Private Higher Education in North Carolina
History of Private Higher Education
History
Private higher education in North Carolina has a long history and traces its beginnings to 1772 and the founding of Salem College , one of the earliest colleges for women in the United States. Louisburg College , which was chartered in 1787, is our second oldest institution of private higher education. The decade of the 1830s witnessed a flourishing of private colleges in North Carolina Wake Forest in 1834 and Davidson College and Guilford College in 1837, while both Duke University and Greensboro College trace their beginnings to 1838. These schools were founded by private citizens determined to spread the benefits of higher education to North Carolina. Twenty of our current private colleges or their predecessors were operating in the state by 1877. GO to top
Today North Carolina has the following 36 independently controlled colleges and universities accredited by the Southern Association of Colleges and Schools. These institutions are affiliated with 14 different religious denominations and enroll over 60,000 students. They confer nearly one-third of the bachelor's degrees awarded in the state each year and over half of the state's degrees in law and medicine.

GENERAL ASSEMBLY OF NORTH CAROLINA SESSION 2001 SESSION LAW 2002-178 SENATE BILL 1275 SECTION 1.(a) G.S. 115C-12 is amended by adding a new subdivision to read: " Reducing School Dropout Rates. - The State Board of Education shall develop a statewide plan to improve the State's tracking of dropout data so that accurate and useful comparisons can be made over time. The plan shall include, at a minimum, how dropouts are counted and the methodology for calculating the dropout rate, the ability to track students' movements among schools and districts, and the ability to provide information on who drops out and why. SECTION 1.(b) The State Board of Education shall make a report on this plan to the Joint Legislative Education Oversight Committee by December 15, 2002. SECTION 2.(a) The State Board of Education shall examine the accountability system for high schools created under the School-Based Management and Accountability Program. In particular, the State Board shall review, and make appropriate changes to, the growth composite for high schools so that the composite includes a growth standard that increases the weight currently given for a change in dropout rates, thus rewarding high schools for reducing dropout rates and improving graduation rates. TWO ENVIRONMENTAL EDUCATION SURVEYS RELEASED:
GENERAL PUBLIC AND K-12 TEACHERS
The Environmental Education Fund, a non-profit organization formed in 1998 to raise public awareness of the environmental consequences of our actions, released the results of a North Carolina Environmental Education Survey of the general public in August 2002. The results of a second survey directed to K-12 teachers was released in November 2002 . The surveys, made possible through a grant from Z. Smith Reynolds Foundation and federal funds from the Environmental Protection Agency, were conducted by the Survey Research Laboratory at East Carolina University.
The surveys were developed over a two-year period with input from non-profit organizations, state, federal and local government agencies, environmental educators, teachers, business and industry, and the state's environmental education centers. The primary purpose of conducting both surveys was to determine the general public's and teachers' awareness of environmental education resources, materials and facilities in North Carolina and to determine their use and demand for these services.
The surveys show that the general public is not aware of the vast network of extraordinary environmental education resources in North Carolina - teacher training programs, 170 environmental education centers, publications and educational trips. The Environmental Education Fund designed these surveys to serve as a foundation for its mission to bring environmental education into the mainstream thinking of the general public, teachers, and education administrators.

    I. Comprehensive Articulation Agreement (CAA), Beginning with Fall semester 1997
    Students who begin at a North Carolina Community College in the 1997 fall semester (under the semester system) can meet lower level general education requirements at UNC Charlotte by completing the General Education core as defined by the Comprehensive Articulation Agreement (CAA). Each course within the core must be completed with a grade of C or higher. Consult your community college catalog for a description of the core. Note: Students who did not complete two semesters of Elementary Foreign Language within the Humanities/Fine Arts component of the CAA are required to complete the UNC Charlotte foreign language requirement for graduation (earned credit or proficiency through the Elementary level). Also as the provision notes, the General Assembly has the primary responsibility for supporting the University of North Carolina, especially as that support relates to North Carolina citizens. However, over the past decades both of these statements have began to erode. State appropriations to public higher education have steadily declined from 17.4% of the state budget in the mid 1980s to 12% today. Over the past decade tuition and required fees have increased by over 100 percent and UNC system campuses.

    Now entering its fourth straight year of projected or realized budget deficits, North Carolina has seen its economy slide into recession and then stagnate. Its state and local tax burden has grown dramatically since 2000, with Gov. Mike Easley proposing yet another round of higher state taxes on sales and income in 2003-05 — as well as cuts in funding to localities that may also result in tax hikes. Is there a way for North Carolina to deliver core public services without hitting up taxpayers again? The John Locke Foundation's fiscal policy research provides the answer, with budget-savings ideas and analysis of how rising taxes affect the state's economic competitiveness.
    The Freedom Budget: Nine Rs for North Carolina Fiscal Responsibility
    North Carolina faces significant fiscal and economic challenges. But it need not resort to higher taxes, a state-run lottery, higher debt, or gimmickry to balance its budget. JLF’s Freedom Budget for 2003-05 shows that by setting firm priorities within state government, eliminating duplicative programs, and encouraging personal responsibility, state leaders can generate sufficient savings to invest in the future needs of the state and adopt a more competitive, growth-enhancing flat-rate income tax.
