In the late 19th century the Russian people were ruled by the Romanov Dynasty . The Tsar (Czar) took the title 'Emperor and Autocrat of all Russia' and imposed autocratic rule - government by one man. Unlike in most other European countries, power had not passed from the monarchy to the people. The Tsars of Russia did not take advice from an elected parliament. Instead, the country was run by a ten man ministerial council. Each minister was both appointed and dismissed by the Tsar. The Tsar also appointed the Chief Procurator of the Russian Orthodox Church . In fact, since 1721, the Orthodox Church had been run as a government department.

Chechen Republic Russian Government must protect civilians of Chechnya

Amnesty International is deeply concerned that the continuing bombing in Chechnya carried out by the Russian military over the past week has resulted in civilian deaths and thousands of displaced people fleeing the Chechen Republic. The air raids began following the recent apartment explosions in Moscow and two other Russian cities, which killed at least 292 people, and which have been attributed by the Russian government to Islamic groups from the Chechen Republic, but for which no group has yet claimed responsibility. The organization is concerned that the Russian governments response to the apartment bombings appears to be a campaign to punish an entire ethnic group. Fighting crime and terrorism is no justification for violating human rights.
International humanitarian law prohibits deliberate attacks on civilians and civilian sites. It also requires stringent safeguards when carrying out attacks against military objectives, including giving effective advance warning of attacks which may affect the civilian population. The Russian military has stated that its air attacks on Chechnya are aimed at legitimate military targets, which were strongholds of Islamic armed guerilla groups in the Chechen Republic. Russian military officials have denied targeting civilians and civilian sites during the air attacks.

Russian Government Aims to Move Away From Traditional Structure
Source: Channel One TV, Moscow, in Russian 0900 gmt 20 Feb 03 Presenter: The question of how Russia's economy will develop over the next few years is being discussed by the government today. In five years' time annual economic growth should effectively double to 7 or 8 per cent, Prime Minister Mikhail Kasyanov said when he opened the meeting. Here with the latest details from Government House is our correspondent Tatyana Shilina. She's live on the air. Tatyana: Correspondent: The Russian government is today discussing how the country will develop over the next three years. The document the ministers are looking at is entitled the "Programme for the country's social and economic development to the year 2005". Commenting on the results of the past year, head of government Mikhail Kasyanov said that generally the situation was not bad and there was 4-per-cent annual growth. At the same time, he doesn't thinks this is enough. The problem is that the oil, gas and refining industries make the greatest contribution to the economy, accounting for around 20 per cent of its structure. In other words, we are continuing the tradition of living primarily off exports. Kasyanov: Dependency on exports, traditional exports, is extremely great, it really is. This means that, given the current favourable situation on the foreign markets, we have 4-per-cent growth. If that situation wasn't favourable or normal and stable, the rate would be 1.5 or 2 per cent. Therefore, given the current economic structure, we are doomed at best to growth rates of between 1 and 4 per cent. There is no doubt that the global tasks facing the economy cannot be performed with this economic structure.

" The Bashkir Model " The federal center's battle with the regions is entering the decisive stage. The presidential election in Bashkiria is still half a year away, but the contest between the Kremlin and Murtaza Rakhimov is already a prominent topic in the federal news media. There is nothing surprising about this. For Vladimir Putin, the election in Bashkiria will be a general battle with the regional barons for power in the country. This confrontation has an equal chance of being the last or the first battle of Putin, who has been trying to unite Russia for a long time. The upcoming election in Bashkiria has aroused considerable interest in this context. The federal news media have an intuitive sense of the significance of the Kremlin's battle with Murtaza Rakhimov, but they still are not aware of all of its implications. All of Russia's contemporary history is essentially a history of struggle between the federal center and the most influential regional leaders. Bashkiria has always been in the forefront of this struggle.... The Regions and the Country In the interest of total objectivity, we must admit that the topic of the federal center's confrontation with the regions has never been absent from the front pages of the newspapers since the time when the four most influential regional leaders signed the treaty disbanding the Soviet Union in the Belovizh Forest. By the end of 1991, there were already problems with economic growth, with the new property owner, and with the birth of political radicalism.

The Russian government has pledged to do all it can to maintain the prestige of Moscow's world famous Bolshoi Theatre which today is celebrating its 225th anniversary. Addressing an audience of performers from the Bolshoi's opera and ballet companies, the Russian deputy prime minister, Valentina Matviyenko, said that everything would be done to ensure that it fulfilled its great destiny. The Bolshoi was founded in 1776 by Catherine the Great, and now occupies a dilapidated 19th century building near the Kremlin. Critical reviews have been mixed in recent years, but under its new director, Anantoly Iksanov, the Bolshoi has attempted to restore its reputation by bringing back the big names associated with the theatre's heyday in the 1960s. However, critics have rejected this move as a lurch back into the past. Next March, the Bolshoi moves into an annex to allow three years of much needed renovation to the 19th century building, at an estimated $400 million.

