For what geographic areas does the Census Bureau produce estimates?
In addition to the Nation, the 50 states, the District of Columbia, and Puerto Rico, PEP produces estimates for census regions and divisions, counties and equivalents, incorporated places, minor civil divisions, consolidated cities, and metropolitan areas.

Minor Civil Divisions
Legally defined county subdivisions are referred to as minor civil divisions (MCDs.) MCDs are the primary divisions of a county. They comprise both governmentally functioning entities that is, those with elected officials who provide services and raise revenues and nonfunctioning entities that exist primarily for administrative purposes, such as election districts. Twenty-eight states and Puerto Rico have MCDs. However, the MCDs function as general purpose governmental units in all or part of only twenty states. Within these twenty states, PEP produces estimates for all governmentally functioning MCDs and for nonfunctioning MCDs in counties that contain at least one functioning MCD. The legal powers and functions of MCDs vary from state to state. Most of the MCDs in twelve states (Connecticut, Maine, Massachusetts, Michigan, Minnesota, New Hampshire, New Jersey, New York, Pennsylvania, Rhode Island, Vermont, and Wisconsin) serve as general-purpose local governments. In the remaining eight states for which PEP produces MCD level estimates (Illinois, Indiana, Kansas, Missouri, Nebraska, North Dakota, Ohio, and South Dakota) the MCDs, for the most part, perform less of a governmental role and are less well known locally, even though they are active governmental units.

Population Estimates: Concepts and Geography
What is a population estimate? The Census Bureau's Population Estimates Program (PEP) produces July 1 estimates for years after the last published decennial census (1990), as well as for past decades. Existing data series such as births, deaths, Federal tax returns, medicare enrollment, and immigration, are used to update the decennial census base counts. PEP estimates are used in Federal funding allocations, in setting the levels of national surveys, and in monitoring recent demographic changes. A methodology reference accompanies most of our population estimates offerings. How are estimates different from projections? There is not a distinct dichotomy between population estimates and population projections, but there are some differences in time reference and derivation. Estimates usually are for the past, while projections typically are for future dates. Estimates generally use existing symptomatic data, for example, (births, deaths, migration), collected from various sources. Projections must assume future trends for fertility, mortality, and other demographic processes. At the Census Bureau, the population projections use the latest available estimates as starting points. In our current product offerings the user may see both an estimate and a projection available for the same reference date, which may not agree because they were produced at different times. In such cases, estimates are the preferred data.

Introduction: What is Geography?
It is often easier in geography, something emphasized to me years ago as an undergraduate, to tell what geography is by what people do than to wade through the volumes of material available on the topic. Let me cite some examples.
  • Maps . A friend of mine was finishing his master's thesis at the University of Wisconsin. It was a fine piece of work and the committee that was to approve it was pleased, yet they struggled with it. It was a geography thesis that did not have a map in it. Was it then geography they wondered? They asked him if something could be mapped, he said no. They asked him for a map at the start of some of the places mentioned, but it seemed window dressing. They let the missing map issue pass.
  • Television Locations . My own research deals with the location of television shows. The messages people receive about places are significant from simple television shows. The features are repeated, and simplified the point that all can appreciate them.
  • Store Locations . The woman who had her teaching assistant's desk next to mine at the University of Minnesota has spent her career locating stores. She has worked for companies that want to know the details of how a store will perform at a location prior to investing. She was involved in bringing her company into Columbia Mall at Grand Forks, North Dakota, and a lot of other sites.

  • Eighty-seven percent of its counties lost population in the 1990s, compared with just one county in Wisconsin.
  • Of the 2,300 U.S. counties whose populations have been released so far this month, North Dakota alone accounts for 12 of the 25 with the most severe percentage losses.
  • More than half of North Dakota's counties are down to fewer than 5,000 people, a ratio higher than in any other state. There was at least one big piece of good news, however: The city of Grand Forks is back on track, doing far better than earlier estimates had indicated. The downsizing of Grand Forks Air Force Base, plus an exodus after the city's catastrophic 1997 flood, cost Grand Forks as many as 5,000 people, Mayor Michael Brown said, and the news that his city is essentially back to its 1990 population is "wonderful." Cass and Burleigh counties, the homes of Fargo and Bismarck, respectively, recorded the biggest gains. They added almost 30,000 people between them during the decade as rural folks continued to cluster in cities in search of jobs. Fargo grew by 16,488

    North Dakota: Geography Situated in the geographical center of North America, North Dakota is subject to the extremes of a continental climate. Semiarid conditions prevail in the western half of the state, but in the east an average annual rainfall of 22 in. (55 cm), much of it falling in the crop-growing spring and summer months, enables the rich soil to yield abundantly. North Dakota is one of the most rural states in the nation; the cities and towns supply the needs of neighboring farms, and industry is largely devoted to the processing of agricultural products. The eastern half of the state is in the central lowlands, a belt of black earth covered in spring by the soft green of sprouting grain and later by the bronze of flowering wheat or the blue of flax. Along the banks of the Red River lies a wedge of land, c.40 mi (60 km) wide at the Canadian border and tapering to 10 mi (16 km) in the south, that is the floor of the former glacial Lake Agassiz. Treeless, except along the rivers, and without surface rocks, this flat land was transformed into the bonanza wheat fields of the 1870s and 80s, with farms ranging in size from 3,000 to 65,000 acres (1,200-26,000 hectares). Today the average farm in the Red River valley is about 450 acres (180 hectares); the state average is about 1,000 acres (400 hectares). Its major crop, wheat, is varied with such crops as flax and seed potatoes.

    Geography is a fun subject. Because it is so visual; kids pick up on the information easily. A little basic geography can help make history and current events more understandable.
    In the spring, we have our homeschool Geography Bee. The student who answers the most questions correctly will win a prize. There will also be prizes for 2nd and 3rd, and participation prizes for everyone. Since you'll know exactly what to study, I hope you'll all want to participate!
    The questions will be based on the following information. Generally, the student should know the information for all the younger grades too, although questions will only come from their own grade. If you keep this chart, it will be a nice outline for studying a bit of geography year by year. Even 15 or 20 minutes once a week adds up to a lot of knowledge about geography, and makes a nice change in the schedule.
    Most of the questions for the younger students (k-2) will be answered by pointing to pictures that represent the vocabulary, and pointing to places on maps and globes. All other questions for the youngest students will be multiple choice.
    Older student (3-8th) Will need to know the answers without the aid of a multiple choice format.

Geography Climate Located exactly in the center of the North American continent, North Dakota has a continental climate with four distinct seasons. Temperature variations from winter to summer are among the most extreme on the entire continent. In January, the average temperature is -16° C in the northeast and -10° C in the southwest. July temperatures average around 19° C in the north and 23° C in the south. Statewide, the average annual precipitation (rainfall) is less than 43 cm; however, snowfall averages 81 cm each year.
