...Reviewed by Pieter Wessels
Commonwealth Journalists' Association, Australia
This is a compilation of mostly well-researched and referenced articles on public service broadcasting in Asia and is crucial to any understanding of what is happening in the region. It covers Pakistan to the Philippines, Japan to Indonesia and most places in between. More importantly, it puts into print much of what has been said about public service broadcasting in recent years.
The biggest concern is the comparison with commercial broadcasting, followed by worries about where public service broadcasting will go in the new digital media age. These concerns led to this book, says AMIC Secretary- General Vijay Menon in his introduction. He concludes that the developing rural economies of Asia still need public service broadcasting and, because they need it, public service broadcasting is not likely to die out in Asia.

The presenters clearly feel strongly about the crimes featured on the programme, and DO plead for your help in catching the perpotrators of these deeds. This was most apparent when veteran journalist and and Crimewatch presenter Nick Ross reported on the murder of Jill dando, his long-time colleague and friend. Over a year later and her killer has still not been found.

Richard Eyre: "BBC must forget about chasing audience share."
Public service broadcasting has only a limited shelf life and "will soon be dead", ITV chief Richard Eyre has said. Mr Eyre said the BBC should concentrate on "public interest" broadcasting instead. Speaking at the annual MacTaggart lecture at the Edinburgh International Television Festival, he said that with the increasing number of new channels it would be impossible to continue with the present system of TV regulation. Mr Eyre said regulators will be unable to keep up with broadcasting sources
"Public service broadcasting will soon be dead because it relies on regulators who will, in time, no longer be able to do a comprehensive job, because the vast number of sources of broadcast information will be impossible to monitor." Mr Eyre said the idea of educating viewers as a public service was one "that belongs to yesterday".

Public Service Broadcasting: No End to the Misunderstandings?
In Western Europe, public service broadcasting continues to be the subject of public debate. Of itself this is healthy and positive. After all, public service broadcasting is broadcasting made for the public, financed by the public and controlled by representatives of the public. The public (which is the entire population of the country or region which the public broadcaster is responsible for serving) therefore has a legitimate interest in discussing such fundamental issues as the role of public broadcasting in today's audiovisual environment, its place in the "information society" and the most appropriate method of funding it. Parallel to this, but seemingly in a different world, there are political declarations and statements on public service broadcasting which present an entirely different picture. Three years later, the 5th European Ministerial Conference on Mass Media Policy (Thessaloniki, 11.–12. 12. 1997) expressly reaffirmed the content and the importance of the Prague Resolution, "stressing the continuing importance of public service broadcasting, as an essential factor of pluralistic communication accessible to everyone and hence of social cohesion, in this new environment" (viz. in the information society). Similar language to that employed in the Prague Resolution was used by the European Parliament in its Resolution on the role of public service television in a multimedia society (19. 9. 1996). Public service broadcasters themselves could hardly have drafted a more forceful document in support of their own cause.

Regionalism central to public service broadcasting
ITC CHIEF EXECUTIVE'S SPEECH
A commitment to regional programming would be central to any new settlement for public service broadcasting, Patricia Hodgson, Chief Executive of the Independent Television Commission (ITC) said today (Wednesday, 7 November). The ITC is currently in discussion with ITV about a Charter for Nations and Regions which would simplify current regulation while “buttressing the underlying investment commitment”, she told a Royal Television Society dinner in Newcastle. Diversity was one of the keys to British broadcasting success, she said in her keynote speech, The Future of Communications: From Global to Local. “Programming and production from the nations and regions are an important part of the television landscape, and the regional character of ITV is a critical distinguishing feature of the channel. “Each ITV licensee must provide high quality regional news and current affairs, and a diverse range of other programmes designed to reflect life within the nations and regions.” Patricia Hodgson cited recent ITC research, undertaken in Leeds, which revealed that more than 90 per cent of a cross-section of viewers watched regional news. The next highest score, in terms of interest, was factual programmes, watched by half the panel.

The Evolution of Public Service Radio Broadcasting in Greece: From Authoritarianism to Anarchy and Irrelevance
Thimios Zaharopoulos Washburn University Washburn, Kansas
Introduction
The development of radio in Greece was influenced by the public service model established earlier in other European nations. However, as a social institution radio could not escape the socio-cultural environment in which it operates. The Greek political and economic environment in the twentieth century was greatly shaped by wars, occupation, earthquakes, dictatorships and the resulting poor economic conditions. As such, Greek public service radio had a terrific challenge in trying to reach its goals. For some observers it came close to providing a public service to the Greek people, but for others its fate was predetermined by the socio-cultural conditions of the nation, and thus could never succeed. In either case, the development of public service radio in Greece parallels the development of Greece in the 20 th Century.
