Does state regularly conduct its own data collection? Yes. Oregon's technology plan was adopted last year and is now being revised for presentation to the state board of education this fall. Optometry
Preparation for admission to schools of optometry includes the successful completion of prescribed coursework and an acceptable score on the nationally administered Optometry Admissions Test (OAT). Enrollment is limited and admission is competitive at optometry schools, which require a bachelor's degree from an accredited institution before acceptance or at some point early in the course of professional study. The preoptometry program at Southern Oregon University is designed to prepare students for admission to the School of Optometry at Pacific University in Forest Grove, Oregon. Because requirements for other schools of optometry are similar, students may prepare for the school of their choice by slightly modifying the courses taken. Contact the Department of Biology as soon as possible for an appointment with the preoptometry advisor. Pacific University admits qualified students to their professional optometry program after they complete a minimum of 135 quarter credits, with the understanding that the bachelor's degree must be completed within two years of admission to the professional program. SOU offers a three-year course of study that prepares students for admission to the professional program at Pacific University and allows students to complete the fourth year of the bachelor's degree in biology by successfully completing the first year of the professional optometry program at Pacific University.     PORTLAND
    Electricity customers in Oregon will find a small but perhaps satisfying refund on their utility bills later this year under a $15 million settlement with energy company Williams Cos., state Attorney General Hardy Myers announced. Of the total, $8 million will go to residential and business ratepayers, $6.1 million into low-income utility assistance and energy conservation programs, and $900,000 to the state for legal fees and administrative expenses. "We are reimbursing every Oregon ratepayer for damages that can be attributed to the actions of the Williams Companies during the outrageous energy price spikes of 2000-2001," Myers said at a Salem news conference. The settlement stems from a three-state investigation into price manipulation and antitrust violations during the energy crisis of 2000-01. Attorneys general in Oregon, Washington and California launched the investigation in January 2001. The Williams deal is the first of what state officials hope will be a series of settlements with energy companies involved in the unprecedented period of jumps in wholesale prices and revelations of market manipulation. Williams was a relatively small player in Oregon, but the agreement provides leverage for further deals, Myers said.

These two subjects are not always paired. Parents, businesses, and others can work with schools in ways that do not restructure schools. And schools can restructure themselves without enlisting the help of others. But school restructuring commonly involves using the energy and ideas of people outside the schools. Indeed, many restructuring efforts work to break down the walls that separate teacher from parent, classroom from community.     What do Oregon's public schools, businesses, workforce, state parks and salmon all have in common? They all receive Lottery profits to help them prepare for the future! Prior to the current biennium (2001-03), all Lottery profits went to helping fund Oregon's K-12 schools, and to strengthening Oregon's economy. Constitutional amendments approved by Oregon voters in 1984 and 1995 earmarked Lottery profits for economic development and public education. In November 1998, 65% of Oregon voters approved another Constitutional amendment that added parks and salmon restoration to that list of allowable uses of Lottery proceeds. Since the Lottery began in 1985, over $3 billion in Lottery profits has gone to public education and economic development programs throughout Oregon. During that same time, players have won over $7.3 billion in prizes, and over $1.5 billion has been paid to Oregon businesses for services and supplies needed to operate the Lottery. The Oregon Constitution and legislative statutes govern how and where Oregon Lottery dollars are distributed, and defines what types of programs can receive Lottery funds. It also requires that the Lottery be funded entirely by its sales; no tax dollars or other public funds are used to operate the Oregon Lottery.

    Teaches Environmental Awareness
    At these ages, kids are creative, inquisitive, positive and eager to tackle the challenges posed by sustainability. We offer hands-on, interactive lessons on waste and pollution prevention, reuse, recycling, composting, and energy and water conservation. Formats vary from one-time presentations to our year-long "Green Kids" program, which meets for eight sessions and culminates in a project designed by the students.
    We also work with Central Oregon schools to incorporate sustainability into their day-to-day operations. In partnership with the statewide Oregon Green Schools program and local garbage collectors, we help schools develop and implement plans to prevent waste, compost, reuse, and recycle. Modeling conservation behavior at school reinforces our educational message to students.

    Lawmakers Consider PERS Reform
    On Thursday, January 23, Governor Kulongoski announced what he described as a set of standards that should guide reforms to the PERS system. Governor Kulongoski indicated that several current reform ideas meet his standards and emphasized that he wanted the Legislature to act quickly. In addition, he called on the Legislature to take steps that would "stop dithering about actuarial tables" and immediately implement the use of new mortality tables to establish retiree benefits.
