The area occupied by Qatar has been settled since the Stone Age. After the rise of Islam in the 7th cent. A.D. it became part of the Arab caliphate, and later of the Ottoman Empire. In the late 18th cent. it became subject to Wahhabis from the region of present-day Saudi Arabia; they were later supplanted by the Al Thani dynasty. During the Turkish occupation from 1871 to 1913, senior members of the Al Thani family were named deputy governors; subsequently, Qatar became a British protectorate, with Abdullah bin Jassim al-Thani recognized as sheikh.
In 1971, Qatar became independent of Great Britain. In 1972 the reigning sheikh, Ahmad ibn Ali al-Thani, was deposed by his cousin Khalifa ibn Hamad al-Thani. He in turn was deposed in June, 1995, by his son and heir, Hamad bin Khalifa al-Thani, who as crown prince was credited with having launched a major industrial modernization program. In 1981, Qatar joined neighbouring countries in the formation of the Gulf Cooperation Council (GCC) to strengthen economic relations among the participating nations. The country’s stability was threatened by the Iran-Iraq War throughout the 1980s.
Territorial disputes with Bahrain over the Hawar Islands and gas fields in the separating sea erupted in 1986. During the Gulf War (1991), international coalition forces were deployed on Qatari soil. Palestinians were expelled from Qatar in retaliation for the pro-Iraqi stance of the Palestine Liberation Organization (PLO), but since the war relations with the Palestinians have returned to normal. After the Gulf War, Iraq was still regarded as a threat to Qatar’s oil interests; Qatar signed a defense pact with the United States but also restored relations with Iraq.

(New York, January 20, 2001) The upcoming meeting of the World Trade Organization should not be held in the Persian Gulf state of Qatar, Human Rights Watch said today. "The WTO can't avoid public protests by holding a meeting in a country that doesn't allow public protest. That would send the signal that it's okay to build the global economy on a foundation of repression exactly the opposite of the message the WTO should be pronouncing." Kenneth Roth

Legislation The rights of persons with disabilities are protected by general legislation. The judicial mechanism available to protect the rights of persons with disabilities is recourse procedure by a special agency dealing with anti-discrimination issues.
The general legislation applies to persons with different disabilities only with respect to the right of parenthood/family. The following benefits are guaranteed by law to persons with disabilities: health and medical care, training, rehabilitation and counselling.
No new legislation concerning disability has been enacted since the adoption of the Rules.
Accessibility There are rules to ensure accessibility of the build environment requiring that public places, the outdoor environment, and housing are made accessible. Accessibility in the build environment is observed by a national authority and the organizers/providers of the services. The following measures have been promoted to facilitate accessibility: marking parking areas, installing automatic doors, lifts and accessible toilets, provision of specially adapted motor vehicles. Special transport arrangements are very limited and they are available only for education. When planning to build accessible environments the most difficult obstacles are lack of legislation and regulations, lack of planning and design-capacity. There is no disability awareness component incorporated in the training of planners, architects and construction engineers.

International Religious Freedom Report
Released by the Bureau of Democracy, Human Rights, and Labor
The Constitution provides no explicit protection for freedom of religion and the Government continues to prohibit public worship by non-Muslims; however, it permits private religious services by people of the book (Christians and Jews). The official state religion follows the conservative Wahhabi tradition of the Hanbali school of Islam. The status of respect for religious freedom improved somewhat during the period covered by this report due to the Government's action in allowing more visibility for the Christian community and by announcing its intention to organize a conference bringing together representatives of Islam, Christianity and other religions in order to promote dialog among religions. Non-Muslims may not proselytize, and the Government formally prohibits the publication, importation, and distribution of non-Islamic religious books and materials. However, in practice, individuals generally are not prevented from importing Bibles and other religious items for personal use. There are no Shi’a employed in senior national security positions. There are generally amicable relations among persons of differing religious beliefs; however, many Muslims oppose the construction of permanent Christian churches.
