FDR Pearl Harbor Speech
December 8, 1941 Yesterday, Dec. 7, 1941 - a date which will live in infamy - the United States of America was suddenly and deliberately attacked by naval and air forces of the Empire of Japan. The United States was at peace with that nation and, at the solicitation of Japan, was still in conversation with the government and its emperor looking toward the maintenance of peace in the Pacific. Indeed, one hour after Japanese air squadrons had commenced bombing in Oahu, the Japanese ambassador to the United States and his colleagues delivered to the Secretary of State a formal reply to a recent American message. While this reply stated that it seemed useless to continue the existing diplomatic negotiations, it contained no threat or hint of war or armed attack. It will be recorded that the distance of Hawaii from Japan makes it obvious that the attack was deliberately planned many days or even weeks ago. During the intervening time, the Japanese government has deliberately sought to deceive the United States by false statements and expressions of hope for continued peace. The attack yesterday on the Hawaiian islands has caused severe damage to American naval and military forces. Very many American lives have been lost. In addition, American ships have been reported torpedoed on the high seas between San Francisco and Honolulu.

    On January 20, Franklin D. Roosevelt became the first U.S. president sworn into office in January. It was his second of four inaugurations; the first had been held fours years earlier on March 4, 1933. Roosevelt's first inauguration had been shadowed by the onset of the Great Depression. Within a week of taking office, the new President had declared a Federal Bank Holiday. Roosevelt's Second Inaugural Address was optimistic about the gains that had been made during his first administration, while acknowledging that much more was needed. In his speech he shared his vision of the nation's potential and challenged Americans to continue in a united effort to address poverty. Let us ask again: Have we reached the goal of our vision of that fourth day of March 1933? Have we found our happy valley? . . .

OCCUPATION OF ICELAND July 7, 1941 [Department of State Bulletin , July 12, 1941] The text of a message from the President to the Congress, dated July 7, 1941, transmitting a message received from the Prime Minister of Iceland and the reply of the President of the United States, relating to use of United States forces in Iceland, follows: TO THE CONGRESS OF THE UNITED STATES: I am transmitting herewith for the information of the Congress a message I received from the Prime Minister of Iceland on July first and the reply I addressed on the same day to the Prime Minister of Iceland in response to this message. In accordance with the understanding so reached, forces of the United States Navy have today arrived in Iceland in order to supplement, and eventually to replace, the British forces which have until now been stationed in Iceland in order to insure the adequate defense of that country. As I stated in my message to the Congress of September third last regarding the acquisition of certain naval and air bases from Great Britain in exchange for certain over-age destroyers, considerations of safety from overseas attack are fundamental. The United States cannot permit the occupation by Germany of strategic outposts in the Atlantic to be used as air or naval bases for eventual attack against the Western Hemisphere. We have no desire to see any change in the present sovereignty of those regions. Assurance that such outposts in our defence-frontier remain in friendly hands is the very foundation of our national security and of the national security of every one of the independent nations of the New World.

    On September 1, 1939, when Germany invaded Poland, Franklin D. Roosevelt had been President for almost seven years and was expected to leave office in January 1941. But just as that September changed the world, so did it change the plans of Roosevelt. On September 13 he called Congress into special session to revise the Neutrality Act so that belligerents could purchase U.S. arms on a cash-and-carry basis, allowing U.S. allies to purchase U.S. arms even though U.S. ships were barred from war zones. He hoped that this would give enough help to Britain and France to defeat Germany. But his hope was slight. The United States, he knew, could not long remain on the sidelines of the war. Throughout his presidency, which began slightly more than a month after Adolf Hitler became chancellor of Germany, Roosevelt had seen and feared the growth of militant Germany and Japan. When the war did come he began to speak more harshly about Germany and Japan, but a rise in U.S. military spending did not follow. When Churchill began his confidential correspondence with Roosevelt in September 1939, Roosevelt started getting a private education about the war. Churchill, far more than any domestic advisor, gave Roosevelt the justifications for greatly expanding aid to Britain as part of an overall military buildup.

