Government Nunavut: Government On April 1, 1999, Nunavut was officially named Canada's third territory. As the newest partner in the federation Nunavut is the latest development in Canada's nation building. The creation of Nunavut marked a profound shift in how Canada relates to Aboriginal people. Inuit, as the majority population of Nunavut, are shaping the territorial government in keeping with their culture, traditions and aspirations. All residents of the territory regardless of their origin elect the Government of Nunavut. All citizens have the right to vote and run for office. Jobs in the government of Nunavut's public service are open to all residents. Inuktitut is a working language of the government. Government services are also available in English and French. Under the 1993 Nunavut Land Claims Agreement, Inuit received from the federal government a settlement of $1.1 billion to be paid in annual installments until 2007. Inuit also gained control of about 356,000 square kilometres of land (about 18 per cent of Nunavut), of which nearly 38,000 square kilometres include title to subsurface (mineral) rights.

Thule Archeological Sites
The Thule people migrated east from Alaska around 1,000 AD, following the Bowhead whale. The Thule culture is characterized by large permanent winter camps built of rocks, sod and whalebone. Caches of whalemeat prepared in the summer provided the Thule with food for the winter months. Today's Inuit are the direct descendents of the Thule. There are three different Thule ancestral sites near Hall Beach:

These sites were inhabited between 300 and 900 years ago.

Inuit Circumpolar Conference Canada Canadian Inuit hunt, fish, work and live on the coast of the Arctic Ocean along with Inuit from Russia, Alaska and Greenland. The land traditionally occupied by Inuit is immense and its climate although regarded as harsh, is so powerfully strong in terms of healing energy that it can be palpably felt by anyone. The 152,000 Inuit that have lived in this environment for thousands of years are collectively linked, in spite of political boundaries and polar seas, through the Inuit Circumpolar Conference (ICC).

Edmonton declares "Kiviaq Day"
The pugnacious lawyer and former broadcaster, boxer and Edmonton city councillor, Kiviaq, also known as David Ward, was treated to a special honour last week in Edmonton, his adopted city. Bill Smith, the mayor of Edmonton, proclaimed Friday, March 14 as "Kiviaq Day" in Edmonton. "[T]here is no better way to recognize Kiviaq than to designate a day in his honour," the proclamation reads. Kiviaq, 66, was born near Chesterfield Inlet, but was moved to Edmonton when he was three. In the 1950s and 1960s, Kiviaq won numerous amateur boxing titles and used boxing and football scholarships to go to university in the U.S. After his graduation, an injury prevented him from playing football for the Edmonton Eskimos. Ward later served on Edmonton city council, and got a law degree from the University of British Columbia.

REPORT ON FEDERAL-PROVINCIAL-TERRITORIAL CONSULTATIONS Previous section Table of Contents Next section APPENDIX C: REPORT ON NUNAVUT WORKSHOP INTRODUCTION A workshop on custody and access was held in Iqaluit on June 14, 2001, with 17 participants. A list of organizations at the workshop is provided in Table 1. The following topics were discussed:
  • best interests of children;
  • roles and responsibilities of parents;
  • family violence; and
  • child support
SUMMARY OF THE DISCUSSIONS BEST INTERESTS OF CHILDREN What are children's needs when their parents separate? Traditional Views
Participants agreed that it is difficult to describe "best interests of the child" in Inuktitut, because of the language and because the concept is inherently southern. Participants attempted to translate the concept into Inuktitut and came up with "best way to go for the child." They pointed out that there is greater deference towards children in the North than in the South, and that children traditionally have more say about where they go after a divorce or separation. The term custody is also a difficult one to use in the North. In the South it implies defined procedures and parameters for contact, which is not a system that works in Nunavut.
