PRESS LIST IFPI NEWS International recording industry welcomes Russian government's creation of anti-piracy task force October 7, 2002 The international recording industry today warmly welcomed the setting up by the Russian government of a new anti-piracy task force to be headed by Prime Minister Mikhail Kasyanov. IFPI, the organisation representing the recording industry worldwide, said the music industry in Russia and internationally wants to cooperate closely with the government so that the new initiative makes a real impact on Russia's rampant music piracy trade. "Russia's rampant piracy is a huge cultural and economic drain on the country. It causes enormous damage to culture, economy and foreign investment. And it denies Russia the place its record companies, artists and musicians deserve in the international music industry." Background for Editors
  • It was announced on Thursday 3 October that the Russian Cabinet of Ministers approved the setting up of a new intellectual property task force that will be headed by Prime Minister Kasyanov and made up of Economic Development and Trade, Justice, Press, Culture and Interior ministries, as well as representatives of Rospatent and public intellectual property organisations.
  • At the end of 2001 a new legitimate Russian music industry association came into being, the first of its kind to be officially affiliated to IFPI. The National Federation of Phonogram Producers (NFPP) represents over 70% of the music industry in Russia and unites thirteen major Russian and international record companies for the first time.

    IMF Welcomes Russian Government Measures; Management to Recommend Completion of Review Under Russia
    "We are particularly reassured by the emphasis placed on the practical implementation of policies and the understanding by the new Russian government of the need for clarity, coherence, and continuity of government policy. When fully implemented, these measures would allow the reduction of the federal government budget deficit to 5 percent of GDP in 1998 and the achievement of primary balance. They also represent an attack on the two major problems that have frustrated attempts at fiscal consolidation in the past: weaknesses in tax collection and government spending commitments in excess of what can be afforded.     Summary. This IMI highlights a recently announced Russian government program to provide various forms of support and financing to agricultural greenhouse companies in order to better supply the fresh vegetable market with domestically produced products. The previous volume of fresh vegetable imports to Russia is unlikely to be restored in the near future. Therefore, strong domestic vegetable demand should produce increased opportunities for U.S. companies to sell U.S.-made equipment and technology in Russia. The ability of producers to purchase these imports should be enhanced by this Russian government program which includes limited credits, exemption from import duties, and tax deferrals. Increasing concern of U.S. exporters about unavailability of U.S. export financing for Russia has lead Moscow FCS to focus attention on sources of Russian financing for equipment imports; this program appears to represent one of the limited opportunities available. End summary. 1. Russia's climate severely limits the growing season for vegetables and suggests a strong potential for greenhouse production of fresh vegetables. In 1997, according to the Russia's Statistics Committee, 11.1 million tons of fresh vegetables were harvested, up 3.3% from 1996. But because of poor storage conditions and obsolete canning and vegetable processing technologies, Russia suffers large loses from fields to retail markets. Some Russia's northern and far east regions such as Arkhangelsk, Yakutia, Kamchatka, etc. have to import fresh vegetables all year round.

    SUMMARY DRUG SUPPLY AND CONSUMPTION
    DRUG PRICE REGISTRATION 4. According to David Kennedy, Executive Director of Association of International Pharmaceutical Manufacturers, foreign drug producers will be more than happy to register prices, especially if they are quoted in dollars. Setting prices in rubles may cause a problem. The government should be concerned with high markups, but the measures proposed by the decree are not likely to solve the problem as they do not answer the major question: how the government is going to achieve that both cheap simple and expensive high quality drugs are available to the population. Some drug industry representatives believe that putting caps on drug markups will eventually damage the market and hurt patients and doctors. While it is possible to control prices for drugs sold through pharmacies, it is very hard to control prices in those cases when distributors are working with hospital heads directly and give them premiums in form of a percentage of the markups. CENTRALIZED GOVERNMENT RESERVE OF PHARMACEUTICALS RESTRICTIONS ON FREE AND REIMBURSED DRUG 6. The government also plans to streamline the system of distribution of partially subsidized and free drugs. Currently about 17 million Russians are eligible for free medicines and another 13 million for 50 percent reimbursement. As a result, before the August 17 crisis, about half the cost of pharmaceuticals was covered by the state. Regional health care authorities played a major role in administering that system. The Ministry of Health plans to limit drug privileges to only the lowest income groups of the population whose income is below the minimum subsistence level. Under the new regulations, physicians will be able to prescribe free or reimbursed drugs to privileged patients strictly in the area of their medical specialty with only one drug per prescription.

