FILM FESTIVAL OF NON - ALIGNED COUNTRIES September 21,1998
The Minister of State for Information and Broadcasting Shri Mukhtar Abbas Naqvi left for North Korea today to attend the Sixth Pyongyang Film Festival of Non-aligned and other Developing Countries which is being held there from September 16 to 25, 1998. The Pyongyang International Film Festival is a bi- annual event, which is aimed at promoting exchange and co-operation among world film makers with the ideal of "Independence, peace and friendship". India is participating in this Film Festival with four feature films; Souda by Nabyendu Chatterjee, Shesha Drishti by A.K Bir, Kaliyattam by Jayaraj, Gol Mal by Hrikesh Mukherjee and one non-feature film Nirankush by Venu Arora. Shri Naqvi will be visiting North Korea as a State guest on the invitation of the Government of Democratic Peoples' Republic of Korea. On his way back to India, the Minister will also visit Hongkong to attend a function organised in his honour by the Indian Muslims' Association of Hongkong. During his stay in Hongkong, Shri Naqvi will also utilise this opportunity to survey the uplinking facilities, that have been installed there by various satellite channels, for the purpose of beaming programmes into India.     Entry Process to North Korea for Foreigners
    Foreigners wishing to enter North Korea need to apply for a visa to the Korea International Travel Agency, the Kumkang Mt. International Tourism Co. Ltd., Koryo Cultural Tourism Co. Ltd., or other appropriate travel agencies, usually 10¡­20 days in advance of travel date.
    On the visa application form, name, sex, birth date, nationality, occupation, title, passport class and number, expected embarkation / disembarkation dates, transport means, etc. have to be filled out and submitted along with two photographs and a fee of USD 30.00(65 North Korea won, USD1.00 = 2.16 North Korea won). The entry visa is supposed to be obtained at a North Korean Embassy or any other representative diplomatic mission operating in the particular country, but in case one can not wait for the visa, he/she can also obtain the visa at the border Inspection Office. After arriving at the airport(or at the border station of railroad) in North Korea, one needs to submit the filled-out ¡¸Entry/Departure Form¡¹as well as the passport to the Inspection Officer for approval.

    Performing arts training in North Korea
    Advanced training for all performers and artists in North Korea are provided state-sponsored arts education centers, and in particular the Pyongyang Stage and Cinema Institute, Pyongyang Academy for Dance and Music, Pyongyang College of Fine Arts, and Pyongyang Circus Performance School.
    Circus performers in North Korea also provided official training by the state at the Pyongyang Circus Performance School, founded in June of 1972 and situated along Pyongyang's Liberation Avenue. The students are normally selected and begin training around the age of ten, which last for a total of nine years, when most of the student body reach the age of eighteen. Virtually all (over 90%) of the performers in North Korea's two largest circuses (The Pyongyang Circus and Moranbong Circus Troupe) are graduates of this institution.

    SHINPO LIGHT WATER REACTOR PLANT, NORTH KOREA
    The Shinpo plant will consist of two 1,000MW blocks based on the South Korean standard nuclear plant (KSNP) design. Total investment was originally estimated at $4.5 billion. Before any work could begin a series of protocols governing privileges-immunities, consular protection, communications, transportation, control of construction sites and services to be provided by the North, had to be negotiated and signed. NUCLEAR ENERGY AND KOREA The Korean Peninsula Energy Development Organisation (KEDO) is a New York-based international consortium established in Geneva in 1994. The consortium comprises Japan, South Korea, the USA, the European Union and eight UN member countries, including Canada, Australia, New Zealand, Finland and Indonesia. It was formed as part of an agreement whereby the international consortium members would build a 2,000MW nuclear power plant in North Korea and, in return, North Korea would phase out its graphite reactors, which are capable of producing bomb-grade material. Unlike the original Pyongyang programme, the new light water reactor plant will be under the scrutiny of international inspectors, guaranteeing the communist country's nuclear power plants play no role in nuclear weapon development. The location chosen for the new plant is the Kumho area of Shinpo, in the South Hamkyong Province of North Korea. CONSTRUCTION A geological survey team finally started work in January 1996 to prepare for the construction of two light-water nuclear reactors. The survey focused on the possible impact of an earthquake on the proposed reactor site. A groundbreaking ceremony to mark the launch of the reactor construction project took place in August 1997. The consortium plans to complete construction of the two light-water reactors by 2003, but completion will be subject to unique uncertainties.

    Ancient history:
    Millet Plant Several rich Korean kingdoms grew up in the first two millennia a.d. Shilla (668-935) occupied what is now South Korea. Its kings established Buddhism as the official state religion, but Confucian scholars and ideas also entered Korea. Near the southeastern city of Kyongju stand huge artificial mounds. They are the burial places for the members of the Shilla royal dynasty and they are loaded with gold and gems, especially jade. Korean writing systems (4th century a.d.), architecture, political systems, religions, and even musical instruments came from China. Koreans adapted these Chinese things and made them their own. Chinese scholars had devised a kind of printing system using carved wooden blocks. Koreans took this invention one step further and created the first world's first metal moveable type in the 12th century. Adaptation of foreign things for their own use is a historical characteristic of Korean culture, even today.

    North Korea has made a second attack on the latest James Bond film, claiming it shows the US has "hostile intentions" towards the country. Die Another Day was denounced as "an insult" by a little-known group called the Solidarity of Youth and Students for Implementing the June 15 South-North Joint Declaration. In a statement released by the North's KCNA news agency, it said the 20th Bond movie "represents the real intention of the US - keen on war as it considers the North as part of an axis of evil". Last month, North Korea called on the US to stop showing the movie in which Bond - played by Pierce Brosnan - is tortured by North Korean agents. Brosnan's sex scene has upset South Korea In one scene he tries to stop an illegal arms deal between a South African diamond smuggler and an evil North Korean officer. The North Korean government claimed the film was "dirty and cursed burlesque".
