REGISTRATION REVOKED ON HERBICIDE FOR CRAMBE
Bismarck - The North Dakota Department of Agriculture (NDDA) has revoked a special local needs (SLN) registration, that allowed preharvest use of Roundup® Original Herbicide to control Canada thistle and other weeds in crambe.
The SLN was issued last October, to Monsanto Co., the manufacturer of Roundup®.
"Although the main use of crambe is to make industrial oil, the meal that is a byproduct of the manufacturing process is used for livestock feed," said Agriculture Commissioner Roger Johnson. "Therefore, the department considers this use to be a feed use, and the SLN registration would need to be supported by a permanent tolerance or exemption from tolerance as required by federal law." Johnson said the U.S. Environmental Protection Agency recently told NDDA that the existing tolerances for glysophate, the active ingredient in Roundup®, do not cover use in crambe, since the ingredient can concentrate in crambe meal.

FEASIBILITY OF PRODUCING ETHANOL FROM BIOMASS
IN NORTHEASTERN NORTH DAKOTA AND NORTHWESTERN MINNESOTA EXECUTIVE SUMMARY Introduction Results from the study have identified a number of issues that must be seriously considered by anyone siting a biomass-to-ethanol plant in the study region, including the following: Technological Considerations: feedstock characteristics, seasonal availability, and residue collection; feedstock production, storage, and processing; process scaleup; and material erosion and corrosion. Economic Considerations: production costs, capital costs, enzyme costs, costs of delivered feedstocks, competing markets for residues, and costs of environmental compliance. Environmental Considerations: effects on the soil, ecological impacts, air emissions, water usage, wastewater treatment, environmental permitting, endangered species, harvesting agriculture residues, ash disposal, truck traffic and related emissions, noise and odor, and energy use. Institutional Considerations: incentives to producers and users, permitting requirements, emission offset requirements, availability of residues on a long-term basis, cooperating agencies, and long-term, supportive state regulations. The basis for these considerations are discussed in the final report and should help a potential project developer to evaluate the merits a project. Highlights of the report are summarized here.

    Farms and ranches cover much of North Dakota. North Dakota's economy depends heavily on agriculture. The Red River Valley is one of the most fertile farming areas in the world. It lies along the Red River, which forms the North Dakota-Minnesota border. It also forms the border between Fargo, North Dakota and Moorhead, Minnesota, as well as Grand Forks, ND and East Grand Forks, MN. Some of North Dakota's agricultural products are barley, wheat, hay, sunflower seeds, milk, sugar, and beets. Potatoes, flax, sweet clover, alfalfa, wheat, oats, corn, and soybeans are some other products grown in North Dakota. Durum wheat is used to make spaghetti and many other products. Linseed oil, which is used to make paint, comes from crushed flax seeds. Flax is also used for cigarette paper. Wheat is the chief crop. North Dakota wheat is shipped all over the world. Farmers in North Dakota also raise hogs, sheep, beef cattle, and dairy cattle. In recent years, products such as carrots, which are usually grown in the southern and western parts of the United States, have been grown very successfully here.

    • Created a value-added board in the Commerce Department to promote opportunities in value added processing, so farmers can invest in their future and North Dakota can invest in its farmers. Helped to initiate or expand more than 10 value-added ventures, creating income for farmers and new jobs in rural North Dakota. Created 30 percent investment tax credits to spark value added ventures. Eliminated the used farm equipment sales tax to reduce the burden on our farmers. Increased general fund dollars for agricultural research from $46.2 million to $50.7 million to keep our farmers on the cutting edge. Extended Bank of North Dakota loan authority to include loans to beginning farmers for equipment and livestock.

    Home Biography of Lieutenant Governor, Jack Dalrymple Dalrymple became active in the community serving on the Casselton Jobs Development Commission and helping to found Share House, Inc., a Fargo residential treatment program for recovering alcoholics and drug dependents. Dalrymple came to the North Dakota Legislature in 1985, representing a rural Cass County House district. He served eight terms, including four as chairman of the influential House Appropriations Committee. In the 1999-2000 interim, he also chaired the Budget Section, the legislative panel charged with reviewing spending issues between sessions. Dalrymple is a nationally recognized leader in value-added agriculture. He chairs the board of the Dakota Growers Pasta Company, the largest producer of non-branded pasta in the United States, headquartered in Carrington, N.D. The company operates as a cooperative of more than 1,000 durum growers. Dalrymple is also a national voice for agriculture as a member of the board of the U.S. Chamber of Commerce.
