MILESTONE PAYMENT SYSTEM Initially the Oklahoma Department of Rehabilitation Services reimbursed contractors providing Supported Employment services at an hourly rate for time spent working with consumers. Contracts were billed for process rather than results, creating an incentive to maintain consumer dependence. To reward quality outcomes (rather than process), a self-regulating, consumer success focused payment system was designed in cooperation with contractors. Contractors bid using individual program costs, factoring in dropouts and high need cases. The contractor is paid in increments (milestones), as progress toward the outcome is achieved and required documentation is submitted and verified. Monitoring capability is readily available through evaluation of billing documentation that includes employer and consumer satisfaction reports, as well as a narrative summary of activities involved in that milestone. This feedback creates opportunity to improve the probability of consumer success through changes in services and/or provision of technical assistance and training. If promised goals are not met, the contractor’s income suffers; however, if required outcomes are produced, the rewards are costs met and possible program expansion.

    SUMMER INSTITUTE 1998 Mark your calendars now for the 1998 Summer Institute and Student Academy! Both activities will be held at Western Heights High School in Oklahoma City on the following dates: InstituteJune 8-19 and AcademyJune 15-19.
    New participants will receive basic instruction in French, German, Japanese, Spanish, and Vietnamese languages and cultures. Returning participants will have the option of taking in-depth training in three of these languages as well as be introduced to the Chinese language and culture.
    A combination of trainers, native speakers, and community and business personnel will compose the staff of the institute. The training will consist of classroom instruction, computer lab activities, cultural demonstrations, and make-and-take sessions. The cost of the two-week institute is $25. This includes lunch, breakfast, materials, curriculum guides, sample lessons and much more.
    Qualified participants must be elementary teachers currently employed in a public or private elementary school in the State of Oklahoma, grades K-6. The Oklahoma Professional Development Centers are located in Ardmore Bartlesville, , Lawton, Norman McAlester Stillwater , and Woodward . Each center is staffed with a director and a secretary who supervise programs and assist educators with needed resources. The Lawton Public Schools commits additional resources to the Lawton Professional Development Center by providing the facility, operational costs, a part-time aide to assist teachers, and financial services. State teachers and administrators are encouraged to use Oklahoma Professional Development Centers resources which are made available to them through state legislation. By participating in training sessions, reviewing professional literature, viewing videos on classroom instruction and school improvement, and creating instructional materials, educators can enhance their professional skills and broaden their knowledge regarding quality education. Review the information so that you can become familiar with the resources available to you at the Lawton P.D.C., and understand the procedures you will need to follow to access these resources. As always, we welcome your suggestions and your participation in our professional development programs.