Franklin Delano Roosevelt was born in Hyde Park, N.Y., on Jan. 30, 1882. A Harvard graduate, he attended Columbia Law School and was admitted to the New York bar. In 1910, he was elected to the New York State Senate as a Democrat. Reelected in 1912, he was appointed assistant secretary of the navy by Woodrow Wilson the next year. In 1920, his radiant personality and his war service resulted in his nomination for vice president as James M. Cox's running mate. After his defeat, he returned to law practice in New York. In Aug. 1921, Roosevelt was stricken with infantile paralysis while on vacation at Campobello, New Brunswick. After a long and gallant fight, he recovered partial use of his legs. In 1924 and 1928, he led the fight at the Democratic national conventions for the nomination of Gov. Alfred E. Smith of New York, and in 1928 Roosevelt was himself induced to run for governor of New York. He was elected, and was reelected in 1930.

    By the close of 1941 Franklin Delano Roosevelt had become a war President, the leader of the nation in a deadly war of survival. But that fact alone did not make him the Man of 1941. For there were others who had a great claim to that distinction. The nation Franklin Roosevelt led had yet to demonstrate to history that it had the stature, moral as well as physical, to stand up and trade blows with the Axisnot for three weeks for six months but year after year, giving odds if need be and fighting the enemy to a standstill. Such a demonstration has been given by the people whom the son of a Chinese peasant leadChiang Kai-shek. His people had been beaten and battered from one end of China to the other. Their cities had been bombed, their soldiers gassed, their women raped. From Valley Forge through Valley Forge he has fought and gone on fighting. The aid that the democracies promised him was never enough. But he kept on. In earlier years he fought a retiring battle. But in 1941 he fought the Japanese to a standstill. That was an achievement neither British nor Americans have yet accomplished. If he does not measure up to the standard of Man of the Year, it is because other men have greater claims. Nor has Franklin Roosevelt yet led his people in such a gallant, courageous fight as Winston Churchill has led the British.

He received most of his early education from his parents and private tutors.
    In his teens he attended the prestigious Groton preparatory school in Massachusetts and then went on to graduate from Harvard University in only three years. He received his BA degree in history. During his college days at Harvard he fell in love with Anna Eleanor Roosevelt, a fifth cousin and they were married in 1905. Their mutual uncle, President Theodore Roosevelt gave the bride away.

    Franklin D. Roosevelt, 1937 UPI in full FRANKLIN DELANO ROOSEVELT, byname FDR (b. Jan. 30, 1882, Hyde Park, N.Y., U.S.d. April 12, 1945, Warm Springs, Ga.), 32nd president of the United States (1933-45), the only president to be reelected three times. He expanded the federal government's powers in an effort to bring about the nation's economic recovery from the Great Depression through a series of programs and reforms known as the New Deal. He was also a major Allied leader during World War II. The following is a brief summary of Franklin Roosevelt's life. Roosevelt attended Harvard University (1900-04); after marrying his cousin Eleanor Roosevelt (1905), the niece of Theodore Roosevelt, Franklin Roosevelt studied at Columbia University School of Law and qualified for the New York bar. In 1910 he was elected to the New York Senate, and in 1913 he became assistant secretary of the Navy. Although he was stricken with polio in 1921, he remained active in Democratic politics and was elected governor of New York state in 1928. Having inaugurated a popular program of tax relief for farmers, he was reelected governor in 1930; the following year he also began establishing state relief agencies. Elected president over Herbert Hoover in 1932, Roosevelt quickly obtained passage of a sweeping economic program that provided relief, loans, and jobs through a variety of federal agencies.

    Franklin D. Roosevelt (CVB-42) was launched 29 April 1945 by New York Naval Shipyard as Coral Sea (CVB-42); sponsored by Mrs. John H. Towers, wife of the Deputy Commander in Chief, Pacific Fleet; renamed Franklin D. Roosevelt 8 May 1945 following the death of the President; and commissioned 27 October 1945 Captain A. Soucek in command. She was reclassified CVA-42 on 1 October 1952.
    During her shakedown cruise, Franklin D. Roosevelt called at Rio de Janeiro 1 to l1 February 1946 to represent the United States at the inauguration of the Brazilian president, Eurico G. Dutra, who came aboard for a short cruise. Fleet maneuvers and other training operations in the Caribbean preceded her first deployment to the Mediterranean, from 8 August to 4 October during which she was a part of a U.S. Navy force which visited Athens to bolster the government of Greece during its successful fight against the Communist. She received thousands of visitors during her calls to many Mediterranean ports, giving Europeans an opportunity to view this impressive addition to America's seapower for peace.
