U.S. Department of Education Announces $11. 7 Million in Support for Parent Education Resource Centers in 19 States
U.S. Secretary of Education Rod Paige today announced that nonprofit organizations working with school districts in 19 states will receive a total of $11.7 million to set up local parent information and resource centers in communities across the nation. "If we are to leave no child behind and offer each child a high-quality education, parents must be actively involved in their child's learning," Paige said. "We know that early childhood learning activities can help to close the achievement gap between economically disadvantaged children and their peers. To help all of our children read and learn well these centers can help share this and other valuable information with parents and teachers." States and territories that received new grants to establish centers include Alabama, Arkansas, Florida, Guam, Illinois, Indiana, Louisiana, Mississippi, Nebraska, New Jersey, New Mexico, North Carolina, North Dakota, Oregon, Rhode Island, South Carolina, Tennessee, Texas and Washington

SUMMER PROFESSIONAL DEVELOPMENT CONTINUES

Two strands of professional development activities are being offered this summer. The technology strand is open to adult educators with limited previous experience with basic computing and internet use and whose programs have, or may soon have, access to computer and internet technology. These sessions take place on Fridays through August 22nd. Zach Franklin, a recent Brown graduate, is working with participants to help them develop computer literacy and assisting practitioners in learning basic word processing skills, using the internet for email and access to the world wide web. We're also talking about our own interests as educators and as individuals (community members, parents, etc.) in addition to considering how and why to use technology in our classrooms. Sessions run from 9 to 12 on Friday mornings, with additional assistance available as-needed. If Fridays are difficult for you, and you would like to schedule alternate times to become familiar with technology, please contact LR/RI.

Founded in 1992, The Childhood Lead Action Project works to eliminate childhood lead poisoning through education, parent support, and advocacy. The Project is the only statewide organization in Rhode Island devoted exclusively to this critical issue. Childhood lead poisoning remains the most pervasive, yet preventable environmental health problem in Rhode Island. It is one of the most visible and insidious indicators of environmental injustice - children of color continue to have alarming rates of poisoning. Over the years, the Childhood Lead Action Project has come to be recognized as the education and information resource by health and social service providers, agencies and families throughout Rhode Island.

History of the Rhode Island Parent Information Network:
Ten Years of Progress
- A group of parents and professionals began meeting to plan how they could develop a Parent Training and Information Center (PTIC) in Rhode Island. Funding for the PTIC was made available in 1983 under public law 98-1999 of the Education for All Handicapped Children's Act.
- RIPIN incorporated and received its first three-year contract from the U.S. Department of Education. One full-time and three part-time staff were hired to begin the work.
- RIPIN began providing training, information and advocacy support to families of children with disabilities. Relationship building with state departments, schools and community-based agencies was a major focus of this work.
Funding was secured from the RI Department of Education and the University Affiliated Program for continuation of programs. During this time RIPIN developed the Volunteer Parent Facilitator project, which trained 25 volunteer parents to assist other parents in navigating the special education system for their children. Parent/Professional Training Teams were also developed to assist RIPIN staff in providing workshops for families and professionals.
- RIPIN was awarded a 5-year grant from the US Department of Education reestablishing RIPIN as the Parent Training and Information Center in Rhode Island.

Passage of the FIA was the culmination of nearly a year and a half of public debate including an extensive community input process which involved local community, advocates, businesses, and media groups as well as welfare beneficiaries. More than 900 individuals participated in the public meetings and more than 175 came forward to state their concerns. The Family Independence Act is based on the principle that children who receive assistance should never be worse off than they were before reform. The Family Independence Program (FIP), implemented according to law under the new FIA on May 1, 1997, has several components which help to differentiate it from the old program including:
  • A five-year time limit on cash assistance for adults. Children may continue to receive benefits. Work requirements with work supports as follows:
    - Preparation for workforce
    - Child care assistance without time limits
    - Health care coverage without time limits
    - Earned income disregards, which allow

    Either spouse must have been a resident of Rhode Island for 1 year prior to filing for divorce. The divorce may be filed for in the county of residence of the plaintiff, unless the 1-year residency requirement has been satisfied by the defendant's residence.
