    WDR / Intelecon Regulatory News WDR Home Poland: Government may form TPSA competitor from Tel-Energo Poland: Government may form TPSA competitor from Tel-Energo March 11, 2002 – On Sunday, Poland’s treasury minister indicated that the government-owned telecommunications firm Tel-Energo could become a focal point for a larger holding able to successfully compete on the market currently dominated by private TPSA operator, reported Reuters. According to Wieslaw Kaczmarek, who is in charge of state assets, the fixed-line and mobile group could more effectively compete with the Polish telecommunications incumbent TPSA, which smaller rivals now accuse of monopolistic practices. Kaczmarek said, "Such a group would be built in response to the dominant market position of TPSA." He added, "Tel-Energo could become the leader of such a consolidation drive... but the actual process would have to be carried out by the operators themselves." Currently, the government’s only direct telecommunications holding is a 23 percent ownership stake in TPSA, which is controlled by France Telecom. Indirectly, however, the government maintains ownership stakes in several fixed-line operators and Poland’s second-largest mobile operator Polkomtel. Kaczmarek stated that if created, the holding should have a mobile arm and seek investors after it is formed. "It seems only logical the project would also include mobile operations and the group, in my opinion, would then need a financial or strategic partner," he said.

    Poland: Government Hands Out Eight Telecom Licenses
    21 June 2002 – According to an Interfax report, Poland’s telecom regulator announced Thursday that it had awarded eight additional telecom operator licenses, including four local licenses and four licenses for new operators to offer domestic long-distance using Poland's new prefix system. "This is the next stage of liberalisation of the telecom market, through strengthening competition and widening access to common services," Polish telecom and post regulator (URTIP) president Witold Grabos said in reference to the licenses. Two of the four successful applicants for local licenses, Netia Telekom SA and eTel Polska received concessions for the entire country. The four companies that acquired domestic long-distance licenses and the accompanying four-digit access codes are PT Centrala, Premium Internet, Dlugie Rozmowy and Szeptel. All licenses are for 25 years. These new long distance operators join a number of firms that are already competing with the country's telecom incumbent, TPSA. Among the existing domestic long distance operators are Dialog, Energis, Netia, NOM, SM-Meida and Tele2.     Poland: Government sets up intelligence information group Text of report by Polish news agency PAP October 23, 2002 Warsaw, 23 October: Government Information Community [Wspolnota Informacyjna Rzadu -WIR] which prepares reports on state security for the country's most important people, will deal with the issue of selling arms, Zbigniew Siemiatkowski, head of the organization, has said on Wednesday [23 October]. On Wednesday, WIR held its first meeting. Zbigniew Siemiatkowski, head of the [Internal] Security Agency [ABW], is the chief of the community. WIR also includes representatives of the National Security Bureau [BBN], MSZ [Foreign Affairs Ministry], MSWiA [Ministry of Internal Affairs and Administration], the prime minister's chancellery, [MON] National Defence Ministry, the economy and finance ministries, ABW and Military Intelligence Service [WSI]. "For the first time in Poland a body was set up which is responsible for intelligence information," Siemiatkowski told journalists after the meeting. He stressed that during WIR's meetings, information provided by the ABW and other operational services would be "put together" with information from ministries which do not carry out operational work. After comparing and analysing this information, it will be consolidated and submitted, most of all, to the president, Speakers of Sejm [lower house of parliament] and Senate and to the prime minister. Replying to journalist's questions, Siemiatkowski said that during meetings, which will always be held behind closed doors, WIR would also deal with the issue of the so-called special trade, that is, among other things, arms sale. On Tuesday, Rzeczpospolita [daily] published an article about an alleged participation of the WSI in illegal arms trade. Siemiatkowski said that WIR would, among other things, find ways of selling arms "which will not threaten Poland's international obligations". He did not disclose any details. The idea of setting up WIR emerged during work on the reform of the special services. The authors of the reform, politicians of the SLD [Democratic Left Alliance], stressed repeatedly, that WIR was to prevent a situation, in which reports, often contradictory, from various services reach the authorities' representatives.
