MSU HOME Initial Instructional Certification ADMISSIONS, DEADLINES, AND FACULTY ADMISSION REQUIREMENTS Candidates for admission to the Initial Instructional Certification programs must file an Application for Graduate / Post Baccalaureate Admission to the Graduate School, including all supporting materials by February 15th to be considered for Summer/Fall admission or by September 15th for Spring admission. An undergraduate grade point average (GPA) of at least 2.70 overall in the teaching field is required. A higher GPA in the teaching field may be required by some departments. In addition official transcripts, two recommendations from school or college faculty or administrators and a Statement of Objectives essay must be submitted. It is expected that students will be able to demonstrate proficiency in the use of the English language. After the application deadline, candidates will be notified about the next step in the application process, which may include interviews (with a departmental faculty adviser and/or admission committee), writing samples, and portfolio review or audition (the latter applies to art and music candidates).

Baron, Barbara The concept of teacher testing has gained wide acceptance, as reflected in its extension to 48 states. All but Alaska and Iowa are in the process of, or have already implemented some form of mandatory teacher testing, as of April 1987 (Rudner, 1987). The limitations of state procedures, i.e., different standards, approaches and requirements (McCaleb, 1987), combined with significant improvement in evaluation techniques have led to the call for a system of national assessment. The Carnegie Forum on Education and the Economy, convened for the purpose of improving education and teaching, responded to the need for national criteria by launching the National Board for Professional Teaching Standards in 1987. Changes initiated by the Board are expected to transform teaching (albeit gradually) from an undervalued, underpaid profession to one enjoying higher standards, better salaries, and prestige. Teacher education, in the process, would be enhanced as pedagogical institutions consider, and respond to the requirements of a national criterion. WHAT WILL NATIONAL CERTIFICATION MEAN?

COMMENTARY
Each state sets its own policies for the licensure and certification of its elementary secondary teachers. The terms "licensure" and "certification" in reference to educational practitioners are commonly and erroneously used interchangeably. Licensure and certification impart different teaching statuses. Licensure, which is typically available provisionally or permanently, merely permits a prospective teacher to teach in the state. Certification is usually sanctioned by a professional organization and indicates that the certificate holder has achieved some desirable level of proficiency. The National Board for Professional Teaching Standards (NBPTS) is an ardent advocate of and leader for the development of rigorous standards for teacher certification; however, adoption of NBPTS standards by the states is voluntary, not mandatory.

This is due in no small part to the certification regulations which went into effect on September 2, 1993 as well as the changes recently adopted by the Regents that go into effect in September 2004. When you write or call the state certification office, indicate the type of certificate you are receiving from your current state, which national tests you have taken, and ask for application materials and procedures for obtaining certification in the new state. Ohio has addressed the issue of time structures in education not as a separate or isolated issue, but rather as an integral part of larger school improvement efforts. Ohio has focused on cohesive school improvement strategies that address systemic educational change at the building level. A centerpiece of this effort has been the Venture Capital initiative, which targets a significant amount of dollars to individual school buildings that have developed comprehensive plans for school improvement. Within this framework, schools have the resources necessary to support time for professional development, whether through team planning time, use of substitute teachers, release time, or other time structures and strategies. Sheila Ruhland presented a program titled "Preparing Future Teachers: Is Alternative Certification an Option?" on Tuesday, October 15, 2002. The event was held at the Longaberger Alumni House , 2200 Olentangy River Road, on the main campus of The Ohio State University from 3:00 PM to 4:30 PM Eastern Standard time. Concerns about teacher preparation and qualifications have gained greater visibility because of growing interest in education reform during a time of teacher shortages and strategies that states will implement to assure highly qualified teachers in our nation's schools by 2005-2006 as a result of the No Child Left Behind Act. Teacher shortages have raised the level of concern on the part of policymakers at the local, state, and national level. The U.S. Department of Education estimates that schools will need to hire more than 2 million new teachers in the next decade. Traditional teacher education programs are not the sole source to providing qualified teachers in our nation's schools. Alternative teacher certification has increased as an option to employ teachers who do not have a degree from an approved teacher education program but have a degree in the content area hired to teach in. With teacher shortages and attrition rates raising concerns in our schools, interest to provide alternative teacher certification routes has increased. The definition of alternative certification varies among states and encompasses a wide range of practices, from emergency certification given to individuals with no teaching background to training programs designed to license or certify individuals who have an undergraduate degree in the field in which they plan to teach. Currently, 45 states offer some form of alternative route to enter the teaching profession.

Introduction
The issue of teacher quality has reached the forefront of the education policy debate in America. It seems that everyone has come to realize that U.S. schools cannot improve unless they attract and retain top-notch teachers, and that we will not accomplish that until teacher recruitment, training, certification, compensation, and evaluation systems are completely overhauled. Our teacher certification system in most places reflects the worst of both worlds: allowing poorly-qualified people through while keeping highly-qualified people out. On the one hand, we set low entrance standards into colleges of education and later into the teaching profession. On the other hand, we set numerous bureaucratic hurdles that discourage many of the "best and brightest" from even bothering. Gladly, reformers are awakening to the need to redesign this system. They might look to the charter school model for some instruction. There, school principals enjoy wide latitude in deciding whom to hire, retain, promote and let go, and how much to pay them. In return for this autonomy, the principal is held accountable for the school's performance. The principal has an incentive to select the best teachers he or she can find. Not surprisingly, many charter schools go beyond the pool of "certified" teachers and seek qualified candidates from outside the system.
