
The state has released school and district report cards for all public schools in North Carolina. Transylvania County Schools will release report cards on Thursday, February 20. Gov. Mike Easley has declared February, 20, 2003, as North Carolina School Report Card Day. Principals across the state have been asked to send home copies of the North Carolina School Report Card in the week surrounding that date. Report cards for schools, districts and the state also are required by the federal * No Child Left Behind act. Production of the report cards was a collaborative effort involving local district report card coordinators, the Department of Public Instruction, the N.C. Education Research Council and the Governor’s Office. Interim Superintendent, Dr. Sonna Lyda, encourages parents to review the report cards to learn more about our schools. The report cards are available on the Web at www.ncreportcards.org . On the site, parents can locate any school or school district in the state by using a map, choosing from a list of districts and schools or by using a quick search. There is also an option for designing a custom search for specific school characteristics. Recognition Board Recognizes Newly Certified National Board Teachers The board honored 131 newly certified teachers for the National Board for Professional Teaching Standards. CMS has outpaced other school districts in North Carolina by having the most certified teachers in the program—a total of 516. CMS ranks first in North Carolina and second in the country, behind only Los Angeles, a school district seven times larger than CMS. National Board Certification is a symbol of teaching excellence. It is a voluntary process established by the National Board for Professional Teaching Standards (NBPTS). Board Certification is achieved through a rigorous performance-based assessment that takes nearly a year to complete. THE SAFE SCHOOLS ACT
The 1997 session of the General Assembly enacted the Safe Schools Act to deal with disruptive youth in the schools. Listed below are provisions of the law, North Carolina General Statute 115C.105.28, quoted from the Report on Education Legislation, 1997 Session of the General Assembly as compiled by Ann Berlam for the State Board of Education.
The Safe Schools Act:
Creates assistance teams to assist schools in restoring safety and order. Allows a school improvement team or parent organization to request assistance from the local board to promote or restore safety and an orderly learning environment at school. Allows SBE [State Board of Education] to send in a team if requested by the local board or superintendent or if the local board fails to act within 10 days after the request by the school improvement team or the parent organization of a school. Gives the same authority to these teams as to teams assigned to low-performing schools. Permits a teacher to request assistance from a school-based committee for disruptive students if the teacher has requested assistance from the principal two or more times. Requires the principal to provide written notification if the recommendations of this committee are not followed.

ALCOHOL AND OTHER DRUGS
The Alcohol Initiative
Actively supports the North Carolina Initiative to Reduce Underage Drinking; PTA will work in partnership to accomplish the four objectives to : 1) Reduce illegal sales of alcohol to underage persons; 2) Decrease the opportunity for access and consumption of alcohol by young people in social environments; 3) Counter the effects of marketing and advertising of alcohol products to youth by seeking and maintaining restrictions on signage and promotions via local and state action, and by promoting environmental messages that discourage the glorification of drinking; 4) Study and discuss the relationship between price of alcohol and underage consumption.