Finland's separate institutions became anachronistic as Russia's administrative and political system was modernized in 1905-6. This modernization went hand in hand with the rise of Russian nationalism. As Russia could not channel nationalism into an assertive foreign policy after her defeat in the Far East, it had to be diverted to strengthening the central government at the expense of self-government in the Empire's borderlands. Prime Minister P. A. Stolypin sincerely believed in the Russian nationalist objectives of his policy, but he also deliberately employed Russian nationalism and centralist borderland policies to bolster his government and its cooperation with the majority parties in the Duma and State Council, that is in the legislative bodies of Russia, on which he was very much dependent. As a result, the Finnish question shifted from being one of borderlands politics to becoming part of wider domestic politics within Russia. In fact, Stolypin did not only have to take the majority parties in the Duma into account but also the Tsar, on whose goodwill his continuance in office ultimately depended. Nicholas II had felt bitter towards the Finns since 1899 when they had accused him of breaking his word and had started an international campaign against the government, passive resistance, and openly rebellious action. The Tsar revealed his anti-Finnish feelings to the German envoy at the beginning of 1907: The Finns are at an even lower level than the Russians, "especially with regard to morality, and nothing good is to be expected from them."

On 14 June 2001, the government of the Russian Federation finally adopted its revised chemical weapons destruction programme. Accordingly, the destruction of the Russian chemical weapons stockpile, which has already commenced on a limited scale, would be completed by 2012. The revised programme of destruction also foresees the reduction of the number of chemical weapons destruction facilities from 7 to 6. Two of the six facilities would have full-scale destruction capability. The new programme envisages the destruction of 1% of its chemical weapons stockpile by 2003; to destroy 20% by the year 2007; and destroy 45% of the total stockpile by 2008. This revised programme of destruction also anticipates the full conversion of the Russian Federation’s chemical weapons production facilities for peaceful purposes by 2007. OPCW Director-General, José M Bustani, welcomed the decision of the government of the Russian Federation to detail its plans for destruction, as he urged at the recently concluded Conference of the States Parties. Bustani then noted, "At this critical juncture, it is essential that the Russian Federation provide the OPCW and its Member States with a programme of destruction which can serve as the credible foundation for enhanced transparency, as well as for the international funding necessary to carry out this enormous task."

The active liberalization of the Russian economy is being carried out simultaneously with moves to strengthen the power of the state. The state is consolidating itself on all fronts, of which the media is one of the most important. The government, evidently, has unleashed a war for the restoration of its monopoly over the distribution and presentation of information. The immediate cause was the coverage of the President and the government in connection with the loss of the atomic submarine 'Kursk'. The actions of the state were presented to viewers as being cowardly and muddled, i.e. in their true light. It convinced the government that the time had come to put the mass media in its place. Today the strongest pressure is being exerted on the ORT, where Dorenko - a talented toady of one of the most powerful oligarchs [i.e. Berezovsky, translator's note] - has been kicked out. Also in the RTR information programmes, more and more, the tone is that of the official state line. The remaining bulwark of resistance to this general line is the NTV channel, which is coming under tremendous pressure. The question is: of what concern to the workers are these conflicts over who controls the media? Of course, even in the past there was no room for consistent Marxist analysis on the airwaves. However, the desire to trample television under foot is only one of the trends of the new information policy of the government, the essence of which consists in the abolition of the freedom of speech. Today revolutionaries have the opportunity to set forth their ideas freely in the pages of their papers, which is something that will soon be just a memory.

** A meeting was done with Nikolski, human rights fighter working with the Moscow Helsinki Group and other orgs. Several good informations were received as e.g. there is opened an internet site for president Boris Yeltsin on which he can be given data on human rights related issues, possibly this is only a couple of days valid - we will check it out - and would be for use to get across some of the terrifying facts received on cchr lines as well as on the OTL with strange "investigation/raid".
* The internet site for receiving "hot line" data re religion law is running and appears with four faces of those who will care for the data reported: 1. Loginov from president administration 2. Kudravtsev, chief of registration department of ministry of justice, 3. Ptjelintsev, director of institute for religion & law, 4. Orthodox priest V. Chaplain. This is a clear indication that the president administration woke up and decided to work with Ptjelintsev and not suppress him as he is one of the dominant opponents of the religion law. This is a good "watchdog" set up for all concerned as no. 2 and 3 have the aim of equal rights under the law.
