The State's recent efforts, in addition to continuing the Edison institutes, have encouraged cooperation among higher education and research institutions in a region. The State has awarded $8.5 million to Case Western University, University Hospitals Cleveland, and Cleveland Clinic Foundation to jointly start the Cleveland Biotechnology Park. This consortium has leveraged $79 million in federal matching funds for research. Industry participants in the EBTC and other high-tech companies are eligible for the Ohio Department of Development Technology Investment Tax Credit, which allows qualified firms to reduce their state taxes by up to 25 percent. The credit may be applied to personal income tax, corporate franchise tax, public utility excise tax, or the tax on dealers in intangibles.

    One of Ohio's state universities, Miami enrolls about 16,500 undergraduate and graduate students. Some 80 percent of the students are state residents and there are about 400 foreign students. Miami maintains a small college atmosphere and has a well-established foreign student program. Approximately 50 percent of the students live on campus. Miami's sports facilities are extensive. The Center for Performing Arts houses a theater, experimental theater and recital hall. The University Center provides full student services. The University Art Museum has an extensive folk art collection. A new 120,000 square-foot student recreational facility opened in Fall 1994. Locale: Miami University's 2,000-acre campus is located in a rural Midwestern community in Ohio's farming country. A large state park is five miles away. The cities of Cincinnati and Dayton, each about 40 miles from the university, provide cultural and recreational opportunities.

But even they are surprised when confronted with the numbers. Nearly 1,000 people have left Cabell and Wayne counties in the last five years to live in Lawrence County, Ohio, where new subdivisions along the river and open land on the back roads offer newer housing and more room, not to mention one of the best public school districts in Ohio.

By Peter Freiberg W ith different groups and in different places, AIDS-prevention researchers are stepping up their efforts to find out what works—and what doesn’t—in encouraging safer sexual behavior. ”Prevention has really come into its own,” says psychologist Thomas Coates, PhD, director of the new AIDS Research Institute at the University of California–San Francisco, “and it is recognized as a legitimate scientific enterprise in its own right.” Psychologists have taken the lead in the prevention effort, which is viewed by researchers as increasingly important in view of the rising number of HIV infections worldwide (see story on page 32). As four recent studies show, psychologists’ work in the area of AIDS prevention research has been varied: • In four small U.S. cities, popular gay men were trained to advocate the benefits of practicing safer sex to men who frequent gay bars. • In San Francisco, a group of African-American gay and bisexual men delved into issues of self-pride and the stigma many felt over their dual black and gay identities.
