he 1910 landmark perched on a bluff over the Willamette River houses one of Portland's best-kept secrets. Outside, the yard is tended by a corps of teenagers while their aging golden retriever Elmo greets visitors. Inside, the over-stuffed couches, bay windows, and lace curtains invite you into the laughter and conversation. You sense a home where people like each other—where the art over the huge mantle is charged with emotion, and the framed faces on bookshelves are exuberant and wearing graduation caps. The area rugs scattered over polished oak floors are curled from years of wear and tear. You want to step on the edges. Don't bother because at least 100 pairs of shoes will scramble over them throughout the day with an even more relentless desire: To succeed in high school. "We've been meaning to fix those," laughs Carole Smith, school director as well as student leader and friend. But Smith and her staff are too busy fixing more important things. The Open Meadow Learning Center is a private alternative high school tucked in a north Portland neighborhood. It's about as far as you can go before falling into the Willamette River. Students land there in an academic safety net after going about as far as they can go before dropping out of school—or society.

Oregon enters charter school movement
O regon became the most recent Northwest entry into the charter school movement when it passed its charter school law in 1999 after two earlier attempts failed. There are 12 official charter schools up and running, ranging in enrollment from 40 to 100 students and in location from inner-city Portland to coastal Coos Bay to rural Southern Oregon burgs Phoenix and Talent. A few are start-ups, but most are public or private schools that have been converted to charter status under the charter school bill. Here's a glimpse of their broad educational array - everything from a semi-military academy for troubled teens to a Montessori school for little kids:
  • Armadillo Technical Academy Opened this year with an enrollment capacity of 60, this school near the Shakespearean mecca of Ashland is designed to provide service learning and technology training to at-risk middle school- and high school-aged kids and home schoolers. The school boasts a strong community involvement focus.
  • Destinations Charter School This public alternative school in Coos Bay switched to charter status before the current school year. Aimed at students in grades 6-12, the 70-student school brings project-based learning to at-risk kids in an environment that connects learning to real life.

Parents in the Eugene School District may choose their children's school. The district's open enrollment policy means that any student in the district may attend any 4J school, provided there is space available. 4J schools strive to maintain an innovative, high quality educational environment. The state and the district have established educational objectives for students that every school must address. However, schools may differ in philosophy and how they meet their objectives. Every district school has been encouraged to build upon its unique strengths and to develop innovative programs to meet student needs. No matter which school you choose, your student will receive an excellent education. When choosing a school, parents should consider several things: Choices and possibilities for parents: 1) Enroll in your neighborhood school. 2) Request a transfer to another neighborhood school. 3) Apply to a 4J alternative school. 4) Apply to a public charter school within the district. NEIGHBORHOOD SCHOOL ENROLLMENT The starting point. There are many advantages to enrolling your child in your neighborhood school. Neighborhood schools emphasize developing strong educational programs that reflect the needs and interests of children and families in your area. All neighborhood schools strive to constantly improve the overall educational experience, including student performance on state tests, exposure to specialist teachers, extracurricular activities and parent and community involvement. The principal at your neighborhood school can share the school's improvement goals for the year and tell you more about each program's strengths. We suggest you start by getting to know your neighborhood school with a scheduled visit.

What is the America’s Schools Program? The America’s Schools program is an innovative approach for corporations to provide schools with discretionary funding for K-12 educational programs. The Oregon School Boards Association and the International School Licensing Corporation (ISLC) have jointly developed this program to ensure that new funding goes directly to school districts throughout Oregon. The core component of the program is the official America’s Schools Symbol, which provides schools and corporations a unifying platform they can support both philosophically and financially. How does the Program Work? Participating corporations pay sponsorship fees to display the Symbol on their products and/or marketing materials, sending the message that they support public education. When consumers, parents, teachers and students choose to purchase products and services that employ the Symbol, schools are provided discretionary revenue from participating corporations to help fund extracurricular programs. regon lawmakers last year continued a tradition of devoting ample attention to education. In an action-packed six-month session, the legislature replaced the teacher-tenure system with renewable contracts, directed the state school board to create a process to reward high-performing schools, expanded the state's alternative education act, and consideredbut didn't passa charter school law. The legislators also kept the topic of funding on the front burner, debating both whether and how to continue subsidizing schools at the same level they enjoyed before the passage of two property-tax-limitation laws. Hundreds of parents and children regularly descended on the Capitol in Salem, keeping the pressure on legislators to maintain a relatively high level of school funding. Both the governor and the speaker of the House formed task forces to study how much it would cost for a child to receive a high-quality education. One of the most dramatic policy shifts the state executed last year was in tenure reform. Lawmakers eliminated lifelong teacher tenure, which was awarded after three years of employment, and replaced it with renewable two-year contracts.
