February 20: On CNN's "Larry King Live," Perot says he would run for president if supporters can get his name on all 50 state ballots. March 18: Speaks at the National Press Club and says he will run on an independent ticket if supporters put his name on the ballot of all 50 states. March 30: Names retired Vice Admiral James Stockdale as his "provisional" running mate. April 28: A Washington Post/ABC News poll finds Bush at 36%, Clinton at 31% and Perot 30%. The poll is deemed especially significant because it is the first one that puts Perot within striking distance of the major party candidates. May 29: Says on "20/20" he would not have any homosexuals in his cabinet and would not reverse the ban on gays in the military. Gay and lesbian activists actively protest Perot's candidacy at events throughout 1992. June 3: Hires veteran Republican political consultant Ed Rollins and veteran Democratic political consultant Hamilton Jordan. June 21: Media reports link Perot to the ordering of several private investigations of George Bush in the 1980s.

POLITICAL PARTIES
A political party is an organized group of voters that wants to influence government by electing its own candidates to public office. To form a political party in Maryland, a group of voters must file a valid petition in a timely manner with the State Board of Elections . To retain party status, however, either the party's candidate must poll 1% of the entire vote in the next general election, or at least 1% of the State's registered voters must be affiliated with the party by year's end (Code 1957, Art. 33, sec. 4-103). In Maryland, provisions for recognition of political parties by the State Board of Elections are established by law. They are found in the Annotated Code of Maryland (Code 1957, Art. 33, secs. 4-101 through 4-103). As of August 2002, six political parties were so recognized: the Constitution Party, the Democratic Party, the Green Party, the Libertarian Party, the Reform Party, and the Republican Party.
STATE CENTRAL COMMITTEES
Each political party in Maryland functions under its own constitution and bylaws, and is governed by a state central committee (Code 1957, Art. 33, secs. 4-201 through 4-205). Today, the state central committee is composed of the members of the party's local central committees for the counties and Baltimore City.

For Immediate Release: Contact: Ian Stirton April 9, 1999 Ron Harris Sharon Snyder Kelly Huff FEC REPORTS ON POLITICAL PARTY ACTIVITY FOR 1997-98 From January 1, 1997, through December 31, 1998, national, state and local Republican party committees reported federal (hard dollar) receipts of $285 million and disbursements of $275.9 million. This is a 17% increase in fundraising and a 19% increase in spending when compared to the same period in the last mid-term election of 1993-94. Democratic committees raised $160 million and spent $155.3 million during 1997-98, an increase of 20% in receipts and 18% in disbursements when compared to 1993-94. Regarding federal candidate support, Republican committees contributed $2.6 million directly to candidates and spent $15.7 million in coordinated expenditures* on behalf of candidates. Democratic committees contributed $1.2 million in direct contributions and reported $18.6 million in coordinated expenditures. Coordinated expenditures by both parties declined overall in this cycle, and there were also significant shifts in this spending away from House and Senate Campaign Committees toward state parties and, for Democrats, the Democratic National Committee. Democrats also reported $1.5 million in independent expenditures while Republicans reported only $263,646.

Political Parties
Political parties are not provided for in the United States Constitution. They are therefore not official government bodies and consequently receive limited government funding and regulation. In fact, the declaration of the existence of a political party by one individual voter can not reasonably be refuted. The United States is generally a two-party system more by convention than by design; beyond the apportionment of congressional seats by state, the Constitution does not provide for the division of state's House delegations into single-seat districts. The provision of separate election cycles for U.S. Senators, however, does effectively create a single-seat system for that body. Nevertheless, throughout United States history third parties have achieved limited and temporary successes.

NOMINATION OF CANDIDATES BY POLITICAL PARTY
Primaries to nominate candidates for the November general election are conducted by the State and county election commissions. Conventions are conducted by the parties. Candidates file with their respective political party. The filing fee is one percent of the total salary for the term of that office or $100.00, whichever is greater. Certified parties in South Carolina are the Democratic Libertarian United Citizens Reform Republican Constitution and the Natural Law parties. The Democratic-Republican Party, under Thomas Jefferson , was the successor to the Antifederalists , opponents of a strong federal government. Their views were in opposition to those of Alexander Hamilton and the Federalist Party . In practice, after gaining power, they supported strong federal policies. The party remained in power through the administrations of Thomas Jefferson James Madison James Monroe .
