SECTION 16-59-22
§ 16-59-22 Applicability of merit system – Teacher certification – List of positions transferable to classified service. – (a) The appointment, promotion, salaries, tenure, and dismissal of administrative, instructional, and research employees, and secretarial employees not exceeding ten (10) in number, of the state colleges shall not be subject in any manner or degree to control by the personnel administrator or by any officer or board other than the board of governors for higher education. The certification of teachers at the University of Rhode Island is hereby abolished, except for teachers as elect to come or remain under it.
(b) All positions that are exempt from the Merit System Law, chapter 4 of title 36, which become vacant or that are to be established, must be forwarded to the personnel administrator, who in consultation with the deputy assistant commissioner of education in charge of personnel and labor relations shall determine whether the position(s) in question shall remain in the board of governors for higher education nonclassified service or be established in the classified service of the state.
(c) Moreover, no position presently in the classified service of the state subject to the Merit System Law, chapter 4 of title 36, shall be changed or modified so as to establish the position in the board of governors for higher education nonclassified service.

During her tenure, she led the fight to enact legislation that: 1) promotes economic development and provides tax relief for working men and women; 2) Improves services and health care for seniors, veterans and families; 3) Takes a tough stand on criminal offenders; and 4) Strengthens educational programs.     State-By State Analysis RHODE ISLAND Rhode Island meets the AFT criteria for good charter school law. However, the ability of charter schools to set admission policies based on academic ability may lead to future problems. Admissions policies:
    The law indicates the charter may establish reasonable criteria to evaluate prospective students, which means establishing academic standards as a condition for eligibility for applicants. Preference will be given to students who are enrolled in the district. The charter must describe enrollment procedures including the non-discriminatory criteria for admission in accordance with applicable state and federal law, along with a program to encourage the enrollment of a diverse student population. The makeup of the school must reflect the student population of the district including, but not limited to, special education students, students eligible for free and reduced lunch, and limited English proficient students. State standards apply: Yes. The charter must provide a plan for education that includes the mission, objectives, method of providing a basic education, a process for improving student learning and fulfilling the charter as well as state and national education goals and standards.

If you are planning to move to another state, you should contact that state's certification office, as listed below. The number code following each entry indicates the types of testing which the state required at the time this information was published in the 1999 Job Search Hanbook. The key to the codes follows the state listing.
    When you write or call the state certification office, indicate the type of certificate you are receiving from your current state, which national tests you have taken, and ask for application materials and procedures for obtaining certification in the new state. Another source of information about certification requirements will be the actual districts to which you apply.

    Who is best equipped to teach? Those with formal training and a teaching certificate or those who know and love their subject? That question is at the heart of a debate quietly simmering in Rhode Island over how to recruit mid-career professionals without making them jump through a lot of educational hoops. On one side are people such as Valerie Forti of the Business Education Roundtable, who believes that public education needs to break down the barriers that prevent talented outsiders from taking up a teaching career. Forti, who sits on a committee asked to design an alternative path to teaching, says that these professionals would bring passion and energy to a field that some critics say is wallowing in mediocrity.

      Rhode Island ESP Chart Career Path Through Certification Rhode Island teacher assistant Sandie Blankenship played a key role in developing training that leads to teacher assistant certification.
      Teacher assistants get training on their way to being certified. I
      n Rhode Island, professional development for teacher assistants is everyone's business. Sandie Blankenship, an 11-year teacher assistant and NEA Rhode Island (NEARI) regional vice-president, is helping to see to that. Six years ago, concerns about a misguided legislative proposal motivated her to persuade the bill's state senate sponsors to amend it. The legislation as finally passed required that any teacher assistant hired after January 1, 1999, possess a certificate. Teacher assistants who were employed as of that date were grandfathered in. Blankenship's initial involvement led to her appointment to a Rhode Island Department of Education task force charged with defining the roles of teacher assistants and establishing the criteria for certificate training programs. The guidelines the task force came up with allowed school districts, as well as other public and private organizations, to create certificate preparation programs and submit them to RIDE for approval. UniServ Director Jane Argentieri and Blankenship decided that NEARI should offer its own training program, both as a service to current members and as a way to connect prospective members to the Association. They found strong support from NEARI leadership, and in the fall of 1999 the first NEARI Teacher Assistant Certificate Program sessions began.
