Bell Photos Bicentennial Bells - A Signature Event for Every Ohio County A Verdin craftsman burnishes a bicentennial bell after removing it from its mold. The Ohio Bicentennial Commission is casting commemorative Bicentennial bells on site in each of Ohio's 88 counties. The project is the signature event for the whole state, and serves as a guarantee that every Ohio county will take part in and benefit from the Bicentennial. Stephen C. George, executive director of the Bicentennial Commission, said that 200 years ago, as the Northwest Territory opened, there was a great need for bells in Ohio schools, courthouses and churches. "Bells no longer order our lives as in years past, but they continue to inspire," George said. "This project, while re-establishing the tradition of early bell-founders, guarantees a lasting Bicentennial legacy for the generations that follow." Bicentennial bells also will provide a thematic tribute to the state's manufacturing and industrial roots, just as Bicentennial barns, a hallmark of the celebration, honor Ohio's agrarian heritage. In planning such an ambitious project, the Commission enlisted the world's largest bell company. The Cincinnati-based Verdin Company, in business since 1842, has provided bells and ringing equipment to more than 30,000 churches. Perhaps best known for creating and casting the 33-ton, 12-foot-tall World Peace Bell for the millennium celebration, Verdin commissions include the famed "Big Ben" bell in London and the 1804 San Juan Capistrano mission bells.

You Are Here: Home Issues School Funding Timeline The history of the school funding debate goes almost as far back as the history of school funding itself. From the early days of The Akron School Plan, citizens have debated the roles of government, proper citizenship, and parents in an organized public school system. Ohio levies its first property tax The Rev. Isaac Jennings of Akron leads a committee that develops a plan to run and finance the city's public schools. The Akron School Plan - which created school districts governed by a locally elected board and financed by property taxes - remains largely in effect today. Ohio enacts a 3 percent sales tax, boosting state support for schools to nearly 50 percent of districts' operating costs. Ohio enacts its first income tax, with a portion going to primary and secondary education. Ohio creates the equal-yield formula, which tries to close the financing gaps between rich and poor school districts. Lawmakers pass House Bill 920, which prohibits property tax collections from rising with inflation.

Thursday, February 27, 2003 Ohio teachers: Proposed reform Link pay and results
A year-long study by the Governor's Commission on Teaching Success released last week recommends dozens of ways Ohio schools can better train and compensate teachers. It urges Ohio to define expectations of what all teachers should know and be able to do. The report is a good start. But tucked among the recommendations is the gentle suggestion - too gentle in our opinion - that local school boards consider student performance results in evaluating and paying teachers. This is common sense to the public, but it's a revolutionary idea to powerful teachers' unions. It gets scant mention in this big Ohio report, which is the Taft administration's blueprint for education reforms. But the notion is not going away. Public pressure on schools to be accountable for student scores and academic improvement is growing. Reams of proposed teaching reforms, mostly from educators and their unions during the past decade, stop short of grading teachers on students' academic performance. Cincinnati Public Schools touted a pay-for-performance proposal for teachers for several years. But when it came time to link it to real consequences and compensation, the teachers voted it down. When a new superintendent took over a few months ago, the plan was tabled for another year.
