The conferenceappropriately titled Breaking New Ground! brought together school-based health care providers, researchers, and advocates for three days of activities in Washington, DC. "This is clearly a historic occasion," said Joy Dryfoos, a long-time leader of school-based health care. "For the first time, the entire school-based health care movement is building a strong organization with the capacity for advocacy, networking, and sharing resources." If the crowd's size and enthusiasm were any indication, the effort promises to be a major success. Conference organizers expected a turnout of 350 people, but they significantly underestimated the desire for this meeting. More than 500 attendees from 42 states and the District of Columbia flocked to Washington for the occasion. CHAPTER NINE RESOURCES Finding the resources to finance, maintain, and upgrade equipment, and to provide teacher training and technical support is universally one of the biggest hurdles that schools face when it comes to technology implementation. For many, the funds are simply unavailable via the conventional means of local tax-based school financing. Despite this fact, we found schools and districts in some of the most disadvantaged areas of the nation that have somehow managed to establish exemplary technology programs. How did they do it? In a word, they did everything . While we collected questionnaire information on a number of typical sources of funds (see below), schools provided literally dozens of interesting examples of how to approach fundraising. Some fostered and rewarded grantsmanship among their faculty; others developed alliances with community groups; and still others were able to steer traditional educational funding vehicles into more direct support of technology. Many schools identified non-monetary in-kind resources such as volunteers, bartering relationships, and corporate contributions of hardware and software. The best schools (from a resource acquisition perspective) had fairly elaborate strategies and tactics that combined all of these elements. One of the areas we focused particular attention on was how schools make effective use of Federal or state technology grant programs. This is an area where there is much opportunity for creative and effective public policy, as well as for some dreadful mistakes.

Top Stories      The initial results proved disappointing.      After its first year, the group voted to separate itself from the PTA, transforming into a parent-teacher organization.      Ms. Burns, a 47-year-old mother of three, says her fellow parents managed nicely on their own.      Independent PTOs are satisfying those concerns.      Local PTAs pay dues to the state and national group, headquartered in Chicago. In return, they receive member benefits like nationwide research resources and liability insurance for their various meetings and fund-raisers.      PTOs maintain their independence and have no official national body to call their own.      Perhaps the biggest factor in their favor, advocates say, is that funds raised by a PTO go directly to the school in question rather than being split up for various dues.      She says about a third of the money her group raised went to cover various PTA costs.

Think again. By Heather Koerner Think Parent Teacher T hey're involved in everything from back-to-school night to teacher appreciation lunches, from classroom volunteering to shelving library books. They raise money through dances, golf tournaments, cookbooks and, yes, even pig-kissing contests. They're your local PTA-Parent Teacher Association-and, to almost anyone you stop on the street, they're as American as apple pie. At least that's what Glenna Williamson thought. Williamson, a mother of three from Dodge City, Kan., was concerned about a lack of playground equipment (the district couldn't afford what many parents wanted) and safety (kids would have to cross a major thoroughfare, without a crosswalk, to get to school). What better way to address these issues than to join the PTA? So she did and eventually became president of her school's chapter. But then Williamson learned about a whole new side of the PTA-its politics.

It included various sources of resources (e.g., private versus public), various types of resources (e.g., money versus in-kind), and different types of relationships with the resource providers. In the questionnaire, we asked schools to indicate whether they were using a particular technical support approach and to rate how much the approach helped on a four-point scale. These questionnaire data are summarized in Table 9.1.
