VIEWPOINT By Essa bin Mohammed Al Zedjali March 31, 2002 Palestine is calling for rescue The Israeli enemy has shown, day by day, its obsession for the option of war and thirst for blood. With its daily acts of aggression, torture and cold-blooded murders, the enemy is escalating the situation. The Palestinian wound is becoming deep and the number of martyrs is on the increase. The events of the past few hours in occupied lands have proved, beyond any doubt, that the real intention of Israel is war and nothing but war. And this is amazing, indeed. The upsurge in barbaric acts came immediately after the Arab initiative for a comprehensive and just peace. All the Arabs extended to Israel an offer of a safe and peaceful region. In return, Sharon the international terrorist arrogantly rejected the initiative, invaded Ramallah and laid siege to Palestinian President Yasser Arafat. By these acts Sharon gave out a loud message to the Arabs and the whole world that Israel does not want peace. Israel recognises only one state — Israel, the capital of which is Al Quds. All others should simply go to hell. This prompts us to ask a vital question: why should the Arabs abide by the agreements they have signed with Israel, if Israel itself has shown that it does not recognise agreements? For example, Oslo and Madrid agreements have withered away as Israel shot them down and buried. Pity, the Arabs still talk about old agreements and treaties. They should, instead, adopt a tit-for-tat policy of declaring war; imposing sanctions and cancelling agreements.

Oman Time and Date Oman Government Back to Top Consultative Assembly, formed by the sultan in 1981, was replaced in 1991 by a new Consultative Council (Majlis al-Shura), whose 82 appointed members serve three-year terms, represent the wilayat (provinces) of the country, and discuss legislative matters. In 1994 women from a few consitituencies were given the right to serve on the council. In 1996 the sultan announced the establishment of the Basic Law of the State, which outlined a new system of government, placed the Consultative Council within what was named the Oman Council, and clarified the succession process; in addition, the right to serve was extended to all Omani women. A Council of State (Majlis al-Dawlah), comprising 41 members appointed by the sultan, was also created as an upper house of the Oman Council to discuss policy issues.

Oman Time and Date Oman Economy Back to Top Oman’s economy consisted mostly of agriculture, fishing, and traditional crafts such as boatmaking. Today, while Oman’s economy maintains a largely traditional sector based on agriculture, it also has a rapidly growing modern sector based on oil. Oil production in the mid-1990s accounted for almost half the country’s gross domestic product (GDP), which measures the total value of goods and services produced. In 1998 GDP was $15 billion. The government controls the oil and gas sector and therefore dominates the economy. copper mines and a smelter were opened in the early 1980s at an ancient mining site near Suhar, but production levels have diminished considerably. Chromite is also mined in small quantities. Coal deposits at Al-Kamil are being explored for potential exploitation and use, especially to generate electricity. Exploration projects that began in the mid-1980s to uncover more unassociated natural gas have proved successful, and pipelines were constructed from the gas fields at Yibal to Muscat and Suhar and to Izki. By the late 1990s, the known natural gas reserves had doubled in less than a decade. Oman's economic performance improved significantly in 2000 due largely to the upturn in oil prices. The government is moving ahead with privatization of its utilities, the development of a body of commercial law to facilitate foreign investment, and increased budgetary outlays. Oman continues to liberalize its markets and joined the World Trade Organization (WTrO) in November 2000.

    GOVERNMENT AND POLITICAL CONDITIONS
    Sultan Qaboos bin Sa'id rules with the aid of his ministers. His dynasty, the Al Sa'id, was founded about 250 years ago by Imam Ahmed bin Sa'id. The sultan is a direct descendant of the l9th century ruler, Sa'id bin Sultan, who first opened relations with the United States in 1833. The Sultanate has neither political parties nor legislature, although the bicameral representative bodies provide the government with advice.
    Oman's judicial system traditionally has been based on the Shari'athe Koranic laws and the oral teachings of the Islamic Prophet Muhammad. Traditionally, Shari'a courts fell under the jurisdiction of the Ministry of Justice, Awqaf, and Islamic Affairs. Oman's first criminal code was not enacted until 1974. The current structure of the criminal court system was established in 1984 and consists of a magistrate court in the capital and four additional magistrate courts in Sohar, Sur, Salalah, and Nizwa. In the less-populated areas and among the nomadic bedouin, tribal custom often is the law.
    Recent royal decrees have placed the entire court systemmagistrates, commercial, shari'a and civil courtsunder the control of the Ministry of Justice. An independent Office of the Public Prosecutor also has been created (formerly a part of the Royal Oman Police), and a supreme court is under formation. Regional court complexes are envisioned to house the various courts, including the courts of first instance for criminal cases and Shariah cases (family law and inheritance).

    In February 1980 Sultan Qaboos agreed, in principle, to the future use by US forces of Masirah Island, off the east coast of Oman, as an emergency military base.
    Oman and Iran established an economic co-operation committee in March 1989, and in September 1992 the two signed an agreement to increase economic co-operation and trade, particularly in the transport and shipping sectors.
    In response to the invasion of Kuwait by Iraq in August 1990, Oman, together with the other members of the GCC, gave its support to the deployment of a US-led defensive force in Saudi Arabia. The Omani Government expressed the view that the imposition of international economic sanctions would compel Iraq to withdraw from Kuwait.
    In November there was evidence that Oman had attempted to mediate in the crisis, when the Iraqi Minister of Foreign Affairs, Tareq Aziz, visited Oman (the first official Iraqi visit to a GCC state, other than Kuwait, since the Gulf crisis began).
    Oman was one of the last bastions of the Middle Ages under a reigning sultan, Said bin Taimur, who sought to isolate the country from contaminating modern influence. Muscat was still literally a walled city, its gates closed and locked at sundown.
