OET HISTORY The nation's first licensed, non-commercial television station was Ohio's WCET, Cincinnati, which went on the air in 1954. By 1960 three more public television stations had been licensed in Ohio. To ensure orderly continued growth of public TV in Ohio and to provide funding and services to the stations, in 1961 the Ohio General Assembly created the Ohio Educational Television Network Commission.
The commission formulated a statewide educational television expansion plan. As a result of this plan several new stations were built and in 1976 a two-way microwave system tied together the 12 public television stations in Ohio. In 1998 a fiber optic interconnection system was completed, replacing the microwave system and providing multiple program and data streams to all OET affiliates. The Richard B. Hull Network Operations Center (NOC) in Columbus serves as the hub of this interconnect system.
Senate Bill 201 which took effect in 1980 extended the powers and interests of the Ohio Educational Television Network Commission to include the educational radio stations in the state. The commission's name was thus changed to the Ohio Educational Broadcasting Network Commission.
In 1984 OET's budget included funding for Ohio Radio Reading Services (ORRS). The nine Ohio radio reading services provide spoken information to those who do not have easy access to normal print due to visual loss or physical disability.

The following sections of the Ohio Revised Code pertain to the management and destruction of records at Ohio public universities such as NEOUCOM. Please make NOTE of the following:
  • The authority given to the Board of Trustees. ( Prohibition against destruction or damage of records. ( Use NEOUCOM's Records Retention Schedule to comply with the Ohio Revised Code requirements.
(B) The boards of trustees of state-supported institutions of higher education shall have full responsibility for establishing and administering a records program for their respective institutions. The boards shall apply efficient and economical management methods to the creation, utilization, maintenance, retention, preservation, and disposition of the records of their respective institutions. Douglas Huntt is a commissioner for the Ohio Rehabilitation Services Commission and is the executive director for Assistive Technology of Ohio, located in Columbus. In his role as commissioner, Huntt has provided leadership in ensuring strong and accountable linkages between transitions from school to work. He has also worked to bring assistive technology into the special education classroom by facilitating funding for computer Internet labs. Huntt, a disabled Marine Corps veteran, received his bachelor of arts in secondary education from Asbury College in Wilmore, Ky., a master's in social service administration from Case Western Reserve University in Cleveland, Ohio, and a doctorate in social work from the Ohio State University. He has direct teaching experience with students with severe behavioral disorders and has formerly served as director of a children's mental health agency. He was also chair of the Ohio Governor's Council on People with Disabilities from 1991 to 1997. Huntt believes that there should be equal accountability-academically and behaviorally-in special education classrooms as there is currently in mainstream classrooms. Special education teachers should be held to the same high standards and expectations as mainstream teachers. Huntt is a nationally known disability advocate who supports President Bush's New Freedom Initiative, which will provide continuity between IDEA and other disability policies.

From Correctional Facilities to California Classrooms, Refurbished Computers Find Their Way By Meghan Mandeville , Internet Reporter Computers are like dinosaurs; as the world evolves, they become extinct, technologically speaking, at least. Over the past nine years, however, 88,000 computers in California have been saved from this doomed fate as a result of the Department of Corrections' (CDC) Computer Refurbishing Program, a vocational course that teaches inmates how to renovate old computers, which are then donated to public schools. "There's a certain amount of pride in taking something that wasn't working and rebuilding it," says Ray Kirkpatrick , Coordinator of the Computer Refurbishing Program. "For a short period of time, [the inmates] have ownership over something."

    Why We're Here Who We Are What We Do Why We're Here: The Need An estimated 2.8% of the population is affected by serious brain disorders (often called mental illness). That means that 308,600 Ohioans suffer from these illnesses. In any given year 3.2% of children and adolescents between the ages of 9 and 17 are diagnosed with a serious brain disorder. Severe and persistent mental illnesses are neuro-biological brain disorders and they are treatable. The treatment success rate for panic disorders is 80%; major depression, 65%; schizophrenia, 60%; and obsessive compulsive disorder, 60% One in every four families is affected by a serious brain disorder. They are doctors, lawyers, grocers, civic leaders, co-workers, neighbors and friends, and the person driving by in the next car. Due to discriminatory insurance practices, however, many families exhaust all of their resources to get care for their loved ones. 40 to 65% of adults with severe brain disorders either reside with their families or receive primary care-management from their families.
