Courtesy Embassy of Qatar, Washington The 1970 provisional constitution (sometimes called the basic law) declares Qatar a sovereign Arab, Islamic state and vests sovereignty in the state. In fact, sovereignty is held by the amir, but, although he is supreme in relation to any other individual or institution, in practice his rule is not absolute. The constitution also provides for a partially elected consultative assembly, the Advisory Council. The first council's twenty members were selected from representatives chosen by limited suffrage. The size of the council was increased to thirty members in 1975. Among the council's constitutional prerogatives is the right to debate legislation drafted by the Council of Ministers before it is ratified and promulgated. The amir is also obliged to rule in accordance with Islamic precepts, which include fairness, honesty, generosity, and mutual respect. Islamic religious and ethical values are applicable to both the ruler's personal life and his rule. Thus, the ruler must retain the support of the religious community, which often asserts itself in such areas as media censorship, education regulations, and the status of women.

Foreign policy efforts channeled through Gulf Cooperation Council and other organizations, such as Organization of Arab Petroleum Exporting Countries, Organization of the Petroleum Exporting Countries, and Organization of the Islamic Conference.     The State of Qatar, is a Sovereign and independent state ruled by the Al-Thani since the 19 th Century. The arrival of the Al-Thani goes back to the eighteenth century. The name of Al-Thani is derived from that of the family’s ancestor Thani Bin Mohamad, the father of Mohamad Bin Thani who was the first Sheikh to rule over the Qatari peninsula during the mid of the 19 th Century. The family is a branch of the ancient Arab tribe, the bani Tameem. The present Emir, His Highness Sheikh Hamad Bin Khalifa Al Thani, who was born in 1950, is the eighth member of the family to have ruled the country. He assumed power on June 27 th 1995, after years as apparent and Defence Minister, a period during which he was increasingly involved in running the state affairs.

    Photo courtesy of Tom Weeks. The State of Qatar is a small, oil-rich peninsula projecting northward from the east coast of the Arabian Peninsula into the Arabian Gulf. With substantial oil and natural gas reserves, Qatar is one of the wealthiest states in the region and has developed high quality health care and education systems. The capital city of Doha lies on the east coast of the peninsula and features a wide mixture of modern and traditional Arabic architecture. Almost 90 percent of Qatar's population lives in Doha and its surrounding suburbs. The Wahhabi sect of Sunni Islam is the predominant religion. Photo courtesy of Tom Weeks. Only 20 percent of the nation's population is native to Qatar, as a large number of expatriates from India, Pakistan, Iran, North Africa, and various Western nations live and work in the country. Qatar's official language is Arabic, although Urdu and English are widely spoken, especially among the foreign community. Education in Qatar is free from the primary to the university level.

During the late 1980s and early 1990s, the Qatari economy was crippled by a continuous siphoning off of petroleum revenues by the amir who had ruled the country since 1972. He was overthrown by his son, the current Amir HAMAD bin Khalifa Al Thani, in a bloodless coup in 1995. In 2001, Qatar resolved its longstanding border disputes with both Bahrain and Saudi Arabia. Oil and natural gas revenues enable Qatar to have a per capita income not far below the leading industrial countries of Western Europe.

    Since Independence the monarchy has ruled Qatar with the advice of the Council of Ministers and after consultation with the Advisory Council.The Council of Ministers, the Cabinet, is responsible for proposing draft laws and decrees and supervising the administration of the government. The Advisory Council, also known as the Majlis Al-Shura, has 35 members responsible for debating the issues referred to it by the Cabinet and reviewing draft laws prior to their ratification by the Emir. Member of the Advisory Council are nominated so as to represent all sections of Qatari society and the different regions of the country. Democratization:
    In his attempts to democratize the country, after his accession HH Shiekh Hammad Bin Khalifa Al Thani formed a committee to draft a revised constitution, from that written in 1971, aimed particularly to include provisions for the establishment of an elected parliament. A first and powerful step in the process was taken in 1999 with the first ever election in the country for twenty-nine candidates to sit on the newly formed Municipal Council Board.

    History:
    Sheikh Hamad appointed a new government with one of his sons as deputy and heir apparent and his brother as chief minister. A woman was appointed to a ministerial post (Under-Secretary for Education and Culture) for the first time. Since then, the Emir has embarked on a very gradual process of democratisation; municipal elections were held for the first time in 1999, and plans are in hand for an elected national parliament.
    Government: The Al-Thani family rules Qatar as an absolute monarchy without an independent legislature or political parties. Executive power is partially devolved to a Council of Ministers appointed by the Emir who is both head of state and prime minister. An advisory council with 30 appointees was created in 1972. There is an advisory council with limited powers to request information from the government and debate forthcoming legislation (but not to change or block it). The Emir plans a gradual process of democratisation (see above).

    Executive and Legislature
    Qatar is an absolute monarchy. The amir is head of state. He appoints the cabinet, and occupies the office of prime minister. There is a 30-member advisory council. Qatar has no legislature or political parties.
    Justice
    The system is based on Islamic law. Sharia courts are used for personal matters. The amir has large discretionary rights by which he virtually controls the legal structure. There is a limited number of civil codes. There is a Court of Appeal, Labour Court, Lower Court, Lower and Higher Criminal Courts and Civil Court. The death penalty is nominally in force.

    On a bright November day, reporter Anthony Lewis was waiting outside Jersey's Royal Court in St Helier, ready to cover a seemingly routine case of a frozen bank account. It should have been a quiet morning. What Lewis didn't know was that this case would feature some of the most powerful people in the world, from London to the Persian Gulf, involving the international arms industry and the war against terror. As Lewis patiently stood on the court steps with the paper's photographer, a limousine pulled up. Out stepped a well-dressed man with Arab features. Lewis approached the car to speak to the mysterious figure, but the man panicked and hid his face from the camera. He then dashed for the court and was smuggled in by the door normally used by prisoners.     Qatar is largely barren and agriculture is minimal. Water is scarce. Once a nomadic society, Qatar now has little rural population. About 40% of the inhabitants are Sunni Arabs of the Wahhabi sect of Islam. Other ethnicities include Pakistanis, Indians, Iranians, and Palestinians. Less than one fifth of the population are native Qataris; most of the workers associated with the important oil and gas industries are foreigners. Arabic is the official language, although English is widely used. Qatar is a traditional monarchy. A provisional constitution enacted in 1972 called for elections to the 35-seat advisory council (Shura), but none have been held; council members continue to be appointed by the ruling family. Qatar is a member of the Arab League, the United Nations, and the Organization of Petroleum Exporting Countries (OPEC). Sections in this article:
