Military aviation is a major industry in this state, one that links North Carolina closer to global affairs and tensions than any other. Aviation as a tool of war grew up and matured here, taking root soon after what happened on Kill Devil Hill 100 years ago. Six years after the Wright brothers first flew, the Army, partly at their urging, bought its first airplane and assigned it to the Signal Corps for observation duty. Twenty years after the first Wright flight, Gen. Billy Mitchell bombed a ship, sinking it off Cape Hatteras to make his point that airplanes would dominate warfare of the future. Start here, standing a few hundred yards from a runway at twilight. The fighters and crews at Seymour Johnson are closer to the front lines than most can imagine. F-15 aviators such as Ross can wake up in Goldsboro and by nightfall, after a globe-spanning flight refueled by KC-135 airborne tankers such as those parked on the opposite side of the airfield here, be dropping bombs or launching missiles over Iraq or Afghanistan. As the buildup for war with Iraq continues, an undisclosed number of Seymour Johnson pilots were dispatched to the region recently. All personnel at the base are on alert.

Current Aircraft
Past Aircraft On 8 December 1942, as part of the rapidly expanding United States Army Air Corps, the 360th Fighter Squadron was formed and assigned to the 1st Air Force. On 24 May 1946, at the end of World War II, the 360th Fighter Squadron was re-designated the 156th Fighter Squadron and allocated to the National Guard. At the time of federal recognition, the 156th Fighter Squadron had three units attached to it. They were the 156th Weather Station, 156th Utility Flight, and the 218th Service Detachment. In August 1948, the North Carolina Air National Guard increased in size when the 118th Aircraft Control and Warning Squadron was organized to man eight radar stations. These radar stations were located in Charlotte, Badin, and Wadesboro, North Carolina. The 118th Aircraft Control and Warning Squadron was the forerunner of the 263rd Combat Communications Squadron located in Badin, NC. In December 1949, the 156th Fighter Squadron replaced its P-47 Thunderbolt with the faster P-51 Mustang fighter. By this time, membership in the North Carolina Air National Guard had increased to approximately 700 members.

Schools and Colleges F A LAGGARD IN EDUCATION. North Carolina has little reason to be proud of her early history in the cause of education. For years there was greater illiteracy in this State than in any other, and the improvement of late years has not been any greater than it should have been. In 1816 the legislature appointed a committee with Archibald D. Murphey at its head to suggest a plan for State education. The plan suggested in 1817 provided for primary schools in each county and for ten academies in different parts of the State, with the State University at the head. A school for deaf, dumb and blind was provided for and the children of the poor were to be supported while at school. But this benevolent scheme to provide for the children of the poor defeated the entire plan.[1] THE LITERARY FUND. In 1825 the legislature created a literary fund which was to come from the sale of swamp lands and other sources. In 1837 part of a large sum derived from the United States was added, making the entire fund about $2,000,000.[2] PUBLIC SCHOOLS BEGIN. With the income from this and a tax voted by most of the counties public schools were begun in 1840. In 1852 Calvin H. Wiley was elected superintendent of public instruction, which office he held till 1865. The schools grew from 777 in 1840 to 4,369 in 1860. The number of all students in colleges, academies and primary schools increased from 18,681 in 1840 to 177,400 in 1860. This applies to the entire State.

Listening to People
It was great to be home during the summer congressional recess to meet with thousands of North Carolinians, to hear their concerns, and to discuss important issues. People who crowded into town hall meetings in Raleigh, Burlington, Greensboro, and Ahoskie helped identify a wide range of issues important to our state. Chambers of Commerce in Goldsboro and Concord helped me focus on matters important to small businesses. Call-in radio shows across the state were an excellent way to feel the pulse of the people. I met with teachers, doctors, patients, bankers, seniors, farmers, workers, nurses, soldiers, veterans, and law enforcement officers. The same issues kept coming up: Improving our public schools, enacting a Patients' Bill of Rights, making our communities and schools safer, protecting tobacco farmers and workers, taking care of our parents, and strengthening our military. Along with Secretary of Education Richard Riley, Governor Hunt, and others, I visited a public high school in Charlotte to highlight efforts to relieve overcrowded schools, improve student safety, and raise educational standards. At Pitt Memorial Hospital in Greenville, I joined doctors, nurses, and patients to discuss ways to reform our health care system. They confirmed my belief that the pendulum has swung too far in the direction of HMOs and insurance companies and that we need to pass a law that is on the side of patients. I also toured the Ruth and Billy Graham Children's Health Center in Asheville, where I witnessed firsthand the importance of providing remote rural communities with high quality medical care.

The History Facilities at Duke University and the University of NorthCarolina at Chapel Hill have formed a collaborative Program for GraduateEducation in Military History. Graduate students in History pursue a normalcourse of study and receive their graduate degree at one University orthe other. Those concentrating in Military History, or offering MilitaryHistory as a field of study, work with the Military History faculty atboth Universities and take core courses, some of which are Team Taught.Participating faculty further collaborate on qualifying examinations andthe supervision of theses and dissertations. Four core courses provide students of military history a fundamentalgrounding in the field. Schools Prepare to Help Kids Deal With Military Parents' Deployment

As thousands of soldiers are mobilized around the state, school counselors in some North Carolina counties have enacted programs to help military children deal with their parents' absences. Cumberland, Hoke, Wayne and Onslow counties all encompass or border N.C. military bases. Officials in these counties, which have the greatest concentrations of military dependents, are concerned about how mobilizations affect students' academic and mental health. "Currently, we are going through records and identifying military children and staff," said Robin Tatum, counselor coordinator for Cumberland County Schools. "We then pay extra attention to their behavior." Behavioral changes are indicative of stress, said Linda Kopec, elementary counseling coordinator for Onslow County Schools. "Talkative children may become withdrawn; obedient children, disruptive; rambunctious children, quiet."

Four-year scholarship winners must attend one of the Partnership in Nursing Education (PNE) or Designated Nursing Education (DNE) Programs.
