In 1994, this township produced excellent crops of wheat, barley . . . as well as ducks. A patchwork-quilt of voluntary easements covers the township. These easements protect wetlands or retire highly erodible cropland to wildlife habitat. Food crops and wildlife thrive in this example township. The point is that public-supported conservation is compatible with private land profit-farming.

GLICKMAN DECLARES AGRICULTURE DISASTER IN 35 NORTH DAKOTA COUNTIES WASHINGTON, Sept. 26, 2000 Agriculture Secretary Dan Glickman has declared 35 North Dakota counties as agriculture disaster areas due to losses caused by wind, severe storms, excessive rain, tornadoes, and other severe weather this spring and summer, making farmers in these areas eligible for low-interest emergency loans. "The weather events in North Dakota have had a devastating effect on many producers," said Glickman. "A mid-summer drought in western North Dakota means less hay to feed livestock while too much rain in the northern and eastern part of the state has hampered crop quality." The counties of Billings, Bowman, Cass, Dunn, Eddy, Foster, Golden Valley, Grand Forks, Griggs, Hettinger, Nelson, Pembina, Slope, Stark, Steele, Traill, Walsh, and Wells were named as primary disaster areas. Also eligible, are the contiguous counties of Adams, Barnes, Benson, Cavalier, Grant, Kidder, McKenzie, McLean, Mercer, Morton, Mountrail, Pierce, Ramsey, Ransom, Richland, Sheridan, and Stutsman Counties. This designation makes all qualified family-sized farm operators in both primary and contiguous counties eligible for low-interest emergency loans from USDA. Farmers in eligible counties have eight months from the date of this declaration to apply for the loans to help cover part of their actual losses. USDA’s Farm Service Agency will consider each loan application on its own merits, taking into account the extent of losses, security available, repayment ability, and other eligibility requirements.

The tax credit is equivalent to thirty percent of the amount invested in the cooperative by the taxpayer, up to a total annual investment of $20,000. A short history of North Dakota The Non Partisan League (NPL), born in 1915, united progressives, reformers, and radicals behind a platform that called for reforms to return control of North Dakota's government and economy to the people. Taking leadership of the state in 1919, the NPL formed the Bank of North Dakota (BND). Today it is the only state-owned bank in the U.S. The bank was originally formed to create additional competition in the credit industry while providing a local source of capital for state investment and development. At the time the nearest financial centers were based in Minneapolis and St. Paul, and farmers were unable to get long-term financing at reasonable rates. BND was formed to "encourage and promote agriculture, commerce and industry in North Dakota." The bank is governed by the ND Industrial Commission , consisting of the governor, attorney general and the commissioner of agriculture, all elected officials. The commission, in effect, serves as the bank's board of directors; it was formed with three members so voters could more easily monitor and influence bank policy.

Jason Hurt By ANDREA JOHNSON, Assistant Editor Good grades, hard work, internships and a willingness to relocate are some of the factors that can help a new college graduate land a job in agriculture. Jason Hurt is a territory manager for McCormick International USA. He's been with the new company just over 13 months and has been responsible for establishing a dealer network in Minnesota, Iowa, Wisconsin, Missouri and Illinois. That's pretty amazing considering he's only 28. Prior to working for McCormick, Hurt spent four years employed with New Holland where he was hired one month after graduating from college. Hurt recently talked about the steps he took to establish his career. "In the job I'm doing now, I'm handling service and sales and parts and credit and business development," said Hurt. "I enjoy it. It's a challenge and I like that." Hurt didn't have an easy time of it in high school. When he was in seventh grade, his father died of a heart attack leaving a wife, eight children and a farm near Ashton, in central Nebraska.

Submit Classified Wind is a good energy source both now and in the future A foundation is being built for the development of wind energy throughout the upper Great Plains. We thought you might like to read about it. For many of us, the intricacies of developing wind farms often go unnoticed. As landowners and farmers, we might not hear about state legislation that decides the direction of wind energy in our communities. We're not always privy to information on what companies have actively pursued wind energy across our states. Most of us don't get a knock on our door asking if we want to sell our wind rights. We take notice when we're driving down the highway and see those giant turbines swooping through the air creating an invisible energy source called electricity. Looking at wind turbines is fun and perhaps a bit hypnotic, but most of us get our real information on the impact of wind energy by reading articles. For that reason, Lee Agri-Media editorial staff has teamed up to put together our second wind energy special section. In this issue and the next, we'll present regional articles that may or may not have anything to do with the land where our readership farms. We think, though, that having a broad understanding on wind energy development can help spur the industry on and keep citizens abreast of what's happening in the wind industry.

Chairman Wanzek and Members of the Senate Ag Committee, I am Theresa Podoll, an organic farmer near Fullerton, ND, and the Executive Director of Northern Plains Sustainable Agriculture Society. NPSAS is a non-profit organization serving 367 organic growers like myself, the majority of them making their livelihoods in our state of ND. Many other organic growers in the state belong to the Organic Crop Improvement Association, which has three Chapters in ND and Farm Verified Organic, located in Medina, ND, all of us working to serve the growing numbers of certified organic growers. Organic food sales were $4 billion for 1997. The industry has posted double-digit sales growth of 20 percent or greater for the ninth consecutive year. Our state is the

Study: State could gain income from increased production, lower costs By Jerry W. Kram Herald Staff Writer North Dakota wheat and barley farmers would be big winners from biotech crops, if they are adopted for common use, says a Washington-based think tank. It projects large savings to farmers from less chemical use and higher income from increased production. The study includes eight crops already in use: insect resistant corn and cotton; herbicide tolerant soybeans, corn, canola and cotton and virus resistant papaya and squash. The authors claim these crops have increased food production by 4 billion pounds and have a $1.5 billion net economic impact. They add the 32 potential cultivars under development could increase food production by another 10 billion pounds and have an added economic impact of $1 billion. They also claim the current varieties have reduced pesticide use by 46 million pounds per year and future varieties could drop that by another 117 million pounds.
