Public education has opened the doors of opportunity for millions of Americans. As a product of North Carolina public schools and the first person in my family to go to college, I recognize how critically important education is to our future. That is why one of my top priorities in the Senate is to ensure that all our schools have the resources they need, and that educators are held responsible for the all-important job they do preparing the next generation of Americans. Congress recently passed the No Child Left Behind Act, ending years of partisan wrangling over the future of American education. Too often, the debate had focused on whether Washington should have a role in local public schools rather than how we all can help the teachers, principals and superintendents who work hard every day for our children. With this bipartisan legislation, we moved past the false choice between more spending on education versus greater accountability for our schools. It struck the right balance by both giving more to our schools and expecting more in return. Every child in America has a right to a world-class education, and this law provides resources and flexibility for states and school districts to get the job done. As a member of the Senate Education Committee, I was proud to take part in crafting this legislation. Too many public schools have fallen short in recent years. I know that because I have visited schools all over North Carolina. I have talked with students assigned to classes in trailers because their aging school buildings are overcrowded. Nationally, public school enrollment is at an all-time high of 53 million children. Each school day in North Carolina, 1.2 million children attend one of our 2,100 schools. At the same time, many states, North Carolina included, are facing budget shortfalls as a result of the bad economy. We all must do our part to help states weather this downturn.

    A Joint Effort to Further Simplify and Facilitate Transfer of Credit Between Institutions
    II. Background and Procedures

    The two boards approved a "Proposed Plan to Further Simplify and Facilitate Transfer of Credit Between Institutions" at their meetings in February, 1996. This plan was submitted as a preliminary report to the Joint Legislative Education Oversight Committee in March, 1996. Since that time, significant steps have been taken toward implementation of the transfer plan. At their April meeting, the boards appointed their respective sector representatives to the Transfer Advisory Committee to direct, coordinate, and monitor the implementation of the proposed transfer plan. (The Transfer Advisory Committee membership is listed in Appendix A
    Basic to the work of the Transfer Advisory Committee in refining transfer policies and implementing the transfer plan has been the re-engineering project accomplished by the North Carolina Community College System, especially common course names, numbers, credits, and descriptions. The Community College Common Course Library includes approximately 3,800 semester-credit courses written for the associate degree, diploma, and certificate programs offered in the system. Beginning in the fall of 1997 when the system converts to a semester system, colleges will select courses from the Library to design all curriculum programs.

    Molly Corbett Broad has served as President of the 16-campus University of North Carolina since July 1997. The oldest public university in America, the University enrolls nearly 177,000 students and encompasses all of the state's public institutions that grant baccalaureate degrees, along with affiliated enterprises that advance the mission of the University, including the 11-station UNC Center for Public Television, the UNC Health Care System, the NC Arboretum, and the NC School of Science and Mathematics. As UNC's chief executive officer, she is responsible for managing the affairs and executing the policies of the University and for representing the University to the NC General Assembly, state officials, the federal government, and other key University constituencies. An economist, Broad came to UNC from the California State University system, where she had served as senior vice chancellor for administration and finance from 1992 to 1993, and as executive vice chancellor and chief operating officer from 1993 until her election as UNC President. Earlier in her career, Broad had served as the chief executive officer for Arizona's three-campus university system (1985-92) and in a succession of administrative posts at Syracuse University (1971-85), where she was manager of the Office of Budget and Planning, Director of Institutional Research, and Vice President for Government and Corporate Relations. In 1976, she took a one-year leave of absence to serve as deputy director of the New York State Commission on the Future of Postsecondary Education, a blue-ribbon panel charged with evaluating the organizational structure and financing of the state's two public university systems.

    Gloria Dean Randle Scott, Ph. D., is the president and owner of G. Randle Services, a consulting and training group that focuses on the empowerment of leadership for women and girls. She was the twelfth president of Bennett College (1987-2001), a historically Black college for women in Greensboro, North Carolina, and executive vice president of Clark College (1978-1987) in Atlanta, Georgia. She has been part-time president of G. Randle Services since 1975.
    Scott began her career as a research associate in genetics and embryology at Indiana University's Institute for Psychiatric Research and instructor of biology at Marian College. Scott has held teaching and/or administrative positions at Knoxville College, North Carolina Agricultural and Technical State University, Texas Southern University, Bryn Mawr College, Clark College and Grambling State University.
