State Requirements for Insurance Licensing
To obtain an insurance agent license in Oregon, you must:
  • Submit an application to the Department of Consumer and Business Services, Insurance Division. The application must be accompanied by: a completed fingerprint card; recent passport-type photo; and the appropriate application fee, exam fee and license fee. Complete the required education. Pass the required examination.
Allow 15 days for the Insurance Division to process your application. When your application is approved, the state will issue an exam eligibility notice . Once you have completed your course work and have received your exam eligibility notice, you may take your examination. Exams are offered each week in three locations: Lake Oswego, Eugene and LaGrande. You are usually able to schedule your exam within a week of the date you call to make your appointment. You must complete your course work and pass all your exams within 180 days of the issue date on your exam eligibility notice. No extensions of this date are allowed. If you do not complete your course work and pass your exams by that date, you must start the application process over from scratch!

School of Education faculty Ted Yerian and Isabella McQueston preside over a planning meeting where the details of a newly established department in the School, the Vocational, Adult, and Community College Division, were being addressed. The decade of the 1960s was an expansive period for the School of Education, owing in good part to the availability of significant grant funding from the federal government's Great Society programs. Projects like the Teacher Corps Internship Program channeled federal money into University education programs while attempting to interweave and address the issues of poverty and race for the benefit of education students. Records documenting the Teacher Corps Program at OSU, as well as other grant-funded projects from this era, can be found in this record group. [OSU Archives P 108:08]
Scope and Content Note
Given differences in the series designations between the paper and microfilm records in this collection, the microfilm is described separately below and in the inventory.
The paper records of the School of Education are organized into 6 series. Series I consists primarily of correspondence and memoranda relating to grant-funded research projects and programs, curriculum development, student-faculty relations, education committee work, and admission policies and programs. Series II pertains to research proposals and projects and includes budgetary materials, correspondence, annual reports, field reports, handbooks, newspaper clippings, and completed applications for grant funds. These materials are arranged in rough chronological order.

The Center for Excellence in Teaching (CET) was designed in 1998 to support professional growth of new teachers and experienced professionals in the Willamette Valley. CET has two components:
CONTINUING LICENSE PROGRAM
The Continuing License Program specifically serves new teachers in Oregon who hold an Oregon Intitial License and are working toward their Oregon Continuing License. The population includes Willamette University School of Education graduates, graduates of other Oregon teacher education porgrams, and out-of-state teachers new to Oregon. Please note that this portion of the program is only appropriate for those holding an Initial License (received after January, 1999 when the regulations changed), and not a Basic License. The Continuing License Program consists of a series of workshops that focus specifically on the ten competencies set by the Oregon Teacher stadnards and Practices Commission as required for the Continuing License. Candidates are guided through a system of self evaluation, clarification of the rules and regulations, goal setting, data gatheirng, and presentaiton of their evidence of advanced abilities in teaching. This individually guided and personalized process is an effort to support teachers new to the Oregon school system. Often the competencies set by TSPC will require that the new teacher gain advanced skills or techniques in their first few years of teaching. That provides the opportunity for the CET to offer additional workshops or course to support this professional development. This facet of the Continuing License Program blends well with the second strand of the CET program, Continuing Professional Development.

COMMERCIAL AND CHARITABLE SOLICITATIONS AND COMMERCIAL TRANSACTIONS
Introduction
(1) Definitions. As used in this rule, the following definitions apply:
(a) "Sale", "selling", or "purchasing" mean an activity which creates an activity or obligation to transfer property or services for a valuable consideration;
(b) "Commercial solicitation" means any direct and personal communication in the course of a trade or business reasonably intended to result in a sale;
(c) "Private sale" means occasional selling between persons who are campus students or employees; (d) "Commercial transactions" means selling or purchasing or both selling and purchasing by any person in the course of employment in, or in the carrying on of, a trade or business. To the extent a non-profit organization or charity is selling a tangible product or is offering a tangible product with the expectation of thereby obtaining an immediate and direct contribution, this aspect of the entity's activity shall be deemed for the purposes of this rule to be a commercial transaction; (e) "Interference standard" describes the basis on which University officials will make an activity impact judgement (i.e., extent to which an activity or proposed activity limits, impedes or makes more costly than normal the use or function of an area);

Child Care and Early Childhood Education Highlights
Key child care and early education trends in state legislation include an array of financing mechanisms, basic regulatory provisions, preschool expansions and quality improvements in the form of professional development and training for providers.
Financing
State legislatures continued to expand financing for early childhood services in several ways in the past year. At least four states ( Iowa, Kentucky, New York and Texas ) enacted laws providing grants to programs. Some states ( California, Iowa, Kentucky and Texas ) expanded funding through local means. Several states ( Illinois, Montana, Nebraska and Oregon ) created tax credits for either parents or employers to support the care and development of young children. Legislatures in two states ( California and Iowa ) directed loan funds to improve child care services. Two state legislatures (
