WINTER of 2003 QUARTERLY ARTICLE
by Cathy Burner This Quarterly report will include history on two major issues. They are the STRS Health Care funding and HB 364, the Charter School expansion issue. The chart below highlights the past 83 years of the employer and employee contributions to the pension fund. The Health Care Stabilization Fund was established in 1983. Contributions from employers have only been rolled into that fund since 1997. In the chart, you will note the employer contribution percentage has not changed since 1984 and the member contribution percentage has changed very little and capped in state law at 10%. Note the dollar amount dedicated to the health care stabilization fund was at 8% for the years 1999 and 2000. Please also recognize only 1% will be dedicated to the health care fund for this present school year 2002-2003. Reducing the percentage contributed to the health care fund will result in higher monthly premiums for retirees.     Good News and Bad News
    (April 2002)
    Good News: On December 13th, 2001, Governor Taft signed into law H.B. 405, the Budget Repair Bill just days after being passed by the Ohio Senate and House of Representatives. Only 6 months into a very tight biennium budget, the Governor and the General Assembly were faced with a $1.5 billion deficit over the remaining 18 months of the 2-year funding cycle. Caused by the combination of a mild recession and the effects of the devastating events of September 11th and America’s ensuing war on terrorism, Ohio elected officials were forced to conduct a series of very intense debates on how to satisfy the state’s constitutional requirement of a balanced budget. With projected tax revenues falling seriously behind projections, Governor Taft and legislative leaders negotiated a package of budget cuts and revenue enhancements designed to eliminate this huge shortfall. Going into this process, all state-funded agencies were instructed to submit revised budgets that included cutting expenses by 3-6%. While the Ohio Department of Mental Health complied with this stringent budget cutting request, family members and mental health advocates initiated a series of intensive efforts to promote holding the publicly funded mental health system harmless from these devastating budget cuts. As a result of the efforts of Healthy Lives/Healthy Communities grass roots coordinators, NAMI affiliate members and other MH advocates from around the state, mental health services were listed as the STATE’S TOP PRIORITY FOR THE FIRST TIME IN OHIO’S HISTORY!

    History top Dr. Stephen L. Stuart, Ashland University's Assistant Dean for Professional Development, conceived an idea of how to help Ohio's school districts faced with the many challenges and issues in delivering quality education to children. The result of this dream was the establishment of the Center for Educational Improvement in 1999. In Spring 2001 the Center was renamed the Gene A. Telego Center for Educational Improvement to honor the accomplishments of Dr. Telego. Dr. Telego served Ashland University for 33 years. He directed the teacher education program for 25 years. In addition to other accomplishments, Dr. Telego was instrumental in establishing the Master of Education and Doctor of Education degree programs. Today TCEI is known throughout the state as a center that focuses on providing on-site, customized help to school districts.     The Ohio Resource Center for Mathematics, Science, and Reading improves teaching and learning by promoting best practices based upon the national and state standards in mathematics, science, and reading for Ohio schools and universities.
    What is the Ohio Resource Center (ORC)?
    The Ohio Resource Center for Mathematics, Science, and Reading (ORC), a project of the State University Education Deans ( see original proposal in PDF format ), has been funded by the Ohio General Assembly and established by the Ohio Board of Regents to:
  • identify and disseminate effective instructional and professional development resources and best practices to schools, school districts, and higher education institutions;
  • support sustained professional development for teachers and administrators in the effective adoption of best practices and teaching resources; and
