RECOGNIZED POLITICAL PARTIES IN ALASKA

A Recognized Political Party is an organized group of voters that represents a political program and either nominated a candidate for Governor who received at least 3% of the total votes cast for Governor at the preceding General Election or has registered voters equal to 3% of the votes cast for Governor in the last election (6,945 needed until the 2004 General Election). Candidates of a Recognized Political party file a Declaration of Candidacy. Until it qualifies as a recognized political party under this definition, an independent Political Group may field candidates for statewide and district-wide offices only by filing nominating petitions as required by AS 15.25.140 - 15.25.205. DEFINITIONS
Limited Political Party:
AS 15.30.025 and 15.60.012(12) - A Limited Political Party is a political group which organizes for the purpose of selecting candidates for electors for President and Vice President of the United States. To qualify for this status, a Limited Political Party petition is submitted to the Division of Elections and must be signed by 2,878 registered voters to qualify for the presidential election in 2004. A Limited Political Party ceases to be recognized in the State of Alaska if its presidential candidate fails to receive at least 3% of the votes cast for President.
Recognized Political Party: AS 15.60.010(20) - A Recognized Political Party is an organized group of voters that represents a political program and either nominated a candidate for Governor who received at least three percent of the total votes cast for Governor at the preceding General Election or has registered voters equal to at least 3% of the votes cast for Governor in the last election. Until it qualifies as a political party under this definition, an independent political group may field candidates for statewide and district-wide offices only by filing nominating petitions as required by AS 15.25.140 - 15.25.205.

Case Name: Colorado Republican Federal Campaign Committee v. Federal Election Commission, 116 S. Ct. 2309 (1996) Date Decided: June 26, 1996 Issue: Freedom of Speech Whether campaign spending limits constitutionally can be applied against a state committee of a political party whose spending was not coordinated with a candidate. Vote: No, 7-2 Facts: The Federal Election Campaign Act of 1971, 2 U.S.C. § 431 et seq., imposes limits on contributions to candidates for federal office. The Act, for example, provides that individuals may contribute no more than $1,000 to any candidate with respect to any election. 2 U.S.C. § 441a. The Act similarly provides that multicandidate political committees may contribute no more than $5,000 to any candidate. Expenditures that are made by a person or committee in cooperation with a candidate are deemed to be contributions under the Act. Political committee expenditures are also deemed to be contributions attributable to a particular candidate if the expenditures create a communication that refers to a clearly identified candidate and contains an electioneering message. In early 1986, the Colorado Republican Federal Campaign Committee sponsored radio advertisements critical of then-Representative Tim Wirth, a Democrat seeking his party's nomination for the U.S. Senate. At the time that the advertisement was broadcast, the Republican Party had not yet nominated a candidate for the Senate seat. After the Colorado Democratic Party filed an administrative complaint under the Act, the Federal Election Commission determined that the expenditure for the advertisement was a coordinated party expenditure subject to the limitations of the Act.
