ABSTRACT This paper surveys the state of historical writing on twentieth-century Quebec economic history. It notes the marked absence of historians in this field and proposes some socioeconomic explanations for this situation.
Jean Hamelin died in May 1998, a few days before volume XIV of the Dictionary of Canadian Biography (Hamelin and Roby 1971) and hired me as a research assistant to do some preliminary work for a twentieth-century sequel. Hamelin was deeply concerned with the training and job placement of young historians. He encouraged me to pursue studies in economics and history and was responsible for my obtaining a graduate assistantship to Michigan State University. He also had a hand in my getting my first university job at Sir George Williams in 1968. He helped a number of other students in my cohort at Laval get started in the profession. His historiographical influence is no doubt less well known in English-speaking Canada than in Quebec, and I would like to dedicate this paper to his memory, in the hope that this will change somewhat. The first version of this paper was given at a conference in his honour in 1994 and was later published in the conference proceedings (Roby and Voisine 1996). The organizers of the 1994 conference defined a number of broad conference themes reflective of Hamelin's professional and scholarly interests. Hamelin had published in political and economic history, in labour history, in the history of the press, in religious history, and was later to publish a controversial history of Laval University (Hamelin 1995).

Government Quebec: History and People History Amerindians of the Algonquin and Iroquois nations and language groups lived in the woodlands and river valleys of Québec. The northern part of the province was, and still is, inhabited by Inuit. The watershed of the mighty 'Canada River' (the Saint Lawrence) had been a rich homeland to agricultural and foraging peoples who lived in fortified towns along its banks for thousands of years prior to the arrival of the French 'explorer' Jacques Cartier in 1534 The early French era was characterized by a thriving fur trade, a struggle for survival and relatively friendly relations with the Aboriginal people north of the St. Lawrence. It was also characterized by an ongoing rivalry between the French and the Iroquoian people to the south. At this time France was also involved in worldwide rivalry with Britain and the other colonial powers. Founded in 1608, Québec City became the capital of New France. During the French regime, the fortified city was an important centre of trade and development. Today it is regarded as the cradle of French civilization in America and was named a World Heritage City by UNESCO in 1985.

    Andre Pepin (b about 1605) was a merchant. He and his wife, Jeanne Chevalier, lived in Bourville, Le Havre in the diocese of Rouen, Normandy, France.
    Their son:
    Antoine Pepin dit Lachance, b1636, progenitor - arrived in Quebec in 1655, married Marie Teste (daughter of Jean Testu and Jeanne Talonneau) in 1659 and lived in Isle d'Orleans. He died in 1703. He got himself involved in one of the first lawsuits in Canada. . . . on 9 February 1664, a judgment from the Sovereign Council of New France mentions a lawsuit by Louis Couillard de L'Espinay against Jacques Billaudeau and his neighbor Antoine Pepin dit Lachance. The plaintiff asked that the defendants be ordered to return to him a moose which they had "taken" and that Claude Guyon, his partner, had actually killed. According to Couillard, Billaudeau and Pepin had taken and removed the carcass. Jacques admitted that he had indeed "taken" a moose in the woods; he drove it down to the bank where Guyon got a shot at it. As for himself, he was content with the head, but he did not understand what the plaintiff meant when he stated that he only made his accusation the next day. In the end, the Council decided to send the parties out of court and to settle the suit without costs. From

    G ET I N T OUCH W ITH F RENCH C ANADA'S P ERSPECTIVE In 1995, Geoffrey Simpson in a column in the called the unity crisis the "world's most boring debate." Early in 1996, he retracted the statement. The perspective underlying his statement typifies English Canadian blindness to the viewpoint of French Canadians inside and outside Québec. It is paramount that Canadians who wish Canada to continue as a country come to understand the different perspectives in the unity debate. It is easy for English Canadians to muster up an arsenal of reasons why Québec should not separate. But the threat imminently looms with us still. The more difficult task is to take a look at the other side of the debate. The powers are only the end-game. What citizens concerned about Canadian unity must understand is what underlies the strategy of the separatists, for it is shared by a vast majority of French Canadians. The real challenge and one that each English Canadian must meet is for English Canadians to understand clearly the perspective of French Canadians. F ACTORS U NDERLYING T HE P ERSPECTIVE The perspective of French Canadians lies in two factors: 1) the French language and its preservation 2) the French Canadian culture and its protection A minority in Canada and North America, French Canadians have always feared assimilation. It is a natural impulse, and it flavours many aspects of their society. The perspective, and the fear, manifests itself in a view of Canadian history that is distinctly different from that which English Canadians learn.

    HAVING returned to France after a stay of three years in New France, I proceeded to Sieur de Monts, and related to him the principal events of which I had been a witness since his departure, and gave him the map and plan of the most remarkable coasts and harbors there. Some time afterward Sieur de Monts determined to continue his undertaking, and complete the exploration of the interior along the great river St. Lawrence, where I had been by order of the late King Henry the Great in the year 1603, for a distance of some hundred and eighty leagues, commencing in latitude 48 E 40', that is, at Gaspé, at the entrance of the river, as far as the great fall, which is in latitude 45 E and some minutes, where our exploration ended, and where boats could not pass as we then thought, since we had not made a careful examination of it as we have since done. Now, after Sieur de Monts had conferred with me several times in regard to his purposes concerning the exploration, he resolved to continue so noble and meritorious an undertaking, notwithstanding the hardships and labors of the past. He honored me with his lieutenancy for the voyage; and, in order to carry out his purpose, he had two vessels equipped, one commanded by Pont Gravé, who was commissioned to trade with the savages of the country and bring back the vessels, while I was to winter in the country.
