The effect of this proposed legislation would have been to force electric cooperatives out of town, leaving all future growth in and around a city to the IOUs. The IOUs’ attempts to change state law seems based in part on their belief that they possess a superior, exclusive or inherent right to serve in cities. This is not the case at all. To understand this, it’s important to know that there are three major business models providing electric service in the United States. Investor-owned utilities (IOUs) are owned by stockholders. These stockholders expect the electric utility they invest in to make a profit. Otter Tail Power, Montana-Dakota Utilities and Xcel Energy are the three IOUs that operate in North Dakota, serving about 206,000 meters.
