Toward a Higher Level of Specialized Knowledge
Due to the advancement of the borderless age of organizations, systems, and values, modern society is demanding higher and higher levels of quality human resources, especially with its rapid growth of information and higher expectations. The emergence of a lifelong learning society, along with a myriad of societal problems, and the complexities and high expectations within the spheres of education and industry, the cultivation of capable persons who possess high levels of specialized knowledge and qualifications, as well as basic education, has become essential. In order to respond to these societal demands, in the year 2000, the Graduate School of Education and Human Development established and implemented a new program for the cultivation of advanced professionals with expertise in their field. The Advanced Specialized Professional Training program consists of the three courses of lifelong learning, human psychology, and counseling and psychotherapy, each of which provides opportunities for acquiring theoretical, practical and specialized education for full-time students, as well as for people who work full-time during the day. This program produces leaders with specialized talent and skills, who can function effectively within various kinds educational and learning institutions, in corporations in the business world, as well as in the clinical setting. A Masters degree is awarded upon completion of this program.

Higher education is available in national, provincial and private universities; professional and technical institutions; and teacher-training colleges. Access is based on the bachillerato (secondary school-leaving certificate), which is awarded after 12 years of primary and secondary education. At university level, the first one to two years are often devoted to basic subjects and the total program usually lasts five or six years. This leads to a licenciatura or to a professional title. Some private universities award a bachillerato universitario or bachillerato superior after four years. The master's degree is granted after two more years of study in certain universities. The doctorado , the highest degree, is usually awarded two to three years after the licenciatura , upon submission of a thesis. Jackson State is a historically black, public university founded in 1877. As Mississippi's only urban university, Jackson State has a special commitment to the development and progress of the city of Jackson. Washington, D.C. 20002-4242 Dear Ms. Zlotlow: I am writing to express the Department's deep concern over the American Psychological Association's (APA) proposal to eliminate "Footnote 4" from its accreditation standards for psychology programs. In addition, the Nation has long benefited greatly from the many contributions made by America's numerous religious colleges. We believe these colleges play a very important role in higher education generally, and in ensuring a diverse array of educational and career opportunities for all students. Footnote 4 recognizes this important educational role served by psychology departments at religious colleges and allows them to be judged pursuant to the APA's criteria, while retaining their ability to administer their admissions and hiring policies in keeping with their religious tenets. If the APA were to remove Footnote 4 from its accreditation standards, it would be acting inconsistently with this long tradition of ensuring and protecting religious liberty. Specifically, over the past several years, Footnote 4 has made clear that religious institutions will be exempt from diversity requirements that interfere with a religious institution's right to define its religious character and teachings. Without Footnote 4, a religious institution seeking APA accreditation of its psychology programs would be

(1) Pupil Guidance in Japan
a. Scope of Pupil Guidance
Pupil guidance is one of the important functions whereby a school achieves its educational objectives. Its aim is to improve the pupils' social traits and behavior as well as to develop the personality, character and ability of individual pupils. It is designed for the better development of individual pupils rather than specifically to prevent problem children or delinquents. It should result in making school life meaningful both to individual pupils and to groups such as classes, grades and the whole school. It covers educational, personal, social, moral, vocational and health guidance among others and is usually provided for each of these areas separately, but for the better development of the pupil's personality, all of these areas of guidance should be conducted in a comprehensive manner. Each school must have teachers specifically responsible for pupil guidance, vocational guidance, and health guidance. The Five-Year Plan started in 1969requires that lower secondary schools with eighteen or more classes be given favorable consideration in terms of the number of teachers, in light of the load of teachers responsible for pupil guidance. The central government has been conducting lecture courses on pupil guidance, training courses for lower secondary school counselors, and courses on vocational guidance to upgrade the competence and skills of teachers responsible for guidance.

The decision-maker may perceive a wide range of options or the existence of very few. Most people struggle with career decision-making because they hope that their jobs will satisfy many different needs. They want to earn a living, to enjoy their work, to have opportunities for creative expression, to experience competence and success, to further their career development and provide some sense of financial security for themselves and their significant others. All of these wishes and the choices related to fulfillment occur in a context that offers unique challenges and advantages to each decision-maker. Career and vocational counselors help people make career decisions. They evaluate educational background, prior work experience, interests, aptitudes, and personality characteristics to help people discover and obtain meaningful work. Career and vocational counselors assist people in a variety of life situations, from the high school or college student who is seeking a first career to the skilled professional who wants to make a career change. Career and vocational counselors may work with the newly unemployed or persons transitioning from welfare to work. T he Harris County Psychiatric Center plays an important role as a teaching facility for The University of Texas-Houston Medical School. Each year, under the direction of HCPC's medical or mental health professional staff, more than 500 students from UT-Houston and other local institutions of higher learning receive, in a hospital setting, practical experience in the fields of medicine, psychiatry, psychology, nursing, pharmacology, social services and activity therapy. Medical students, psychiatry residents, family practice residents and child psychiatry residents complete clinical rotations at HCPC as part of their professional training at the UT-Houston Medical School. The Department of Education offers an undergraduate major and minor in Educational Studies for persons interested in the study of educational processes and institutions. The major entails 24 hours of study, while the minor requires 15 hours of advanced study in an area of concentration. The Educational Studies major and minor do not lead to teacher certification. The Educational Studies program is appropriate for social science majors who want to enhance their understanding of the application of systematic knowledge to questions of social educational policy; for students who plan careers in fields where they might deal with issues related to individuals and educational institutions; and for students interested in a broad introduction to educational issues they have confronted as students as well as those they will confront as citizens and parents. Career Possibilities Many occupationsranging from social worker to psychologist to physicianinclude a concern for education. Students interested in such education-related occupations should consider the possibility of an Educational Studies major or minor. Many of our graduates go on to complete graduate or professional programs in educational policy, educational research, psychology, social work, journalism, non-profit organizations, and law.
