Soon-to-be former premier Mike Harris and the Minister of Colleges and Universities, Dianne Cunningham, have said that post-secondary education is ACCESSIBLE in Ontario. Our province already has the second highest tuition rate in Canada. Since Premier Harris took office in 1995, tuition has risen 60%. Unless you're in a graduate or professional program; those are deregulated (also thanks to the Harris Tories) and have faced much greater increases. Want an example? University of Windsor Law is deregulated, and first-year Law students this fall will have a tuition increase of 43%. The average student debt upon graduation from a four-year program is $25 000. Ontario Government Electricity Market Legislation - Dec 13, 2003 The Ontario government has announced changes to the electricity system in Ontario. Legislation passed on Dec 9th. Some of the regulations outlining details of the legislation have been released. Additional announcements related to large customers were made March 21st, but those regulations have not yet been published. Here is what is known so far. "Low Volume Consumers" price for electricity will have a price cap of 4.3 cents/kWh. Low Volume is defined as consumers who use less than 150,000 kWh per year. "Designated Consumers" will have their price capped at 4.3 cents/kWh. Designated consumers are municipalities, universities, schools, hospitals, special care facilities, apartments, condominiums and registered charities. See below for what the regulations say about Designated Consumers Businesses that use 250,000 kWh/year or less will also be eligible for the price cap of 4.3 cents. Low Volume and Designated consumers will receive a refund on commodity costs above 4.3 cents retroactive to May 1, 2002. This refund will be given whether or not a fixed price contract has been signed.

So much so, that when urban living political and bureaucratic administration reform or create policy, they often do so without understanding the full process they twiddle. When policies or programs change, many unwritten parts of a process are yanked out by less than a full understanding of impact. Such policy makers are indeed, 'out of touch'. Policy is developed in a 'downtown' setting, without the input of the operations personnel, and the constituent. In private business, this type of policy making is the core motivation that moves people to consider and install management control in the form of a union. Is that where Ontario is headed? John. R.
