    NII in danger of losing licence By Bindu Shajan Perappadan NEW DELHI OCT. 26. Known the world over as India's foremost research institute, the National Institute of Immunology (NII) is faced with the danger of losing its licence to carry out experiments on primates. This follows a report submitted by the three-member Committee for the Purpose of Control and Supervision of Experiments on Animals (CPCSEA) that raided the institute on September 28, bringing to light the pitiable condition of the primate house there. The CPCSEA today recommended to the Animal Welfare Division that the NII licence to experiment on primates should be cancelled stating that the monkeys housed there were underfed, tuberculosis infected and were subjected to needless physical trauma. CPCSEA is a statutory body constituted under Section 16 of the Prevention of Cruelty to Animals Act, 1960, for the purpose of controlling and supervising experiments on animals. But while the licence of NII may or may not be revoked, the institute, which conducts fundamental research in the area of immunology and molecular biology, will now have to wade through some turbulent waters to keep afloat.

    21 years to plan a building for ICMR By P.Sunderarajan NEW DELHI MARCH 30. How long does it take to prepare a blueprint for a building? The Institute of Research in Reproduction, a unit of the Indian Council of Medical Research (ICMR) in Mumbai, has been working on one for the past 21 years and is yet to come up with a final draft. The undue delay has been brought out in the latest report of the Comptroller and Auditor-General (CAG) of India. According to the CAG, the delay has been mainly on account of the institute management's indecisiveness on the kind of building to be constructed. When the land was acquired in 1980, the objective was to develop it as a centre for breeding primates (monkeys) for the much-needed research on drugs in the area of reproduction science. But, even as the authorities started on preliminary works such as construction of internal roads, ICMR threw a spanner in the works.
