A Waste Management Needs Assessment of

Redmond, Oregon Environmental issues now affect almost all Americans. In Oregon, for example, the Umatilla Army Depot and the Hanford Nuclear facility have been designated Superfund sites by the EPA. Solid waste from many American cities are being shipped across state lines to huge rural landfills. Yet, many rural communities are facing the closure of their landfills. The USDA Cooperative Extension Service, with its mission deeply rooted in improving the quality of life for American citizens, seems the ideal agency to help provide information and education on local waste management. In July 1992, a survey was undertaken to measure the perceptions of local Extension faculty in Oregon regarding the role of the Oregon State University (OSU) Extension Service in waste management education. A pilot survey was sent to four agents and specialists who would not be involved in the final survey. In December 1992, the survey was edited and sent to 36 local Extension faculty in Oregon. Two follow-up telephone calls were made to each survey contact in January 1993 to encourage them to return their surveys. Twenty-seven surveys (75%) were returned by the end of January 1993. Clientele Needs The results of the survey show that waste management programs are perceived by county faculty to be of medium to urgent need. However, they felt waste management education is a medium to low priority compared with other educational program needs. Oregon county faculty indicated clientele are aware and interested, but sometimes have difficulty finally adopting waste management practices. Recycling and household hazardous wastes were the two areas described by agents where citizens are in the most need of education and information.

US State Government Aid The Free Application for Federal Student Aid (FAFSA) is used to apply for most state loan, grant and scholarship programs, in addition to the federal loans and grants. When you submit the FAFSA to the US Department of Education, they forward the information on the form to the state student assistance agency. Each state has a different FAFSA submission deadline. If you submit your FAFSA by March 1, you will be in time for all state deadlines, other than Michigan. If you miss the deadline, you will be ineligible to receive state aid for the entire academic year. Procedures for applying for state prepaid tuition programs and the national guard differ from state to state. The amount of information provided on the state web sites varies from state to states. Some states provide comprehensive information about residency requirements, loan, grant, scholarship and prepaid tuition programs and other state aid programs. Others provide minimal information. Our Mission
The Homeowner Education Collaborative of Oregon was established in 1997. Our mission is to provide technical assistance and maintain a support infrastructure for home ownership educators and counselors statewide.
The program is designed around a philosophy of giving people enough information to make informed decisions for themselves about home ownership.
Homebuyer Education History
Since 1990, the number of organizations implementing a consumer education program around first time homeownership has grown dramatically in Oregon. By 1997 there were numerous organizations in the state offering some form of homebuyer education, counseling, or mortgage loss prevention counseling. However in most markets, homebuyer education classes were inconsistently available, and many were inadequate in their delivery of information in a classroom setting. Only one of these agencies had ties to a national support organization Neighborhood Reinvestment Corporation. The remaining agencies were local programs grown out of local community development organizations. Several were HUD-certified counseling agencies and received some federal funding for their programs.
Each group designed and developed their own curriculum, and the majority used volunteer instructors but didn't train them. The agencies that had paid staff accessed training through the Neighborhood Reinvestment Training Institute.