    Chechnya: Russian Government Preparing For Referendum
    By Gregory Feifer The Russian government and pro-Moscow Chechen administration are making final preparations for the 23 March constitutional referendum in the breakaway republic. Moscow says the vote represents a key step toward a political solution in the war-ravaged region. But critics argue the referendum will only serve to legitimize Russia's brutal 3 1/2-year military campaign and offers Chechnya little in the way of true autonomy. Moscow, 19 March 2003 (RFE/RL) On 23 March, Chechen residents and refugees in neighboring Ingushetia will have the opportunity to vote on a new constitution that Moscow says will grant them long-sought autonomy while keeping them within the fold of the Russian Federation. The Kremlin has billed the referendum, which will also pave the way for presidential and parliamentary elections, as the first step toward ending the region's intractable military conflict. But the draft constitution, which calls for the republic to be an "integral and inseparable" part of Russia, makes it plain that Chechnya's broad separatist aims are not part of Moscow's roadmap for peace. In a televised address broadcast in Chechnya, Russian President Vladimir Putin appealed to Chechens to take part in the vote: "Passage of the constitution is indeed a serious milestone. It is the moment in which the Chechen people take their fate into their own hands. The future of your children and grandchildren is now in your hands the future of Chechnya itself."

    Radioactive waste illegally stored at the Mayak plant in the southern Ural for four years will be sent back home to Hungary. Rashid Alimov The Supreme Court satisfied a complaint filed by environmentalists from Chelyabinsk on February 26th. They contested a governmental decree, issued in 1998, which allowed as an exception storing in Russia spent nuclear fuel (SNF) from the Hungarian Paks nuclear power plant. The legislation, which was in force at the time this governmental decree, N1483-r, was published, prohibited imports of nuclear materials for storage in Russia. Radwaste, remaining after spent fuel reprocessing, were to be returned to the country of origin. The new Law On Environmental Protection, signed by President Putin in January 2002, though allowing imports of spent nuclear fuel, declares the “priority [for Russia] of the right to return the radioactive waste, generated after the reprocessing [of SNF] into the country of its origin.” But, in spite of these legal regulations, several shipments from Hungary to the Mayak plant took place in 1998 and 1999. Later, the Balkan crisis complicated the route of the trains with nuclear materials, and the shipments were halted. Nowadays all the waste, produced during the reprocessing of the Paks NPP originated spent fuel, are stored at the Mayak. According to the yesterday’s verdict of the Supreme Court, this waste should be sent from Mayak back to Hungary.

    Chelyabinsk environmentalists vs Russian government Envirogroups say radioactive waste from Hungary has been illegally stored at the Mayak combine in Chelyabinsk County for four years. Rashid Alimov The Supreme Court considered a complaint filed by environmentalists from Chelyabinsk on February 6th. They contest a governmental decree, issued in 1998, which allowed reprocessing and dumping at the Mayak combine of spent nuclear fuel (SNF) from the Hungarian Paks nuclear power plant. Return of the radioactive waste, produced after reprocessing of the Hungarian SNF, was not stipulated in the decree. But the legislation, which was in force at the time this governmental decree, N1483-r, was published, prohibited imports of nuclear materials for storage in Russia. Radwaste, remaining after spent fuel reprocessing, was to be returned to the country of origin. The new law “On Environmental Protection”, signed by President Putin in January 2002, allows imports of spent nuclear fuel, but declares “priority [for Russia] of the right to return the radioactive waste, generated after the reprocessing [of SNF] into the country of its origin.”
