NC State Superintendents 1852-Present The Colonial Period Throughout the colonial period, the provincial government accepted no responsibility for education. The meager educational opportunities which did exist resulted primarily from the efforts of religious leaders of the Anglican, Presbyterian, Quaker, and Moravian churches and from private tutors employed by a single family or several families in a cooperative undertaking. Literate parents sometimes taught their own children and, perhaps, the children of neighbors. A few affluent parents, mostly plantation owners and merchants, sent their children to England for further education beyond that provided by tutors. In a very few instances, in early population centers like Edenton and New Bern, schools with several teachers were established. A state highway historical marker in Elizabeth City reads "First School. Charles Griffin Taught In This County, the First Known School in North Carolina, 1705-1708." These early schools in Pasquotank, Chowan, and Craven were the exceptions rather than the rule.

    ARIZONA STATE BOARD SETS GRADE-BY-GRADE STANDARDS. A new policy adopted by the Arizona State Board of Education will provide parents with specific information regarding what their children should be learning in each grade. The new standards will add specificity to the previous standards, which were grouped by multiple grades such as 1 through 3 or 4 through 6. The new standards will help students and teachers to identify the skill sets that must be mastered at the conclusion of each grade and prepare students to take the Arizona Instrument to Measure Standards, the state assessment. The new program moves the state to closer alliance with the requirements of the No Child Left Behind Act.

    In his role as president of Public Impact, an education policy consulting firm, Bryan Hassel conducts research and consults nationally on charter school and the comprehensive reform of existing public schools, including special education. He has conducted extensive research on accountability in special education, comprehensive school reform and teacher quality. He coauthored two articles on accountability in special education, one describing shortcomings in the current system of special education accountability and one suggesting a new, results-based approach to accountability. Hassel's overarching critique of federal special education policy is that it is too focused on procedural compliance and not focused enough on learning results achieved by children. He is open to a variety of particular accountability approaches but strongly favors reforms that create powerful incentives for each level of the special education system, from federal education officials to teachers. He knows that we should concentrate on helping special education students achieve at the highest possible levels, rather than on checking off procedural boxes. Hassel received his doctorate in public policy from Harvard University and his master's in politics from Oxford University, where he was a Rhodes Scholar.

    North Carolina Grows Its Own Teachers
    The Edmonds Scholar program at North Carolina Central University provides 25 education majors a year with full scholarships. In turn, they agree to teach at least four years in a high-need district in the state. Included: Three future teachers share their reactions to the program!
    As many states struggle to find teachers for their neediest school districts, North Carolina hopes for big returns from a program designed to nurture local teaching talent and keep it close to home. The Edmonds Scholar Program is providing four-year scholarships and other amenities to 25 North Carolina residents majoring in education. The students, in turn, agree to spend four years teaching in one of the state's high-need districts. The schools in which they will teach have not yet been selected. Six of the scholars are men and 19 are women. "This scholarship is designed to recognize the high school senior who professes an interest in teaching before coming to college," Dietrich Morrison-Danner told Education World. He directs the teaching fellows and Edmonds Scholars at North Carolina Central University. "The program is designed to mold the student into the teacher of tomorrow."
